Job Title: Senior Analyst, Research & Monitoring Unit

Reference: SUS1400

Salary: Grade G: £23,864 - £27,109 per annum

(depending on relevant skills and experience)

Hours: 37.5 hours per week

Contract: Permanent

Base: Sustrans offices in Newcastle or Bristol

Job Purpose:

To contribute to the Research & Monitoring Unit’s continued support of Sustrans objectives, by ensuring the timely provision of robust and accurate evidence about the economic impacts of Sustrans’ work.

Place in Organisation Structure:

The postholder will report to the Assistant Director within the Research & Monitoring Unit, and oversee the work of a small team.

Key Responsibilities:

1.  To develop and maintain the unit’s analytical expertise in a number of thematic areas, particularly centred around the economic impacts of Sustrans’ work

2.  To conduct economic appraisal of Sustrans projects wherever appropriate

3.  To design and deliver research projects – from conception through to reporting

4.  To supervise and line manage a small team of researchers / analysts.

Detailed Duties:

1.  To build on the development of economic appraisal tools for Sustrans projects, and remain abreast of developments in economic appraisal techniques.

2.  To support other teams within the unit by leading on or overseeing the analysis of quantitative and qualitative data, and conducting the economic appraisal of projects

3.  To advance the development of analytical and evaluation capability within the Unit

4.  To work with unit colleagues and wider Sustrans colleagues to define and develop an ongoing programme of primary and secondary research.

5.  To be the lead analyst on a number of research projects designed to deliver rigorous, accurate and timely public-facing reports.

6.  To conduct, oversee or commission the elements needed to deliver research projects (e.g. data collection, statistical analysis, reporting etc.).

7.  To manage a programme of work, ensuring that projects are delivered on time and within budget.

8.  To respond to ad hoc requests from other teams for small pieces of research or analysis.

9.  To play an active role in the senior management group within the unit, supporting planning, project finance, internal liaison and external communication.

10.  To line manage one or more Analysts / Project Officers and / or Project Assistants within the Unit, supervising their workload and having oversight of the capacity of the team.

11.  To liaise with external partners and manage external contracts as and when needed.

12.  To undertake duties appropriate to the grade and the post and capabilities of the post holder as may on occasions be directed by the management group or line manager.

13.  To support and comply with the organisation's Policy for the management of Health and Safety.

Working Conditions:

The Research & Monitoring Unit is split between offices in Newcastle and Bristol. The post holder could be based in either location, but should expect to visit the other office on a fairly regular basis. Occasional overnight stays away from home may be necessary.

Senior Analyst, Research & Monitoring Unit (SUS1400)

Personal specification:

Criteria / Essential
Qualifications, education and training / Either to degree level in a relevant subject or previous experience in a related field
Training and/or qualification (formally or through extensive experience) in statistical analysis and associated programmes (e.g. Excel, SPSS, R, Minitab, etc)
Experience / A track record of project management and delivery to deadline and within budget
Extensive experience or qualification in applied research methods
Experience in economic assessment of sustainable transport schemes
Experience of overseeing a research project team
Skills and abilities / Strong analytical skills in quantitative and qualitative data collation and analysis
Excellent communications skills (general, written, verbal)
Excellent numerical skills
Ability to produce accurate reports (with regards to language, numerical and referred/cited content/evidence)
Ability to motivate others
Ability to work under pressure and with limited supervision (self-starter)
Ability to plan and prioritise own workload
Ability to re-assess business as usual activities to ensure they are still fit for purpose
Knowledge / Understanding of different survey and interview delivery methods
Understanding of and interest in data capture mechanisms for different modes of transport
Excellent working knowledge of MS Office

Criteria / Desirable
Experience / A track record of successful working with local authority partners, especially in transport planning and traffic monitoring, and/or workplace experience of managing client relationships
A track record of securing funding for new initiatives
Experience of working in local transport monitoring
Line management experience
Familiarity with the WHO HEAT tool and DfT transport appraisal guidance (webTAG)
Knowledge / An understanding of local transport planning
An understanding of non-motorised traffic monitoring tools and methods
Knowledge of transport and health appraisal frameworks and guidance
An interest in and excellent understanding of contemporary transport issues
Other / An interest in cycling and walking
