MAN MANAGED TO DECLARE HIMSELF DEAD SEVEN YEARS AGO TO PREVENT LEGAL PROCEEDINGS AGAINST HIM APPREHENDED

Staff of PS Mangol Puri apprehended a person namely Joginder Singh (60 years) s/o Tara Singh r/o 99/1, Colony Shimla Puri, Gali No. 13, Basant Nagar, Ludhiana, Punjab who had managed himself to get declared dead in the year 2003 in order to escape himself from legal proceedings to be initiated by his wife Sukhvinder Kaur.

INCIDENT / BRIEF FACTS :

On 10.08.10, SI Ajay Karan, I/C PP SGM Hospital along with ASIRamesh, HCPramod, 104/OD and Ct. Shivaji, 1692/OD was conducting patrolling in the area of PS Mangol Puri and when they reached at NawariaPark, ‘R’ Block, Mangol Puri, they saw a person trying to hide himself behind the tree. On suspicion, patrolling staff overpowered him. On enquiry, he disclosed his name as JoginderSingh but did not disclose his address. He further told that his niece Smt. AvinashKaur is residing at H. No. S-73, Mangol Puri and he had come to meet her. Since the identity of JoginderSingh was suspicious, he was arrested u/s 109 Cr.P.C. so that his identity could be established.

INVESTIGATION :

During the course of investigation, facts were verified from Smt. Avinash Kaur who told that Jogender Singh, her maternal uncle (mamaji) had died in the year 2003 when he was arrested in case FIR No. 441/2003 u/s 15/61/85 NDPS Act PS Division No. 5, Ludhiana, Punjab. She further told that he had died in CivilHospital, Ludhiana on 17.10.03 and the post mortem of his body was conducted in the mortuary of CivilHospital, Ludhiana on 19.10.03. The house in which she was living belongs to her deceased late Sh. Jogender Singh who had given her to stay permanently. During the investigation, it was revealed that Smt. Sukhvinder Kaur w/o late JogenderSingh had filed a Civil Suit No. 262/2008 in the court of Civil Judge Sh. Sanjay Sharma, Tis Hazari Courts, Delhi for eviction of Smt. Avinash Kaur from the house stating therein that her husband was dead. During the course of investigation, IO/SI Ajay Karan also visited Central Jail, Ludhiana and verified the facts about the Jogender Singh arrested in case FIR No. 441/2003 u/s 15/61/85 NDPS Act PS Division No. 5, Ludhiana, Punjab and it was revealed that son of and parentage of both Jogender Singh were same but the names of their grandfathers were found to be different.

INTERROGATION :

During the course of sustained interrogation, accused disclosed that his first wife had died long back and later on he had solemnized second marriage with SukhvinderKaur with whom he had strained relationship. His relationship with Smt. Sukhvinder Kaur continued for 8 years and four children were born out of this wedlock. After that, both had separated and started living separately. He further told that he had secretly solemnized third marriage with one KulwantKaurr/oVillage Bapa PS Radhaur, District Yamuna Nagar, Haryana. His second wife SukhvinderKaur had filed a Suit against him for maintenance and at the same time he had fled from YamunaNagar to Ludhiana in 2002 to avoid legal proceedings against him. Incidentally, a person by the same name (Jogender Singh) and parentage had also shifted to Ludhiana was arrested in case FIR No. 441/2003 u/s 15/61/85 NDPS Act, PS Dvision No. 5, Ludhiana, Punjab and died in Civil Hospital, Ludhiana on 17.10.03. The post mortem of his body was conducted in the mortuary of CivilHospital, Ludhiana on 19.10.03. This fact was known to accused and he found a golden opportunity to declare him as dead so that he can escape himself from the legal clutches which his wife SukhvinderKaur had to get initiated against him. He sent the details of the death of other JogenderSingh to his wife SukhvinderKaur to make her close all the legal proceedings against him so that he can enjoy freedom with his third wife Smt. KulwantKaur. He also kept on changing his residences to avoid being identified by any one.

He had a property in Mangol Puri where his niece was living and after the considered death of her husband JogenderSingh, Smt. Sukhvinder Kaur had filed a Civil Suit No. 262/2008 in the court of Civil Judge Sh. Sanjay Sharma, Tis Hazari Court, Delhi for eviction of Smt. Avinash Kaur stating therein that her husband was dead. The case is still sub judice in the Court. Since no FIR is pending against him, information in this regard has been sent in the court of Civil Judge Sh. Sanjay Sharma, Tis Hazari Court, Delhi that the person Joginder Singh who is declared dead in the Civil Suit No. 262/2008 is still alive and the death certificate / details of another Jogender Singh s/o Tara Singh who actually died in Civil Hospital, Ludhiana on 17.10.03 have been filed in the court.

JogenderSingh (60 years) r/o 99/1, Colony Shimla Puri, Gali No. 13, Basant Nagar, Ludhiana, Punjab was retired from J.K. Industries, Udaipur, Rajasthan. At present, he had no work to do. His first wife was died long back and then he had solemnized second marriage with one SukhvinderKaur and he was blessed with four children. Later on, due to friction in relations, both started to reside separately. Later on, he solemnized secretly third marriage with one KulwantKaur.

MURDER OF A LADY COMMITTED FOR ROBBERY SOLVED : ROBBED ARTICLES RECOVERED.
INTRODUCTION :
With the arrest of two persons namely i) Arjun Pandit, aged 22 years, S/o Rameshwar Dayal r/o MohallaGoleNagar, PuraniSubziMandi, Distt. Etta U.P. and ii) a juvenile, the Police Staff of PS Shalimar Bagh solved a murder case committed for robbery on 16.7.2010 at ‘AN’ Block,ShalimarBagh. The Police team also recovered one Mobile phone and one dagger used in the commission of the crime.
INCIDENT : _
On 17.7.2010 at 9.35 A.M. a PCR call was received in the Police Station Shalimar Bagh that a lady with slit throat was lying without clothes at House No. 31-A, AN Block, ShalimarBagh. Immediately a Police team rushed to the spot and found that a lady whose name later known as Ms. Anita Gupta W/o Late Chamman Lal, aged about 54 years was found lying dead on the double bed in bedroom with slit throat and stab injuries marked on left breast with some sharp edged weapon. The house was found ransacked by the criminals.
Accordingly a case FIR No. 258/10 dated 17.7.2010 U/s. 302/-IPC was registered in the Police Station Shalimar Bagh and the investigation was taken by a Police team consisting of SI Baljeet Singh, Inspr. K.S.Yadav, Inspr./ ATO/Shalimar Bagh, HCJaiBhagwan, Ct. Abhimanyu led by Inspr. JoginderSinghJoon, SHO/Shalimar Bagh under the close supervision of Sh. Hari Darshan, ACP/Shalimar Bagh. However Section 392/397/411/34-IPC were added during the course of investigation by the Police team.
INVESTIGATION :
The Police team developed all kind of intelligence about the incident and also developed information about the persons who used to visit her. The Police team thoroughly interrogated all the close known to the deceased. During the investigation it came to notice that deceased was using two mobile phones which were found stolen from the spot. Entry to the house was found friendly and during enquiry it was ascertained that one SunilKhatri had come to the residence of the victim alongwith his associates. It also came to know during the investigation that Sunny Khatri had also contacted one of his friend, who is a juvenile, on the same morning. The Police team apprehended juvenile on 22.7.2010, who disclosed that his two associates namely Arjun Pandit and Sunny Khatri have committed the murder of above said lady.
Further, Police team developed intelligence about the accused Arjun Pandit and Sunny Khatri. On the specific information the Police team arrested Arjun Pandit.
INTERROGATION :
During the course of sustained interrogation Arjun Pandit disclosed that he was under heavy debt and wanted to overcome this situation at the earliest. He came in contact with the juvenile before 15 days of the incident and told him about his debt problem. On this juvenile suggested him to contact his friend namely Sunny Khatri, who can help him. Accordingly Arjun Pandit met Sunny Khatri and told him all about his problems. On this Sunny Khatri told him that he is known to a lady who is having good wealth and living alone in the area of ShalimarBagh. They planned a conspiracy and on the fateful day the duo alongwith juvenile had gone to the lady. Juvenile was asked to stay near a park outside the house to watch the activities around the house and alert them in case of any emergency. Arjun Pandit and Sunny Khatri got the friendly entry as Sunny Khatri was known to her.
He further disclosed that according to plan Sunny Khatri will engage the lady. As per the plan Arjun Pandit had to stay in Drawing room and on a specific sign, he will enter the bed room and they will rob the lady and if she resisted then they will even commit murder. As per the plan the duo robbed the lady and when she resists the duo brutally murdered her. He further disclosed that they have robbed gold chain, ear tops, two mobile phone and cash Rs. 5400/- from her.
PROFILE
Arjun Pandit came to Delhi in 2004 from EttaU.P. He had worked as WardBoy in various hospitals in Delhi and also worked as Security Guard in a hospital. He is intermediate and presently he was unemployed. No criminal record of Arjun Pandit is found so far.
RECOVERY :
1.One mobile phone from juvenile.
2.One dagger used in the commission of crime from Arjun Pandit.
3.Robbed gold chain.
Efforts are afoot to arrest the absconding accused Sunny Khatri.

Gang of robbers operating on motorcycles busted by Crime Branch – Two arrested

8 cases of robbery/theft solved

One illicit firearm, four live rounds, two cars, two motorcycles, laptop, mobile phones recovered

The Crime Branch, Delhi Police has busted a gang of robbers active in Delhi. Two persons have been arrested in this regard. Eight cases of robbery have been solved with their arrest. One illicit firearm with four live rounds was seized from the accused persons. Two Maruti Zen cars robbed/stolen by the gang have been recovered. Two motorcycles used by the gang to commit crime were also seized. The arrested persons are:

  1. Pawan (25) r/o Shahdara, Delhi – He is a registered Bad Character of PS. Shahdara. Pawan is the leader of this gang. He started his criminal career in the year 1999 and has a number of cases registered against him at various police stations of Delhi and UP alongwith his other gang members i.e. Ravinder, Zafar and Vishal. They have been committing robberies at gun point. The gang operated on motorcycles. A Maruti Zen car, one pistol with four rounds, a robbed laptop and several robbed mobile phones have been recovered from his possession.
  1. Ravinder (28) r/o Shahdara, Delhi – He is an active gang member of Pawan’s gang. One robbed Maruti Zen car and some robbed mobile phones were recovered from him. He has a past criminal record and was arrested by police in the area of PS. Seema Puri in the year 2003 for making preparations for dacoity.

HC. Dinesh of Special Operations Squad, Crime Branch had received information about Pawan and his gang. A team led by Insp. Rajpal Dabas including of SI. Virender Singh, ASI Suresh Chander, HC Dinesh, HC Harvinder Singh, HC Rajinder Singh, HC Virender, HC Jasbir, Ct Jai Baba and Ct Ramesh Kumar under the close supervision of Sh Udai Vir Rathi, ACP/SOS was formed to further develop the information.

After sustained efforts, on 25.8.10 at about 08:20 pm, the team apprehended Pawan and Ravinder near TraumaCenter, Civil Lines, Delhi. A case, vide FIR No 127/10 u/s 25 Arms Act & 411 IPC PS Crime Branch Delhi has been registered in this regard. Eight criminal cases including these of armed robbery, theft and snatching registered at Police Stations Shahdara, VivekVihar, Civil Lines, Kashmere Gate and Geeta Colony have been solved with their arrest.

1. One country made pistol of .315 bore & 4 live cartridges recovered from Pawan @ Pappu.

2. One robbed laptop make Dell recovered from Pawan @ Pappu.

3. Seven robbed mobile phones.

4. One robbed Maruti Zen Car No DL-4 CN-1457 Matalic Colour recovered from Pawan @ Pappu.

5. One stolen Maruti Zen Car No DL 3 FT 0092 white colour recovered from Ravinder.

4. Motor-Cycle No DL-9SAA-3768 Pulsar Black colour recovered from Ravinder.

5. Motor-cycle No DL-7SV-9247 Freedom Black colour recovered from Pawan

INCIDENTS

  1. On 26.6.10, at about 3 AM, one DheerajAtri r/o 958 Mukherji Nagar Delhi working in Genpack Company at Shastri Park Delhi was going home in his Maruti Zen Car No. DL 4 CN 1457. Near Oberoi hotel, three boys came on a motorcycle and stopped his car on gun point. They kidnapped him. They robbed him of cash, mobile phone, Laptop & other belongings. The robbers withdrew Rs 10,000/- by using his ATM in Shahdara and Rs. 15000/- from ModiNagar, UP. There after, they dumped him in ModiNagar. A case, vide FIR No 154/11.8.10 u/s 379/34 IPC PS Civil Line Delhi was found registered for the same.
  2. On 16/04/10, one RajenderSingh was robbed of Rs. 40000/- near Kela Ghat, Ring Road, Kashmiri Gate, by three boys. When he resisted, they shot him in his leg. A case, vide FIR No 74/10 u/s 379/34 IPC PS Kashmiri Gate Delhi was found registered for the same.
  3. On 29/06/10, Islam Ahmed, an advocate was robbed near ShyamLalCollege. Three boys came on a Motor Cycle and took away his gold chain at the gun point. A case, vide FIR No 375 u/s 356/379/34 IPC PS Shahdra, Delhi was found registered for the same.
  4. On 17/04/10, one MukeshSharma was robbed by two boys on a Motor Cycle. They took away his gold chain. A case, vide FIR No 212/10 u/s 327/379/34 IPC PS Shahdra, Delhi was found registered for the same.
  5. On 19/07/10, one Om Prakash was robbed near Radhu Cinema Hall. Three boys took away Rs. 23000/- & his Mobile phone at gun point. A case, vide FIR No 407/10 u/s 327/379/34 IPC PS Shahdra, Delhi was found registered for the same.
  6. On 25/07/10, one RoopKumar was robbed near Gianand Cinema. Three boys on m/cycle robbed him of Rs. 8500/- & a mobile phone at gun point. A case, vide FIR No 424/10 u/s 327/379/34 IPC PS Shahdra, Delhi was found registered for the same.
  7. On 10/07/10, one Amit found his Maruti Zen car stolen from outside his house. A case, vide FIR No 146/10 u/s 379 IPC PS Vivek Vihar, Delhi was found registered for the same. This car has been recovered.
  8. On 10/06/10, two boys on a motorcycle robbed ShashiRaheja of her purse containing cash Rs. 8000/-, 100 dollars, one mobile phone and other belongings. A case, vide FIR No 160/10 u/s 356/379/34 IPC PS Geeta Colony, Delhi was found registered for the same.

Concerned police stations have been informed about the arrest.

TWO HELD FOR EXTORTING MONEY IN RED LIGHT AREA

One Soyab s/o Shakeeluddin r/o Agra, UP reported that on 25.08.10, he along with his friend Raja r/o Agra, UP had come to Delhi for sightseeing. Same day at about 12:30 PM, they reached at GB Road where two persons met them and allured them to pay visit to a decent place for enjoyment. They further took the complainant and his friend to the top floor of Kotha No. 52, GB Road where they threatened them to implicate in a case of rape and that they will inform their parents too. Soyab and Raja got petrified and paid Rs. 12,000/- which they were carrying with them. Both the persons asked them to leave and they themselves shared out the money. The complainant and his friend got down where they met ASIJagdish and Ct. Shamsher of Police Station Kamla Market and informed them about the incident. Consequently, a case of extortion vide FIR No. 99/10 was registered at Police Station Kamla Market and the police personnel launched a search for the accused. At about 2 PM, both the accused were seen near Kotha No. 40 and both were apprehended at the instance of complainant. Cash Rs. 12,000/- in question was recovered from their possession. Their identity was disclosed as (1) Om Yadav aged 20 years s/o PawanYadav r/o Distt. Gwalior, UP and (2) AjayKumar aged 20 years s/o RajenderKumar r/o Distt. Nadia, West Bengal.
