Job Title: Director of Human Resources

Reports to:Superintendent

Terms and Conditions: 260 days per year with regionally competitive salary and benefits

Qualifications:

  • Completed requirements for a Master’s Degree from a regionally accredited college or university.
  • Hold or be eligible for an Illinois professional educator license with an Administrative endorsement.
  • 3-5 years of successful classroom teaching experience.
  • 3-5 years of building or district administrative experience.
  • Collective bargaining and contract administration experience.

Certification, Licensure, Training: Applicants must complete all requirements of this job as stated with the regulations of the Illinois State Board of Education ( and polices of the Oak Park & River Forest School District 200 Board of Education.

Position Summary: The employee in this position must provide innovative leadership in the areas of collective bargaining, employee benefits, personnel records management, recruitment, retention, performance evaluation, termination and retirement planning. The Oak Park & River Forest High School District 200 (OPRF) seeks a candidate with strong human resource and personnel skills, knowledge and experience. Essential Duties: (Other duties may be assigned.)

  1. Assists with the development of school policies and administrative regulations. Administers personnel policies of the Board. Attends meetings of the Board. Prepares such recommendations and reports for the Board as the Superintendent may request.
  2. Responsible for the development, implementation and evaluation of the OPRF practices in recruitment, employment, probation, termination and retirement planning for all employees and employee groups. Keeps informed of current trends and best practices in human resources including; staffing, recruiting, employment, salary and benefits.
  3. Promotes and markets career opportunities at OPRF for internal and external candidates.
  4. Responsible for coordination with legal counsel to effectively, efficiently and thoroughly address personnel litigation, EEOC complaints, grievances and other personnel issues.
  5. Monitors certification, licensure and training requirements for all staff.
  6. Monitors employee staffing, position controls and budgets while providing timely reports to the Board as requested.
  7. Monitors employee relations and provides leadership in collective bargaining with employee groups including Building & Grounds (B&G), Classified Personnel Association (CPA), Faculty Senate (FS) and the Safety & Support Team (SST). Develops processes and mechanisms to improve and maintain positive employee and union relations with the Board.
  8. Administers employee salary and employment benefits, including retirement packages, while insuring consistency, equity and timely delivery of same within collective bargaining agreements, employee contracts and handbooks. Develops implements and maintains the Employee Assistance Plan (EAP).
  9. Maintains employment records including, but not limited to,attendance, medical, leave of absence and licensure in compliance with ISBE and Regional Office of Education (Service Area) regulations.
  10. Monitors, maintains and delivers employee benefits per Board policy. Prepares and publishes the annual employee benefits booklet. Maintains the faculty and staff handbooks and insures timely posting of same.
  11. Co-leader of the OPRF Insurance Committee along with the Chief Financial Officer. Ensures compliance with the Health Insurance Portability and Accountability Act (HIPAA).
  12. Responsible for the development, coordination and submission of the official school calendar (external) for Board and ISBE approval.
  13. Coordinates employee recognition events; e.g., the Holiday Tea, End of Year Recognition, etc.
  14. Develops and submits mandated reports for State and Federal agencies as needed. Develops and presents reports to the Superintendent and Board in relation to certified and non-certified employees as prescribed including the full time equivalency report, faculty and staff profile report, probationary faculty list, seniority lists, etc. in a timely manner.
  15. Manages the staff assigned to the HR office in order to efficiently, effectively, and timely address the professional and personal needs of the District’s staff.
  16. Insures the availability of qualified substitute teachers and staff as needed.
  17. Performs other duties as may be assigned by the Superintendent.

Supervisory Responsibilities: This job has supervisory responsibilities for the performance of assigned educational support staff as well as any assigned teachers, student teachers, substitute teachers, interns, and volunteers working in the school as well as for the general welfare and safety of all students while in the building/classrooms, on school grounds, during before and after-school activities.
