A violent protest has forced more than 170 people, mainly children from Moyo district in Uganda, into Kajo-Keji County in Central Equatoria State.
They crossed the border after homes were set on fire during a peaceful demonstration that turned violent on Monday.
The protest was sparked by the alleged arrest of a Ugandan authority by SPLA soldiers last week.
Kajo-Keji County Commissioner Henry Kala Sabuni is calling for a peaceful resolution to the border conflict between the Madi and Kuku communities.
Sabuni: “We will never, never create a situation that will cause tension between the Madi and the Kuku. What I will be appealing is that the government authority must come up quickly so that we enter into dialogue and make sure that we co-exist because this border is not a creation between Kuku and Madi. It has been since memorial that we found ourselves to be neighbours between Madi and Kuku. What we want is we want to be peacefully co-existing so that we really raise children who are suffering like what I am seeing now. I have 171 people in front of me. Most of them are children from the age of 14 to less than a year.”
Anne Aruu is the Woman MP for Moyo.
She was part of the protest and says a joint ministerial committee should expedite the border demarcation.
Aruu: “There is already a joint ministerial committee which is supposed to work on the re-marking on these international boundaries between us. They should expedite and then remark the boundaries because that is where our conflict is. We decided to request for a peaceful demonstration so that our government gets the message and acts. Otherwise, if the interest was to cause havoc chase away the Kuku from here we would not advocate for a peaceful demonstration. In fact I have put my neck in the rope because anything that happens I will be directly responsible for it.”
The African Union High Level Implementation Panel for Sudan and South Sudan is calling for the swift implementation of the corporation agreements signed between the Juba and Khartoum governments.
The high level panel visited South Sudan last month to assess the progress of implementation of the September 2012 agreements.

“The African Union High Level Implementation panel, chaired by former South African President Thabo Mbeki, notes progress in application of the four freedoms but says more still needs to be done to establish a Safe Demilitarized Border Zone as a step towards solving border disputes between Sudan and South Sudan. The Council also urges both governments to move forward to determine the final status of the disputed Abyei region, and says both governments should in the meantime refer to administrative and security elements agreed on in June 2011 in order to meet the everyday needs of the people of Abyei as progress is made towards a final settlement to the oil-rich 10,000 square kilometer area. The 2011 agreement provides for temporary administrative arrangements for the Abyei Area and for the withdrawal of SPLA and Sudanese forces, which made way for the deployment of a UN interim security force. The people of Abyei are currently facing extremely difficult living conditions with a lack of food and medicines.

Authorities in Rumbek, Lakes State, have announced a seven-day curfew, following an increase in insecurity.
The restrictions, from 8 o’clock in the evening to 7 o’clock in the morning,are in place in the State Capital Rumbek.
The acting State Minister for Information, Dhieu Wal says movement during this time will be monitored by State security.

“The security Committee has sat yesterday and then the came out with resolutions that there will be curfew that is started from yesterday the 14th and it will go for seven days, the reason for this because of what you have heard about the killing of son late Paramount Chief, some people came to Town trying to make a revenged but they did not did anything, so base on that government decided that there should be curfew for this time.”
Meanwhile, four suspects have been arrested in connection with the murder of SPLA soldiers in Rumbek.
One soldier was part of a group of 6 people killed in a road ambush in Cuibet last Friday, while three others were shot dead in Pachong over the weekend.
Acting State Information Minister, Dhieu Wal says security has been deployed to hunt down other suspects who are still at large.

“The government has sent forces to Pachong to apprehend these culprits such that they are brought into book because it is very bad that you just kill anybody who is coming along the road that things is very bad act, so this act is barbaric act but the government is sending force to hunt down these culprits that is what we are doing now”.
At least 25 people are believed to been killed in separate criminal attacks in Rumbek over the past 7 days.
The Speaker of the Western Bahr el Ghazal State legislative assembly has directed that recently appointed chairpersons of specialized committees should leave their positions.
Addressing the State assembly in Wau, Andrea Mayar Acho said the appointment of the chairpersons by the Governor was not legitimate.
Acho says the seats should be filled by the previous chairpersons. He says the decision was reached following a meeting with President Salva Kiir to discuss apparent differences between the State executive and the legislature.

“The resolutions we reach is that the budget of the assembly must be independent, neither the Governor nor the minister of Finance should interfere with the budget of the assembly, the same thing with all the ministries, number two, we said the minister whom the Assembly has casted vote of no confidence on must go, number three Governor’s interference in Assembly issues must stop immediately, number four, the issue of security situation, we told the president that it must stop, number five is the issue of salary, we said must be upgraded immediately so that each worker or official receives his rights”.
The speaker says elections for new committee chairpersons will be held when the house returns from recess in November.

Displaced persons seeking safety at the UN protection of civilian site in Malakal, Upper Nile State have been urged to return to their homes.
The head of the State security committee, also acting Governor, Awer Agany says the security situation in Malakal town has significantly improved.
Agany says traders have reopened their businesses and the State will provide security for those who voluntarily leave the UN camp.

For security and safety , is the responsibility of the government and we will provide essential services such as Water, security, schools, roads, and the Hospitals and the rest. We will do all these. Currently there are more than 17-thousand IDPs seeking safety at the UN protection of civilian site in Malakal.
As part of activities in the run up to the International Day of Peace, a group of youths has launched a 10 day peace campaign to support the peace process.
The youth under the umbrella advocacy group “the Initiative for Peace communication Association” will use music, public dialogue and activism to stress the importance of peace. T

Juba Teaching Hospital is facing a power shortage, and is now relying entirely on its generators.
The hospital’s director Wani Lolik Ladu says a blackout on the national supply line has forced the hospital to use its 7 generators to supply power to the entire hospital.

In regional news, the intensity of the ongoing conflict in Darfur has reduced in recent months, but the number of people who are fleeing their homes has increased.
The UN estimates that some 385,000 people have been displaced by the conflict between the Government of Sudan and armed movements in Darfur since the start of 2014.
The African Union-United Nations Mission in Darfur, UNAMID has also reported an upsurge in criminality.

“Of particular concern to the mission at the moment is the current state of tension in Kalma camp which is the largest IDP camp in Darfur; that there is ongoing tension between the IDPs and the State authorities. The head of mission Mohamed Ibn Chambas has called on all parties to exercise restraint. UNAMID and all the other mediators have agreed that the national dialogue provide an opportunity to a possible peaceful resolution and achieving peace in Darfur”.
The SPLM-North, Justice and Equality Movement the Sudan Liberation Movement of Abdel Wahid al-Nur and the Sudan Liberation Movement-SLM of Minni Minawi earlier this month agreed to participate in a peace dialogue.
And, US President Barrack Obama is to announce plans to send 3,000 troops to Liberia to help fight the Ebola virus.
US officials say the troops will train up to 500 healthcare workers a week, construct 17 healthcare facilities, anddistribute home healthcare kits to thousands of households.
Their mandate also includes establishment of a joint command based in Liberia, that will co-ordinate between US and international relief efforts.
There has been criticism of the slow international response to the epidemic.
Liberia,Sierra Leone and Guinea are the worst-hit countries in the outbreak that has killed more than 2,400 people.

“Starting with the division one football tournament, Talanga FC beat Rabita 2-1 at Juba stadium on Monday evening. In Wau, El feil FC defeated Nile team 1-nil, and Etihad and Ahli ended their match in a goalless draw, still in Wau the Black Scorpions beat Kalavario FC 2-1 and Taharir and Khor mudir ended their match in a 2 all draw. In today’s matches, Malakeia FC takes on Hilal team in Juba while el fahal is up against Gazala FC at Wau stadium.

The Confederation of African Football has disqualified Benin from the African Under-17 football Championship, for fielding four overage players in their tie against Mali. The ruling from the regional football governing body means Mali moves on to face Tunisia in the final qualification round. Benin is also suspended from competing in under-20 and under-23 competitions for the next two years. It is the second time this year that CAF has punished nations for using overage players after The Gambia was disqualified from the African Under-20 qualifying in April.
