OBJECTIVE

I am interested in consulting or contract assignments where I can apply my veteran experience in the design and development of complex optical systems for applications such as space-based electro-optical sensors, directed energy weapons, and advanced tactical sensors. I am comfortable providing support as an individual contributor or as part of an integrated product team. This support may be for developing or evaluating advanced designs, proposal preparation, or program definition. I prefer part-time work: three to four days a week.

  • Consulted in win strategy, proposal format, text and graphics for Boeing Australia/Boeing Combat Systems (US)/ Elbit Systems Ltd (Israel) team proposal to the Australian Ministry of Defense.

1985 to 2002: The Boeing Company (Human Spaceflight & Exploration), Huntington Beach, CA

  • 1999 to 2002: Director. Strategic Planning & Business Development. Responsible for the direction of: strategic plans and policy formulation, business and market analyses, derivation of short and long term orders, sales and discretionary projections, and the creation of presentations to be made within (HSF&E and corporate executive management) and without the company, relative to strategic issues affecting HSF&E business. The position entails interfacing with all HSF&E sites (Huntington Beach, Houston, Huntsville, Palmdale and Florida), as well as S&C Group. Responsibilities include direction of SF&E new business pursuit processes, e.g., capture plans, bid decisions and proposal reviews; and oversight of proposal preparation planning and proposal preparation.
  • 1996 to 1999: Project Manager. Strategic Planning, Advanced Programs & Business Development (Downey). Directed program managers to derive win strategy and implement appropriate “position-to-win” steps prior to RFP issuance. Reviewed, approved contents of bid decision package prior to division executive management review.
  • 1991 to 1996: Project Manager. Proposal Management, Advanced Programs & Business Development (Downey). Oversight of proposal preparation planning and proposal preparation.
  • 1985 to 1991: Director. New Business Development, Advanced Programs & Business Development (Seal Beach). Provided overall leadership and direction for all division proposals to USAF, USN, US Army, SDI, NASA and other government agencies. Programs included design, development and production of space vehicle systems; space-related research and technology; and mission analysis/concept formulation. Developed and issued division-wide detailed proposal preparation procedure, now in standard use.
  • Proposal Manager for major new business prime proposals, including National Test Bed ($1B), Global Positioning Systems (GPS) Satellite Replenishment Program ($900M), P91-1 Space Test Program Satellite ($35M), and X-33/Reusable Launch Vehicle (RLV) ($1B)
  • Proposal Manager for Rockwell proposal to Grumman Space Systems for Boost Surveillance and Tracking System (BSTS) (satellite and payload 2) ($1B)

  • 1974 to 1975: Program Manage. Iranian DD-993 Ship program. Direction of contract with the USN focused on redesign and eventual production of six USN DD-963 class destroyers for (then) Imperial Iranian Navy.
  • 1973 to 1974: Program Manager. Various government-funded marine engineering and production studies.
