REQUEST FOR EXPRESSION OF INTEREST

The Government of the Republic of Liberia (GOL) through the Ministry of Health has received grant from the Government and People of the United States Agency for International Development (USAID) through its Fixed Amount Reimbursement Agreement (FARA). FARA is a USAID sponsored program designed to demonstrate its commitmentby helping the people and government of Liberia through the funding of various activities including health related ones and the strengthening of systems and management.

Furthermore, the FARA support is meant to enhance the capacity of the three County[TKT1] (Lofa, Bong and NimbaHealth) Health Teamsto carry out the effective management, technical, Human Resource and Community outreach in an effort to roll out quality health delivery in those counties.The Ministry of Health intends to apply part of these grants to cover payments under the Contract for the Provision of Health Services: “Comprehensive delivery of evidence-based Essential Package of Health Services (EPHS), including activities for the reduction of Maternal and Newborn mortality, supported by innovative Performance-Based Financing schemes as a health systems in line with its Annual Operational and Investment Plan in Bong, Lofa and Nimba Counties”, beginningJuly 1, 2018.

To implement these services, the Ministry of Health (MOH) through the Procurement Unit now invites interested and qualified non-governmental, faith-based and other civil society organizations with proven records and backgrounds of providing healthcare in postconflict Countries, especially those with long-standing record of effective implementation of health services in Liberia for a Performance-Based Contract to indicate their interest in support of the Essential Package of Health Services and the roadmap for acceleration of the reduction of maternal and newborn mortality rates.

The facilities for implementation are described as follow:

Lot #1 - Bong County –Two (2) Hospitals & Nine (9) Clinics

Lot #2 - Lofa County – Five (5) Health Centers & Thirty Five (35) Clinics

Lot #3 - Nimba County – Three (3) Health Centers & Thirty Six (36) Clinics

Note: Interested consultants should indicate their interest in support of the Essential Package of Health Services for one lot or contract each or the entire contracts and must express interest for all the facilities within each lot. No entity will be allot to submit proposal for two lots but must quote for all of the facilities in each lots.

Selection for contract award shall be in accordance with Quality Cost Based Selection (CQCBS) procedures specified in the Public Procurement and Concession Act of 2010, of the Republic of Liberia.

The documentations to be provided will include, but are not limited to:

  1. Copy of the firm’s Core Business
  2. Experience in providing essential health services/assignment[TKT2] as required and interested firms should be registered with PPCC (applicable to domestic own businesses).
  3. Experience working in Liberia and countries of similar context as Liberia
  4. Brief presentation of the Technical and Managerial Organization of the Firm
  5. Indicate Clear collaborative approach for working with local NGOs and County Health Team[TKT3] (CHT) at county and district level
  6. Number of key staff and General qualifications C (updated[TKT4] CVs indicate personal and technical skills, academic qualifications, experience in similar assignments) including names of at least three (3) references with contact information (e-mail address, telephone or fax numbers).
  7. Quotation regarding the fees to carry out the work and a provisional timeline
  8. Authorized certificate to provide essential health services

Note: This position is a full time, and the initial period of the contract will be 12 months.

The Expression of Interest and accompanying documents must be received by the Ministry of Health no later than 26thFebruary 2018, at 2:00 P.M. local time or 14:00 GMT.
