In the ECOP management system, some agencies are internal agencies, some are consulting service agencies recruited for the project, and some are external agencies. 1 General
1.1 Project Background
Annual growth of urbanization is merely 0.33% in Gansu province during last five years, which is lower than the national average of 0.54%. The level of urbanization has severely constrained socio-economic development in the province. Due to inconvenience in transportation and lacking of tunnels for marketing of agricultural products, as well as out-of-date road facilities, these all together have restricted development of rural economic development of the region. As such, road construction projects are essential to boost economic development in rural area, which can further accelerate modernization of agricultural sectors and industrialization of urban area and rural areas of Gansu. Therefore, Gansu province had applied the World Bank loan to deliver the ‘Integrated Rural Economic Development in Pilot Towns (IREDPT)’, in order to support road construction in the rural area.
The projects that are related to road construction is comprised of: road as long as 27km connects Dongwan Town and Industrial Park for Vegetable Processing. 3.764km in Changlin Road of Hongshui Town and Yongan Road, 19km new constructed gravel road in Zaojiao Town and another 30.1km renovated gravel, 4.143km in Wenfeng Town, 1.379km access road to the constructing processing factory of Chinese herbal medicine in Meichuan Town and 1.259km of renovated access road in the herbal market. 4.378km road in Donzhi Town. 2.316km renovated section in Dangzhai Town. 1.849km of newly built Kangle Road in Hongwansi, West Yuhong and East Yuhong Road. 15.8km access road to Pilot Site for Selected Organic Apple Farm in Shizi Town. 3.123km of south Suzhou road in Qili Town, Yueying road and west Danghe road. Linkage road as long as 2.6km between Huahai Town and Industrial Park. All of the above mentioned construction works will be implemented in accordance with ECOP for Road and Transportation Category.
This ECOP include such contents as briefing description of the component under IREDPT project, institutional arrangement for executing ECOP, plans for implementing environmental mitigation measures, plans for environmental supervision, reporting procedures and documentation.

1.2.2 WB Safeguard Policies
This ECOP is prepared to satisfy the WB safeguard requirements under OP4.01 (EA) which requires, that for Category B project, to develop an environmental management plan before and during construction, implement and supervise the environmental management plan and the mitigation measures during construction.
1.3 Main Activities under the Road Construction Component
The main activities involved in the road construction component are summarized in Table 1-1. Geographic location of the Project activities are also shown in Figure 1 &2 attached in this ECOP.

One bridge will (16m in length) will be equipped and one site for overflow pavement (20m in length). 31 tunnels will be constructed.
2 / Hongshui Town in Jingtai County / The Changlin road will be 1934.449m in length and 26m in width. It is classified Level III of urban trunk road with 4 lanes on both sides. The Taian road will be 1828.467m in length and 20m in width. Classified Level II of urban trunk road with 2 lanes on both sides
3 / Tianshui Municipality / Zaojian Town in Qingchuan District / 30.1km。Newly constructed gravel roads will be 19.156km in length and renovation of existing gravel roads will be 30.1 in length

7 / Zhang Ye Municipality / Dangzai Town in Ganzhou District / Construction and renovation of Xiyi Road as long as 762.132m, Dong Er Road as long as 595.670m, Heng Yi Road as long as 479.493m and Heng Er Road as long as 479.337m
8 / Hongwansi Town in Sunan County / New Construction of Kangle Road as long as 0.675km, West Yuhong Road as long as 0.432km and East Yuhong Road as long as 0.742km
9 / Pingliang Municipality / Shizi Town in Lingtai County / Construction of gravel roads that connects three villages of Caomai, Changpo and Yaojiagou and organic apple farm that covers 1000mu of these three villages. The roads will be 15.8km in length and 4.5m in width. 5300 boarder trees will be planted along roadside.
10 / Jiuquan
Municipality / Qili Town in Dunhuang City / South Suzhou road will be 1526.667 in length, Yueying Road will be 871.395 in length, West Danghe road will be 725.339 in length and they are all 18m in width with two lanes paved on both sides.
11 / Huahai Town in Yumen City / Construction of access roads that connects with industrial parks with total length of 2.6km, 20m in width and 5 tunnels.
1.4 Objective of the ECOP
The Objective of preparing this ECOP is to develop a set of detailed, technically feasible and practicable, financially viable environmental countermeasures to mitigate potential adverse impacts; to make institutional arrangement among constructors, supervisors, operators, environmental administrators to implement the mitigation measures during project construction and operation phases to eliminate or reduce the adverse environmental impact to the acceptable level.
⑴ Define obligations of constructors and operators in managing environment
The EPB of each project counties/districts, Gansu Design and Research Institute of Environmental Science (GDRIES) , as well as relevant design institute should check and verify environmental protection targets in details, to put forward practical environmental prevention and mitigation measures in the light with environmental features in the project region and construction site, and are to ensure that the prevention and mitigation measures be incorporated into the project engineering designs and contracted responsibility of constructors and operators.
⑵Served as the operational directory for environmental management
The procedures and rules proposed in this ECOP are to ensure the effective implementation of prevention and mitigation measures during construction and operation. This ECOP will be provided to construction supervisors, environmental supervisors and other units concerned whose responsibilities are defined and ways of communication between them are also proposed.
1.5 Applicability
In viewing of the type of project activities, locations, sensitivities, scales and potential environmental impact, this project is categorized as “Category B” according to screening and categorization required by the World Bank safeguard policy on environmental assessment (OP 4.01). There is a need to establish environmental management mechanism, prevention and mitigation measures to minimize negative environmental impacts during construction and operation phases.
The ECOP will be applicable to eleven selected towns and their road construction sub-components. This ECOP is prepared on the basis of individual EIA carried out for the 11 project towns involving civil work on irrigation and drainage facilities to provide guidance to the key parties (including the contractor, environmental supervisor, the project owner, etc.) to take effective actions to mitigate the potential adverse environmental impact.

2 ECOP Management System
2.1 Project Implementation Institution
To ensure the smooth, safe progress of road construction sub-component under IREDPT Project, the project management is to be strengthened through unified coordination and graded management. Provincial Project Management Office (PPMO) has been established under Gansu Reform and Development Commission (GRDC), who is responsible for day-to-day project overall management. The County/District PMOs covering where project towns were also established with similar structure of that of PPMO. The PPMO will coordinate and manage issues related between the project regions and towns and establish a liaison and report mechanism among various government levels.
