The Windsor Locks Housing Authority met in Regular Meeting Monday, November 4, 2013 at 120/124Southwest Avenue, Windsor Locks, CT, 06096 at 6:30 P.M., the date, time and place duly established for the holding of such meeting. The meeting was called to order at 6:44 P.M.by William Hamilton, Chairman.

MINUTES

Carl Philbrick, Commissioner, made a motion to approve the minutes of the Monday, October 7, 2013 Meeting, seconded by Joyce Welch, Tenant Commissioner; to approve the minutes as mailed, said minutes were approved. John Ferrari, Vice-Chairman,Commissioner abstained.

PUBLIC INPUT

  • Pat Zeruk, 13 Grove St. Apt. B204, Windsor Locks, CT 06096 reported on extra young people living in an apartment, leaving bikes in walking areas. Ms. Mantie, Executive Director stated she is working on the matter.
  • Brian Spencer, 124 Southwest Ave. Apt. S25, Windsor Locks, CT 06096 stated there is a problem with the grass at the back door for the wheels of his wheelchair. Maintenance will have a look at it.
  • Carole Bennett, 13 Grove St. Apt. B201, Windsor Locks, CT 06096 asked about sending out a letter to all residents of 11, 12, 13 Grove St. for violations of parking. Item is on tonight’s agenda.
  • Charlene Ferrari, 124 Southwest Ave. Apt. N02, Windsor Locks, CT 06096 asked about having door openers installed. Jaimie Mantie, Executive Director explained it has to be budgeted and planned for future projects because of the expense.
  • Kristen Anorga, 124 Southwest Ave. Apt. S25, Windsor Locks, CT 06096 asked if funds in the near future could be used for automatic door openers.
  • Att. Elliot Lane spoke about complaints. For general items come to the office or to the directors attention. Written reports or complaints, the director will investigate and notify the attorney if and when necessary. Housing Laws state complaints must be put in writing and it’s confidential. Jaimie Mantie, Executive Director stated sometimes the issue may have already been addressed, or it’s a second violation.
  • Carole Bennett, 13 Grove St. Apt. B201, Windsor Locks, CT 06096 stated she will put her parking complaint in writing.
  • Jennise Matyskiela, Tenant Commissioner stated it needs to be in writing or otherwise it is a “he said, she said situation”.
  • Carole Bennett, 13 Grove St. Apt. B201, Windsor Locks, CT 06096 stated there are plenty of signs for parking, but people do not care if they are parking in a residents/tenants spot.
  • Jaimie Mantie, Executive Director stated tenants must be held responsible for the actions of their visitor’s ex. parking in wrong spots. Police will not get involved.

UNFINISHED BUSINESS

  • William Hamilton, Chairmanstated the Open Board Commissioner Position is a democrat position. Jaimie Mantie, Executive Director stated she has sent a letter stating there is a vacancy to Neal Cunningham.

NEW BUSINESS

  • Discussion on Tenant Commissioner Board Members. N/A.
  • Discussion on Board Meeting Policy.Jaimie Mantie, Executive Director commented everyone should be respectful to each other. She stated the board can answer questions, but the residents do not have to wait till the monthly meetings to deal with anything that is bothering or concerning them. She recommended they bring it to the attention of the office staff.
  • Discussion on HA Complaint Policy. Jaimie Mantie, Executive Director stated there are complaint forms available. She needs to have complaints in writing so she can investigate and tell the difference between fact and fiction.
  • Charlene Ferrari, 124 Southwest Ave. Apt. N02, Windsor Locks, CT 06096 stated most of the concerns of the elderly are getting in and out of the bathtub and financial. Bickering between people is normal, everyone considers themselves a part of the family here and they try to take care of each other.
  • Jaimie Mantie, Executive Director stated she can help anyone needing information or referrals for assistance, grants are available for residents. She stated there are 265 HA’s in CT.
  • Adopt HA Bullying Policy. Tabled for further review.
  • Update Parking Policy. Jaimie Mantie, Executive Director stated she will notify all residents, explaining they are responsible for the actions/parking of their guests. All vehicles must park in designated assigned parking spaces on the asphalt. No parking will be allowed on grass, sidewalks, etc. There will be a $25 fine to the resident for parking violations.
  • Annual Audit. Ms. Mantie stated Part 1 starts December 19, 2013.
  • Attorney Elliot Lane recommended that every resident ask their guests where they parked, if necessary move their vehicles, and explain the resident will be fined $25 for violating the parking policy. The residents are responsible for the actions of their quests.
  • William Hamilton, Chairman asked to go to Executive Session for the discussion of Legal Matters at 7:15 P.M., Jaimie Mantie, Executive Director, and Elliot Lane, Attorney were asked to attend. Executive Session ended at 8:10 P.M.

ADJOURNMENT

There being no further business to come before the meeting, upon a motion by Joyce Welch, Tenant Commissioner;and seconded byJohn Ferrari, Vice-Chairman; the meeting was adjourned at 8:10P.M.
