How Are Toll-Free Numbers Assigned?

Toll-free numbers are assigned on a first-come, first-served basis by entities referred to as “Responsible Organizations” or “RespOrgs,” or other toll-free service providers. These entities, which may or may not be telephone companies, have access to the SMS/800 database, which contains information regarding the status of all toll-free numbers. RespOrgs are certified by the SMS/800 database administrator, which manages toll-free service. Contact a RespOrg or other toll-free service provider if you want to obtain a toll-free number. These entities can access the database and reserve a number for subscribers. There are several hundred RespOrgs and toll-free service providers in the United States. What Is A “Vanity” Number and How Can I Get One?

A “vanity” number is a toll-free telephone number that also spells a person’s or company’s name or spells a word or acronym that is chosen by the subscriber, such as 1-800-FLOWERS or 1-888-NEW-CARS. To find out whether a specific toll-free number is

available, contact any RespOrg or toll-free service provider.

What is the process to RespOrg a number to Oracle.

The customer will receive a RespOrg form as shown below. The time frame for the process is normally 10 business days. This may be sooner or later depending on any issue on the forms. The main reasons the RespOrg forms are rejected are due to incorrect company name, company address , authorized customer contact or outstanding invoice.

After Oracle has received the RespOrg form back from the customer the form is then sent to the losing RespOrg. The losing Resporg will remove determine that the information is correct and release the number to our RespOrg ID which is ART21. After the number has been released Oracle will setup routing over our carriers that the traffic will be routed over. Oracle will coordinate with the customer to cutover their traffic and a go live date on the CCOD environment. If the Resporg is rejected Oracle will inform the customer of the reason for the rejection. Oracle will resubmit the form to the losing Resporg, at that time the 10 day clock starts over.
