Executive Overview

Bharat Petroleum Corporation Limited (BPCL) is one of India’s leading public sector oil companies engaged in exploration, production, refining and marketing of petroleum products.

BPCL has been one of the early adapters of Information Technology (IT). Right from the days of erstwhile Burma-Shell, computerization & IT played an important role in the technology journey BPCL travelled so far.

Amongst the IT initiatives, BPCL has been early adapters of virtualization in India since 2003 for Development, Testing & Production environment with various flavours of Linux and Windows operating systems.

With the ever-increasing demand of computing infrastructure and with a view to meet these demands on a fly, BPCL intends to exploit the virtualization technology and take it to next logical step of building a private cloud computing. In order to achieve this, BPCL would like to shortlist Original Equipment Manufacturers (OEM) to supply the required hardware, software and also carry out the virtual environment set-up servicesincluding the support during warranty / AMC period.

It is with this background that EOI are being invited.

Overview

BPCL has been leading the oil industry in IT front. Right from the days of erstwhile Burma-Shell, computerization & Information Technology (IT) played an important role in the technology journey BPCL travelled so far. While the technology changed from Card Reader based data capturing used in IBM 1460 to Web-based on line transaction capturing system to sensor based information gathering system, the back-bone of all these years have been a strong & reliable Computing Infrastructure.

BPCL currently have two distinct landscapes of computing infrastructure (A) SAP and (B) Non-SAP. Various non-SAP applications currently hosted in BPCL are Intralink applications, e-Commerce applications, Messaging Applications, Static Intranet Site, Network Monitoring applications, Security Applications and Enterprise System Management (ESM) Applications. These applications are primarily hosted on Windows environment with a few exceptions which are hosted on AIX and Linux platforms.

BPCL is one of the early virtualization adapters and using VMware software since 2003 for Development, Testing & Production environment with various flavours of Linux and Windows operating systems..

BPCL would like to leverage the virtualization technology forproviding computing resources on demand in Phase I and leading it to setting up Private Cloud in Phase II.

It is with this background that Expression of Interest (EOI) is being invited.This Document covers the objectives, scope of work and deliverables of the proposed project, and outlines the broad framework within which BPCL invites Solution Providers to submit their EOI.

Submission of EOI

The EOI are to be submitted in a sealed envelope, latest by 29thMarch 2011at the following address:

The sealed envelopes should be marked ‘Expression of Interest ForShort listing of OEM for Supply of Blade Servers, Chassis, SAN Storage, Virtualization Software & System Integration on Turn-key Basis’, which will be delivered to the Office of DGM (IIS Services), Bharat Petroleum Corporation Ltd., Bharat Bhavan II, 2nd Floor, Currimbhoy Road, Ballard Estate, Mumbai – 400 001 as per the due date / time specified in the covering letter to the EOI.

Scope of the Work

The Short listed Vendors would be participating in the tender for following:

Supplying of hardware such as Blade Servers, Chassis, SAN Storage, switches etc. as per RFQ.

Supplying of Software such as VmWare VSphere 4.1, VCenter 4.0, MS Windows Server 2008 R2 Hyper–V Datacentre edition, MS SMSD etc.

Installing and system Integrating above system with our existing LAN / WAN set-up at our Data Centers at CDC ( at Sewree -Mumbai), at MR (at Mahul -Mumbai) and at IDC (at Greater Noida, UP)

Provide 24x7 supports with maximum 6 hrs. Resolution time average uptime of 99.5% computed quarterly during warranty of 3 years followed by AMC of 3 years.

Qualifying Criterion

The bids would be short-listed on following criterion:

Must be an Original Equipment Manufacturer (OEM) having support centres at India.

Must be able to provide the related services as well as 24x7 supports with maximum 6 hrs resolution time on the supplied hardware& average uptime of 99.5% computed quarterly during warranty of hardware support on supplied software for next 6 years to BPCL.

Must have executed at least three similar projects during last 3 years of supplying equipments & system integrating with work order value of each project not less than 8 Crores.

Must have annual turnover of INR 100 crore or more during last 3 years.

Must be a Solvent Company worth Rs. 50 Crore.

EOI Bid Format

Please provide the following information as part of your EOI bid. All information requested herein must be provided with supporting documents. If the information provided is found to be incomplete, the EOI bid is liable to be rejected.

They are Original Equipment Manufacture (OEM) having support Centre in India and

They have sufficient infrastructure in place to provide 24x7 support service with maximum resolution time of 6 hours & average uptime of 99.5% computed quarterly to BPCL on the supplied hardware & support on supplied software during next 6 years, if awarded the job.

1. List of Support Centers in India.
2. List of 3 similar Projects executed during last 3 years with work order value greater than 8 Crores . (Please enclose copy of Work Orders).
3. Annual Turnover during last 3 Years. (Please enclose Balance Sheet of last 3 years).
4. Solvency certificate from your bankerof Rs. 50 Crores.
5. Major Clients List(In India)
