Developed contacts between the University of San Carlos in Guatemala and the Fundação Getúlio Vargas in São Paulo in order to close an agreement on the technical cooperation between the two institutions for the implementation of the Graduate's Program in Public Administration of FGV-SP in Guatemala, 2003-2005.
