1. Introduction

Madeley Town Council recognises the increasing need to support local organisations who are working to improve facilities and services in the community. It is further recognised that significant amounts of funding are often required either to support specific projects or as matched funding to enable larger applications to be made. With this in mind, the parish has made provision for Partnership Funding as a basis for a longer term working association.

2. Who can apply

Local community groups with their own bank account who are located within the Madeley Parish Boundary and operating for the benefit of local people. Proposals from agencies will be considered provided significant community involvement can be shown.

3. Criteria for Eligible Projects

The Partnership fund is set up to fund projects that make a lasting and positive affect on the community.

Grants may be awarded for the full amount or for part of the project.

3.1Projects must result in the creation or improvement of services or facilities for the community.

3.2Project proposals must show that they can be completed within a reasonable timescale, that being circa 12 months.

3.3Projects must be sustainable beyond the support of the fund.

3.4Funding will not normally be granted for projects that MTC considers to be the responsibility of a statutory authority.

3.5Funding must be used for the implementation of the project detailed in the application and for no other purpose

As a guideline here are some examples of the types of projects that would be considered: -

-The upgrading or refurbishment of facilities in a community room or building

-Installation of disabled ramps to community buildings

-Environmental improvements to public open spaces

-The funding of workers with specialist skills who will work with community groups or individuals with particular needs.

-A celebratory event that provides enjoyment and entertainment for local people.

4. Conditions of funding

Successful recipients must be prepared to fulfil the following:

4.1A PR event/photocall which may involve a local Councillor

4.2Coverage in the media and in your organisations newsletter or magazine should one exist

4.3A project status review report within 12 months of receiving the grant with photographs and any media coverage

4.4Throughout the project, regular contact will be maintained either through the clerk or a nominated Councillor

5. Fund Administration and selection of projects

5.1The grant will be paid by cheque made payable to the community group applying for the funding

5.2The grant may be paid in stages or on completion of the project

5.3Initial assessment will be made by the Leisure and Community Committee of which a minimum of 4 members will be present. Final decision will be made by the Finance & General Purposes Committee of which a minimum of 5 members will be present.

5.4Committees meet on a regular basis (every two months) to review applications. Further information may be required at this time.

5.5Applicants will be notified as to whether they have been successful as soon as practically possible after the committee meetings have taken place

-Fundraising (including in-kind support which can be quantified in cash terms) which will indicate your commitment to the project
-Local Authority funding
-Other grants applied for or secured
