Instructions
General
1. Applications must be in English and follow the template and related instructions.
2. Applications must be sent by email in both word and pdf format with the title “Request for expression of interest – WFP operations Evaluations” no later than 29 March 2013, 18:00 GMT to .
Section 1 – Contact details:
- Use the table provided.
- In case of application from associations or grouping of candidates, provide this information for each member.
Section 2 – Description of the candidate(s):
- Maximum 2 pages. In case of application from associations or grouping of candidates, provide a description of each member.
- Provide information such as year of creation; location of headquarters and number and location of subsidiary offices; main fields of work; regions or countries of focus (if relevant); main clients.
- Provide any other relevant information for the application.
Section 3 – Capacity to manage, conduct and quality assure evaluations
- Maximum 2 pages.
- Describe the candidates’ structure and mechanisms in place to 1) manage evaluations (e.g. selection and contracting of evaluators, backstopping, research, communication with client, etc.); 2) conduct evaluations (e.g. describe connections with, and ability to draw upon regional or local networks of providers of evaluation services in field relevant to WFP); and 3) quality assure evaluation processes and products.
- Use the table provided for staffing information.
- In case of application from associations, describe the division of roles and responsibilities between members.
Section 4 – Lots of interest.
- Use the table provided to clearly indicate the lots for which interest is expressed.
- Refer to annex 1 of the EOI for a comprehensive list of countries per lot.
- There is no restriction on the number of lots for which candidates can express interest.
Section 5 – Rationale.
- Maximum two pages.
- Detail why you are interested in provided evaluation services for WFP operations evaluations and why for these lots.
- In case of application from associations or grouping of candidates, provide the rationale for joint application.
Section 6 – Past relevant services.
- Use the table provided.
- Provide a maximum of 4 relevant examples per Lot of interest, indicating the lot number to which they correspond.
- Under “short-description” provide a description of the services provided, role and number of persons involved from your company as well as links to evaluation reports, where applicable.
