Overview

1Introduction

South African Airways Technical (SOC) Limited (Reg. No. 1999/024058/30)(hereinafter referred to as “SAAT”)is committed to be the maintenance, repair and overhaul facility of choice in the markets that it serves.This is inspired by SAAT’s unqualified belief in service excellence, integrity, accountability, quality, safety, people development and value to our shareholders.

2Procurement Philosophy

It is the SAA policy, when procuring goods or services, to follow a course of optimum value and efficiency by adopting best purchasing practices in supply chain management, ensuring where possible that open and fair competition has prevailed, with due regard being paid to the importance of:

2.1.1The promotion of the Interdivisional Support Policy;
2.1.2The promotion, development and support of businesses from disadvantaged communities (small, medium, micro enterprises, as well as established businesses within those communities) in terms of its BEE Policy;
2.1.3The promotion of national and regional local suppliers and agents before considering overseas suppliers; and
2.1.4The development, promotion and support for the moral values that underpin the above, in terms of SAA’s Business Ethics and Guidelines which requires that all commercial conduct be based on ethical and moral values and sound business practice. This value system governs all commercial behaviour within SAA.

3SAA Black Economic Empowerment Programme Statement of Policy

3.1SAAT supports the South African Government objective of the Broad – Based Black Economic Empowerment (B-BBEE) and it supports the view that all South African Business enterprises should have an equal obligation to redress the imbalances of the past.

3.2South African Airways Technical would therefore prefer to embark on a business relationship with those enterprises that share the same values and that are prepared to contribute to a significant B-BBEE initiatives (including, but not limited to subcontracting and Joint Ventures) as part of their tendered responses.

3.3in accordance with the Preferential Procurement Policy Framework Act (PPPFA), Act 5 of 2000 and its Regulations, Participants are to note that the following preference point systems will be applicable to any bids issued subsequently to this RFI process:

The 80/20 system for requirements with a Rand value of up to R1000000 (applicable taxes included); and

The 90/10 system for requirements with a Rand value above R1000000 (applicable taxes included).

3.4 For all the prospective local suppliers, their B-BBEE status should be verified in accordance with the Codes of Good practice issued in terms of the Broad Based Black Economic Empowerment Act No. 53 of 2003.

3.5 The Department of Trade and Industry (DTI) has revised the Codes of Good Practice on the 11 October 2013 (Government Gazette No. 36928). The Revised Codes will replace the Black Economic Empowerment Codes of Good Practice issued on the 9 February 2007. The revised Codes provide for a one year transitional period which commenced on the 11 October 2013. During the transitional period, companies may elect to be measured in terms of the Revised Codes or the 2007 version of the Codes. After the first year of the implementation of the Revised Codes, B-BBEE compliance will be measured in terms of the Revised Codes without any discretion. Companies which are governed by Sector-specific Codes will be measured in terms of those Sector Codes.

3.6SAAT will still accept B-BBEE certificates issued in terms of the 2007 version of the Codes provided it was issues before the 10 October 2014.

3.7Local Suppliers are required to provide proof of their B-BBEE Status in the form of a valid and original B-BBEE certificate or a certified copy thereof.

5INSTRUCTIONS FOR COMPLETION OF RFI

5.1RFI submissions must be made in duplicate hard copies plus on soft copy on disc or memory stick

(1 bound original and 1 bound copy).

5.2The signatory of the submission must be legally authorized by the participant supplier to do so.

6STATUS OF THIS RFI AND SUBSEQUENT PROCESS

This RFI should not be taken nor understood to be an offer to purchase and the SAAT is under no obligation to accept any proposals submitted under this process and / or any subsequent RFB which may be issued hereafter.

The Participants should take note that this is just a Request for Information; therefore no business will be awarded through this process however SAAT reserves the rights to confine the RFB to the shortlisted participants of the RFI

7DISCLAIMERS

7.1The Participants are hereby notified that SAAT is not committed to any course of action as a result of its issuance of this RFI and its acknowledgment of receipt in response to it. SAAT reserves the right and at its sole and full discretion to:

  1. Utilize any kind of information provided to it in response to this RFI to draft the scope of requirements for inclusion in a subsequent Request for Bid (RFB);
  2. Take no further action whatsoever, if it so decides;
  3. Withdraw from this process and the process and the provisions of this project at any time;
  4. Change the date of adjudication and submission;
  5. Not bind itself to accept any or all of the RFI submissions;
  6. Increase or decrease the quantities and scope of the RFI in any subsequent RFB

7.2SAAT decisions will be final and no correspondence will be entered into.

7.3SAAT will not reimburse any Participant for any monies spent preparing the submissions for the RFI.

8GENERAL PARTICIPANT OBLIGATION

8.1The Participant(s) shall be fully responsible to SAATfor the acts and omissions of persons directly or indirectly employed by them.

8.2The Participant(s) must comply with the requirements stated in this RFI.

9CONFIDENTIALITY AND COMPLIANCE

9.1This RFI and information contained herein, shall remain the property of SAAT and may not be reproduced, sold or otherwise disposed of. All recipients of this document (whether an RFI is submitted or not) shall treat the details contained herein as strictly private and confidential.

9.2the information disclosed in this RFI is given by South African Airways in good faith and only for the purposes of providing sufficient information to the Participants to enable the submission of a well-informed realistic RFI.

10UNDERTAKINGS BY PARTICIPANT

It is assumed that, by virtue of submitting the RFI response, the Participant has read, understood and accepted all the terms and conditions contained herein. The Participant’s submission shall mean fully acceptance of the terms and conditions of the document.

11AUTHORISATION OF SIGNATORY

11.1If the RFI Participant is a company, a certified copy of the resolution of the Board of Directors (signed by the Chairman or Secretary of the Board) authorising the person who signs this RFI to so.

11.2if Participant is a partnership, a certified copy of the resolution of the partners (personally signed by all the partners) authorising the person who signs this RFI to do so.

11.3Any Participant that fail to comply with the above to provisions may lead to rejection of their submission.

12CORRUPTION

If a Participant, or any person employed by the Participant, is found to have either directly or indirectly offered, promised or given to any person in the employ of SAAT, any commission, gratuity, gift or other consideration, SAAT shall have the right and without prejudice to any other legal remedy which it may have in regard to any loss or additional cost or expenses, to disqualify the RFI Participant from further participation in this process and any other subsequent process in this regard. The RFI Participant will be responsible for all and any loss that SAAT may suffer as a result thereof. In addition, SAAT reserves the right to exclude such a Participant from future transactions with South African Airways.

BACKGROUND

SAA Technical (SAAT) is a Maintenance and Repair Organization approved by the South African Civil Aviation Authority, European Aviation Safety Agency and America’s Federal Aviation Administration. The organization provides aircraft maintenance services to several domestic and international operators.

SAA’s aircraft interior product and in-flight entertainment systems on the wide body fleet are aging to a point that it has become challenging and costly to support and maintain these systems; the result of which an in-flight entertainment system that is unreliable.

SAA has operated the A340 fleet for the past 12 years and has now evaluated the upgrade of the aircraft with a new IFE system, business class seating, economy class seating and other sundry items related to the on-board cosmetic improvements where feasible will be included.

The below A340 are earmarked to be retrofitted in phase 1;

SAA‘s objective is to standardise the above mentioned aircraft and the following benefits will be realised:

  • Commonality of products will bring efficiency into the system;
  • Reduce spare parts holding for seating and IFE system, which will reduce cost;
  • Consistent passenger expectation and familiarity of the product for SAA frequent flyers;
  • Common operation of the IFE system and seating by maintenance crew and flight crew. It particularly difficult for the new crew to operate in variety of systems. Aiming towards one system for the wide body aircraft will make it easier for crew and boosting crew morale.
  • Upgrade selected A340 fleet with a new generation IFE system on a staggered approach commencing with four (4) aircraft.
  • To increase customer satisfaction, retention and new customer acquisition with an interior product that meets global standards. Provide superior customer service.
  • Support SAA’s route network
  • To retrofit current specified aircraft to a standard that is in line with competitor’s products w.r.t. IFE and seating.

SUBMISSION SCOPE

The aim of this project is to go out on RFIto obtain an Aviation Engineering company that can assist SAA in attaining a costing for Supplemental Type Certificate (STC) or Service Bulletin (SB)Supplemental Type Certificate (STC) is an approval issued in terms of regulation South African Civil Aviation Regulations (SCAR) 21.05.3, which authorizes the holder thereof to alter a product (aircraft, engine, or propeller) for which such holder may not the Type Certificate (TC) holder, by introducing a major change in the type design which is not great enough to require a new application for a TC.

Objectives of the RFI:

To obtain information from aviation engineering companies that can assist in acquire STC or SB.

The following is required as part of the STC for removing the old IFE and installing the new IFE on the A340 retrofit program:

  1. A Master Data List (MDL)
  2. Instructions to remove the old IFE equipment including detailed drawings
  3. Instructions to install new IFE equipment including detailed drawings
  4. Material requirement
  5. Good estimation of manpower requirement
  6. Provide a supplemental Aircraft Maintenance Manual (AMM)
  7. Provide a supplemental Illustrated Parts Catalogue (IPC)
  8. Provide a supplemental Aircraft Wiring Manual (AWM)
  9. Provide an Instructions for Continued Airworthiness document (task cards) including EWIS
  10. Electrical Load Analysis document
  11. Electrical Magnetic Interference (EMI) compliance statement

  15. The new installation should comply to all current regulations for example a power switch in cockpit
