  3. How is security handled in all existing and newly planned buildings on a campus?

Our security plan includes multiple layers of security including, but not limited to video surveillance cameras, controlled access with video intercom systems, electronic access controlled doors, and visitor management procedures and programs. The planned addition of security vestibules, open door contacts which will alert when a door is opened and intrusion alarms will provide added layers of safety and security.

Every campus reviews its Emergency Response Plan yearly and modifies the plan as necessary. Allen ISD and every campus takes an all hazards approach to emergency management and every campus conducts emergency drills every year on those possible hazardous scenarios. The proposed upgraded emergency radio system will provide improved emergency communications with first responders and district officials and the emergency notification system and the panic/Silent alarm buttons in the classroom provide additional layers of safety and security.

  1. If cameras are not constantly monitored, how do they keep kids safer? “Evidentiary” not “preventive.”

In most school districts, video surveillance cameras are considered a passive security device in that they record activities and are played back at certain intervals or during an investigation of an incident. Our system is primarily a passive system because not all of our cameras can possibly be monitored at any given time. However, we have a 24/7/365 monitoring station where a Security Monitor is monitoring entrances to all campus and monitors all exterior cameras to the high school during the school day as well as randomly checking various camera layouts throughout the district. In the evening when all activity has ended, cameras are programmed to record when motion is detected. When motion is detected, the camera will appear on the monitors in the monitoring station. When appropriate, Security Monitors will call for an appropriate response (usually the Allen Police Department). The Security Monitors also monitor the access control system; program requested door lock and unlock schedules by campuses; assist campuses with camera footage; lockdowns; emergency drills; granting door access; and coordinate repairs for camera and access control systems. Most believe that video surveillance cameras have a deterrent effect on bad or criminal behavior. However, while the deterrent effect of cameras on campuses cannot be measured quantitatively, our principals support the use of cameras on our campuses and believe that they are an important tool and an added layer of security for our kids.

  1. Is there a priority list of the elementary schools that need renovation? What is the current schedule of renovation? Elementary schools in the rotation schedule are: Story, Vaughan, Kerr, Bolin and Marion.
