MINUTES of the MEETINGof SILKSTONE PARISH COUNCIL held on Monday3 November14 at 6.45pm at Silkstone Sports Pavilion.

PUBLIC QUESTION TIME
A resident advised that part of the hedge on Cone Lane had not been cut by Barnsley MBC. The Clerk was asked to forward the previous e-mails to Highways to Cllr Barnard who will pursue.
A resident advised that the gully at lamppost 11 on Cone Lane is blocked with grass growing from it. The Clerk will advise Barnsley MBC highways.
Cllr Stier advised that a bogus charity collector claiming to be from Marie Curie has been going from door to door in Silkstone Common. The Police and Neighbourhood Pride have been advised and residents are asked to be aware. This information will also be listed on the Parish Council’s face book page.
Cllr Stier advised that Network Rail have now cut back the area adjacent to the steps at the Silkstone Common train station. Cllr Stier and the Parish Council’s handyman will have a permit to work in the area. The Parish Council wish to thank Graham Wells of CARE for his determination and time commitment in meeting with Network Rail representatives to bring this work to fruition.

14-092DECLARATIONS OF INTEREST
RESOLVED that there are no declarations of interest.

14-093 COMMUNITY CENTRE

RESOLVED to bring forward agenda item 5 and suspend standing orders to allow Linda Jackson to address members.

RESOLVED to note the meeting notes from the Community Centre working party meeting on 25 September 14 and the notes from the tender opening meeting on 24 October 14. Members also noted the Project Managers Tender Report with options on the way forward.

RESOLVED that the Parish Council will authorise the Project Manager to investigate the modular building option since the traditional build option is not considered viable with the funds available. Due to the extra- ordinary situation the Parish Council find themselves in; having tendered the scheme in accordance with their financial regulations twice. It was agreed that in order to progress as quickly as possible three modular building quotes would be compared by the Project Manager. He will report to the Community Centre working party at the earliest opportunity and they will consider the quotations and select a contractor if the proposals are favourable.
FURTHER RESOLVED that the Clerk will contact the public works loan board and the planning department of Barnsley MBC to check that they will accept a modular building scheme.

RESOLVED to receive the quotation from a modular build contractor from Linda Jackson. This will be forwarded to the Project Manager for consideration alongside the other modular building quotes once they are received.

RESOLVED that a meeting of the Community Centre working party will be arranged as soon as possible.

RESOLVED to reinstate standing orders. Linda Jackson left the meeting.

14-094MINUTES

RESOLVED to approve the minutes of themeeting of Silkstone Parish Councilon Monday 6 October2014 as a true and accurate record. The Chairman signed the minutes.
RESOLVED to note the minutes of the Twinning Committee meeting on 16 October 14.
RESOLVED to note the minutes of the Policy Committee meeting on 17 October 14. Cllr Leech confirmed that he is looking into the various back up options for the Parish Council’s computer.

PLANNING

14-095 PLANNING APPLICATIONS FROM BARNSLEY METROPOLITAN BOROUGH COUNCIL (BARNSLEY MBC)

RESOLVED to approve the comments on the following planning applications, the Clerk will advise the planning officers of Barnsley MBC.

2014/1172 / Erection of a Single storey rear extension and front porch along with creation of a parking area (listed building consent) at 2 Hilltop Cottages, Beacon Hill, Silkstone Common.
No comment

RESOLVEDthat the Clerk will contact Barnsley MBC planning department regarding an application registered on Planning explorer but not received by the Parish Council for removal of Sycamore trees. The Clerk will circulate the application once received for members’ comments and then send a response to the planning department under delegated powers.

RESOLVEDto note that Cllr Barkworth declared an interest in this item andthat the Clerk will forward the e-mail trail relating to the application to build an agricultural building on land off Ladyroyd, Silkstone Common to Cllr Barnard who will review and request a site visit/ referral to Barnsley MBC’s Planning Regulatory Board.

POLICY

14-096 COUNCILLOR RESIGNATION AND SUBSEQUENT VACANCY
RESOLVED to note that the Clerk has been contacted by 2 residents interested in joining the Parish Council. Both candidates will be invited to attend the next Parish Council meeting on Monday 1 December 14 to address Parish Council following which the successful candidate will be co-opted to the Council.

14-097 REMEMBRANCE DAY

RESOLVED to note that Rev Browell and the Clerk have made all arrangements for Remembrance. The parade will meet at 10.30am at the top of Martin Croft on 9 November 14 for the short walk to the memorial where Rev Browell will lead the service of remembrance.

14-098 PARISH COUNCIL MEETING DATES 2015
RESOLVED to note the dates of the 2015 Parish Council meeting. The dates will be published in the Parish Newsletter, website and notice boards.

    RESOLVED to note that the Clerk will be meeting with Servicemaster on 7 November 14 to review the drying process and agree the way forward to be recommended to the loss adjuster.
