The Meat Board of Namibiarequires the services of an individual consultant or consulting firm (hereinafter referred to as the “Consultant”) to provide the following services:

Summary of Services

To provide an in-depth market analysis study and report identifying viable commodities and possible marketing opportunities for meat and meat products from Caprivi.

This document sets out the application procedure and the Terms of Reference for the above assignment.

Application Procedure and Selection

Before applying, interested Consultants shall review the Terms of Reference, which provides a detailed description of the assignment and the qualifications and experience required of the Consultant.

Interested Consultants shall send their responses, which shall include an Expression of Interest (EOI) to be considered for the assignment including the date of availability, up-to-date CV demonstrating that the Consultant fulfils the minimum requirements described in the TOR, contact details (i.e., address, telephone and fax numbers, e-mail address, website, etc.), at least three references that can comment on the Consultant’s related work experience, and any other relevant information.

The selection shall be carried out in accordance with the procedures for Selection based on the Consultants’ Qualifications method set forth in Annex VI, Section 1.B. 3.7 of the MCA Namibia Procurement Rules (see the Procurement page on website for the Procurement Rules). The selected Consultant will be requested to submit separate technical and financial proposals for the assignment, which, together with the Consultant’s EOI will be used for the negotiation of a fixed-price contract between the Consultant and [name of your institution].

APPENDIX A – TERMS OF REFERENCE

Terms of Reference

In-depth market analysis identifying viable commodities and possible marketing opportunities for meat and meat products from Caprivi

Background

The cattle export-abattoir in Katima Mulilo (Caprivi) is managed by MeatCo and represents an important option for cattle marketing to livestock owners in the Caprivi. In general, the abattoir’s profitability is challenged by fluctuating supply and overall poor quality of cattle.

The Caprivi Region experiences increasing incidents of FMD outbreaks. As consequence, currently market access to profitable markets is limited. The MCA-N funded project ‘Development of export opportunities for beef from the Caprivi’ develops and implements a system, which aims at assuring the production of safe deboned-beef from this FMD endemic area. As part of the study, an analysis of viable markets and the identification of suitable products are important. During the first phase of the project, a broad market analysis had been conducted and 2 potential products were identified. This study is to build on the previous analysis and to provide for a financial feasibility assessment of specific products.

Expected outcome

  1. Further market analysis for deboned beef and/ or processed products from the Caprivi
  2. Identification of viable markets for these products
  3. Identification of suitable products (meat and/ or processed products)
  4. Recommendations on options identified under 2 and 3.

Skills required

To achieve the above the Project team would benefit from the inputs of a consultant/ team of consultants with the following skills and experience:

-Background in agricultural economics

-Understanding of livestock and meat production and marketing in Southern Africa

-Knowledge in meat processing

-Experience in market and financial feasibility analysis

Deliverables:

-Draft report and presentation to key stakeholders (about 12 people) by 04October2013

-Final report on 18 October 2013

  • 24 man-days are allocated to this project which is expected to be completed byend October 2013, including presentation of draft report and the final report.
