Vertical Integration and Learning on Low Emission Development (V-LED): a joint project of UN-Habitat and Adelphi Gmbh, in coordination with the International Climate Initiative-Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (IKI-BMUB).

One (1) month spread over 1.5 months: March 4-April 29, 2016

Project Background

Starting last quarter of 2015 until 2018, UN-Habitat in partnership with Adelphi is implementing the project “Vertical integration and learning on low emission development (V-LED)” with support of the International Climate Initiative (IKI)-Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB). The project is geared towards supporting governments (Philippines, Vietnam, Kenya, and South Africa) to foster climate resilient and low-emission development pathways through improved multi-level governance and knowledge management.

Overarching project goal:

National and subnational government representatives’ climate action planning and coordinating capacities are strengthened, as are subnational government representatives’ implementing capacities, in order to guide and implement climate resilient low-carbon climate policy at subnational level more effectively, contributing to the achievement of national climate-resilient low-carbon climate policy targets and priorities.

In the Philippines, local governments are complying with their mandates to formulate their comprehensive development plans and mainstream local climate change actions into such mandated plans. While the guides are strong on adaptation, there is still a need to foster low-emission development at the local levels and strengthen the vertical coordination between local and national actions on mitigation.

Considering that much is happening both at the national and local levels, and the emerging trend in planning has begun to shift towards climate resilience, there is a need to assess the capacities of duty bearers both at national and local levels in coordinating and addressing low emission development and resilience planning and actions. Specifically, mainstreaming LED and mitigation into the Local Climate Change Action Plan (LCCAP) may now require development/optimization of the enabling environment and capacities both on individual and organizational level to improve realization of the country’s climate change goals and planned global contribution.

A capacity assessment is needed in order to provide insights and recommendations on on how the V-LED project can better structure and plan activities on strengthening capacities of national and local government on LED and resilience planning and coordination.

Purpose of the Consultancy Work

·  To establish a baseline for capacity development by identifying gaps and challenges of national, sub-national agencies, and LGUs on planning and coordinating climate change actions across governance levels.

·  To recommend enhancements of the current capacity assessment for local governments (SCALOG) by overlaying CCA/DRRM capacity/competency assessments leading to a Capacity Development agenda for LGUs. SCALOG has been institutionalized by the Local Government Academy (LGA) to local government units (LGUs) in planning and plan formulation. The TOR will likewise support LGA in overlaying capacity/competency assessment on climate change adaptation (CCA) / disaster risk reduction management (DRRM) planning into the SCALOG.

Scope of Work

·  Conduct desk reviews of documentations, reports on processes on GHG inventories and related activities on CC mitigation, e.g. USAID for B-LEADERS, CEnergy, ICLEI and DENR/EMB-CCO for GHG Inventory, INDC sectoral methodologies, the SCALOG process of LGA , etc. and capture lessons learned, that could input to capacity/competency assessments on resiliency planning and coordination.

·  In coordination with the V-LED Project Coordinator, and concurrence with the UN-Habitat Programme Manager and/or Climate Change in Cities Initiative (CCCI) Asia Pacific Regional Coordinator, initiate focus group discussions (FGDs) and key informant interviews (KIIs) with target groups identified under “coverage” of this TOR. Schedule of FGDs and KIIs to be coordinated with the UN-H team.

·  Guided by the Capacity Assessment Tool of UN-Habitat, the LGU Capacity Assessment and Capacity Development Agenda Formulation Toolkit of LGA and other relevant guides, design a diagnostic process that will capture aspects of capacities that may promote mainstreaming of climate change in general and low emission development in particular into local planning or capacity challenges that constrain the integration of mitigation actions into the national urban policy, and local planning and implementation.–

·  Develop the capacity assessment report and present and submit drafts and final report to UN-Habitat

·  Attend briefing session/s and meetings at UN-Habitat, when necessary.

Coverage of Engagement, Professional Fees and Payment Tranches

The Capacity Development Specialist shall be engaged for two months within the period March 1 April –April 29, 2016 and will be paid following the tranches below:

Application Requirement: Proposal on how to carry out the capacity assessment

Together with the application, submit a two-page concept note including the proposed methodology in conducting the assessment capturing the following capacity areas:

1.  Structure/Organization Set-up for Climate Change and Resilience

2.  Knowledge and Skills on Climate Change and Resilience

3.  Coordination and Partnership capacities for CC and Resilience

The concept note should also present the proposed institutional coverage for the assessment.

Qualifications of Consultant

·  A Masters Degree in the field of development management, governance/political science, or other related field

·  At least eightfive (85) years of working experience of similar assignment on capacity assessment in capacity development and related researches and studies with international development partners, national government and local government authorities

·  Demonstrated experience/knowledge of the Philippine local governance system, engaging with local government authorities, local climate change action planning

·  Demonstrated experience and knowledge on low emission/low carbon development, GHG inventories and profiling GHG inventories for planning

·  With demonstrated knowledge and experience in mainstreaming climate change and DRRM into local planning with any of the attached list of LGUs and/or national government agencies

·  knowledge on capacity assessment tools and processes as promoted by the United Nations and other related sources

·  Excellent communication skills – both verbal and written
