MINUTES OF A MEETING OF THE PLANNING COMMITTEE HELD ON MONDAY, 17TH MARCH, 2014 AT 7.30 PM IN THE PARISH OFFICE

1.  Peking Rendezvous site, High Street

Jake Collinge, Michael North, Adam Wright and Ian Slater attended the meeting to discuss proposals for development of the Peking Rendezvous site. Plots 1 & 2 would be fronting the High Street and would be 2 bed. Plots 3 & 4 – 3 bed. Plots 5 & 6 - 4 bed.

Ian Slater had been in discussion with Claire Pudney, AVDC regarding design and materials and would be discussing the scheme in detail during the design process. The two properties fronting High Street would be graded in height between the two properties either side.

It was asked if any discussions had taken place with representatives of the Methodist Chapel as there is concern regarding the side wall which is not stable. There is also informal access to the Museum. The developers would make contact with both. There is also a gate in the back wall onto Stockwell which would be investigated. It was asked if trees could be planted in the scheme.

Once detailed plans are available Jake Collinge would make contact again.

2.  Red Lion, Church End – There is an Appeal in progress on the application for demolition of the pub and replacement plus 2 properties to the rear. There is to be a site visit in April as there is concern regarding car parking and elevation of new building to the front.

(d)  14/00270/ACL – 2 Long Wall – application for a Lawful Development Certificate for the erection of single storey side extension with two rooflights.

No objection.

(e)  14/00307 – 13 Gibson Lane – erection of rear conservatory.

No objection.

(f)  14/00478 – 53 Churchway – part demolition and extension of garage.

No objection.

(g)  14/00523 – 13 Stockwell Furlong – demolition of existing garage and erection of front porch, single storey side and rear extension including loft conversion into living accommodation with one rear dormer window and one side dormer window and rooflights.

No objection.

(h)  14/00566 – St. Mary’s Church, Church End – fell 2 hawthorns.

No objection.

(i)  14/00537 – 5 White Cross Road – single storey rear extension to existing sunroom link into kitchen space with conservatory roof.

No objection.

(j)  13/03205 – Land to side and rear of Fern Lane – Amended plans clarifying boundaries for erection of 4 detached dwellings with garages, parking and associated access. Conversion of outbuilding into garage for 2 Fern Lane. Conversion of attached outbuilding to a dwelling house.

(k)  14/00040 – Minor amended plans for 25 High Street – demolition of existing rear timber clad kitchen and first floor corridor. Replacement infill with new kitchen and first floor corridor and cladding to rear two storey flat extension. Refurbishment of existing dwelling including internal alterations.

4.  Applications Approved

(a)  13/03431 – 107 Sheerstock – single storey front/side extension with 2 rooflights.

(b)  13/03537 – 15 Rudds Lane – two storey side extension and single storey rear extension with dormer window to front and rear and one rooflight on existing roof.

(c)  13/01671 – Land at Pegasus Way – application for outline planning permission (with access to be considered and all other matters reserved) for residential redevelopment of up to 36 new residential dwellings, new vehicular access, open space and ancillary development.

(d)  14/00048 – Little Cottage, 4 Dragon Tail – fell 1 ash tree.

(e)  14/00076 – 1 The Paddocks – raise crown of 1 whitebeam tree to 3m and crown thin by 15-20%. Crown raise to 3m 1 lime tree. Crown raise to 3m 1 Lime tree (private tree).

(f)  14/00095 – Bradmoor Farm, Stanbridge Road – determination as to whether prior approval is required in respect of transport and highway impact, noise, contamination risk and flooding for proposed change of use of agricultural building to A1 (Shop) and A3 (Café) use from 1st July 2014.

(g)  14/00244 – 1 Rudds Lane – repollard to previous pollard point at around 1.8 metres 1 willow tree to prevent limbs breaking out from decaying main trunk.

5.  Application Refused

(a)  13/03398 – Land adjoining 21 Gibson Lane – 1 new detached dwelling with associated parking and access.

6.  Neighbourhood Plan

AVDC Neighbourhood Development Plans Guidance Note received following the withdrawal of the Vale of Aylesbury Plan after the Inspectors Report of 7th January 2104. A meeting had been held with Planning Aid, England asking for guidance and AVDC had been asked what the implications are now regarding development site allocation. Housing site allocations cannot now be determined. Meetings are currently being held with developers, AVDC and Planning Consultants. Broader issues of the Plan can still be addressed but only principles can be put down for building development.

7.  It was asked when a planning application had to be submitted for works to trees. This has to be undertaken if a tree has a TPO (Tree Preservation Order) or is in the Conservation Area.
