6. / Description of content: This Regulation is amendment of the Regulation of the Minister of Agriculture No.37/Kpts/HK.060/1/2006 jis the Regulation of the Minister of Agriculture No.89/Permentan/OT.140/12/2011 jis the Regulation of the Minister of Agriculture No.15/Permentan/OT.140/3/2012 concerning Technical Requirements and Plant Quarantine Actions for the Importation of Fresh Fruits and/or Fresh Fruit Vegetables into the Territoryof the Republic of Indonesia.
This regulation covers quarantine actions and designated points of entry for the importation of fresh fruits and/or fresh fruit vegetables into the territory of the Republic of Indonesia.
This regulation specifies as follows:
- Fresh fruits and/or fresh fruit vegetables imported into Indonesia shall be (i) accompanied by Phytosanitary Certificate from country of origin and/or transit country; (ii) through designated points of entry; and (iii) notified and submitted to Plant Quarantine Officers at the designated points of entry for plant quarantine actions.
- A total of 36 kinds of fresh fruits and 6 types of fresh fruit vegetables that imported into the territory of the Republic Indonesia required specific technical requirements.
- Fresh fruits and/or fresh fruit vegetables can be imported into Indonesia from production area in the country of origin that is free from fruit fly as determined in the Decree of the Director General of Indonesian Agricultural Quarantine on behalf of the Ministry of Agriculture, or from production area in the country of origin that is not free from fruit fly
- Fresh fruits and/or fresh fruit vegetables imported into Indonesia from production area in the country of origin that is free from fruit fly shall be declared in the Additional Declaration on the accompanied Phytosanitary Certificate.
- Fresh fruits and/or fresh fruit vegetables imported into Indonesia from production area in the country of origin that is not free from fruit fly, shall be treated by cold treatment/fumigation/vapor heat treatment (VHT) or irradiation treatment, and shall be declared in the Additional Declaration on the accompanied Phytosanitary Certificate.
- The importation of fresh fruits and/or fresh fruit vegetables into Indonesia shall only be imported through: (i) Tanjung Perak Seaport, Surabaya; (ii) Belawan Seaport, Medan; (iii) Soekarno-Hatta Seaport, Makasar; and (iv) Soekarno-Hatta Airport, Jakarta.
- Entry points designated as free port under the legislation of Free Trade Zone and Free Port can be used as entry points for fresh fruits and/or fresh fruit vegetables. This can be done only to meet local consumption need and not allowed to distribute to the outside of Free Trade Zone and Free Port.
- Provision of the designated entry points is not applicable for fresh fruits and/or fresh fruit vegetables that come from designated pest free production area in the country of origin or from country where its food safety system has been recognized.
By the stipulation of this regulation, Regulation of the Minister of Agriculture No.37/Kpts/HK.060/1/2006 jis the Regulation of the Minister of Agriculture No.89/Permentan/OT.140/12/2011 jis the Regulation of the Minister of Agriculture No.15/Permentan/OT.140/3/2012 concerning Technical Requirements and Plant Quarantine Actions for the Importation of Fresh Fruits and/or Fresh Fruit Vegetables into the Territory of the Republic of Indonesia are no longer effective.
