RE: Devil Pups Youth Program for America; Pursuit of Youth Organization (YO) Designation

We would like to ask for your support in helping the Devil Pups Youth Program for America apply for and receive the designation of ‘Youth Organization’ (YO) under Public Law 109-163, Section 1058, which must be so designated by the President.

For 62 years, Devil Pups, an IRS 501(c)(3) Organization, has held its 10-DaySummer Youth Good Citizenship Program at Marine Corps Base Camp Pendleton. The training program, for boys and girls ages 14 to17, is designed to challenge them to become self-confident and develop the qualities of leadership. Devil Pups teaches self-discipline, motivation, respect, patriotism and many other important values that youth need today to make good choices. Through competition and teamwork, this organization produces positive results, leaving each “Pup” with a sense of pride which can only be earned through genuine achievement.

Recently, the Department of Defense has limited the use of military bases by civilian organizations. Some exceptions are authorized for youth organizations, such as the Young Marines, Boy Scouts, Girl Scouts and the YMCA, among others. Without using a military base (Marine Corps Base, Camp Pendleton) or without Marines to train the Devil Pups, this program would come to an end and we can’t let that happen. Their motto is "Growth Through Challenge" - this is our challenge now and you can make a difference.

As Devil Pups is a Non-Federal Entity, they need to meet the following criteria to be recognized as a YO:

  1. Serve individuals under the age of 21
  2. Provide training in citizenship, leadership, physical fitness, service to community and teamwork
  3. Promote the development of character and ethical and moral values
