THE BELFAST EDUCATION AND LIBRARY BOARD

The Belfast Education and Library Board under the provisions of the Education and Libraries (Northern Ireland) Orders, is responsible for providing an education and library service, including a youth service, in the Belfast area. The provision of public library services transferred to Libraries NI on 1 April 2009. The area has a population of approximately 268,000. The number of pupils in attendance at school in the board’s area is approximately 57,000.

This is a temporary post available until 31 March 2012 funded by the Department of Education (NI) for outreach/detached youth work.

REQUIREMENTS:Applicants must at the closing datehold a professional youth work qualification as defined by the JNC Report for Youth and Community Workers. Applicants must also have experience of delivering youth work in various settings and show evidence of having delivered and developed areas of the youth work curriculum or equivalent.

Preference may be given to those applicants who at the closing datehave experience of working in an outreach/detached setting.

The panel reserves the right to enhance these criteria.

DUTIES:As attached

HOURS:36 per week (To be worked over 10 sessions including Saturday and Sunday if required. A session comprises a morning, afternoon or evening. Not more than 2 sessions should be worked in any 1 day. Not more than 8 sessions per fortnight will be evening sessions.)

Salary:£26,279 - £28,461

Posts involving work in educational institutions are subject to the provisions of the Safeguarding Vulnerable Groups (NI) Order 2007. The successful applicant will require an enhanced disclosure check which at present costs £30. Further details regarding the payment of this check will be issued with the contract of employment.

POST TITLE:Area Youth Worker 1

RESPONSIBLE TO:Senior Youth Worker or Designated Youth Officer

RESPONSIBLE FOR:Occasional/shared responsibility for part-time /project staff

JOB PURPOSE

The Area Youth Worker will have responsibility for the management of youth work programmes across the designated area, in line with board policies.

DUTIES & RESPONSIBILITIES

1Managing & Developing a Range of Services within the Designated Area.

1.1To work directly with young people by assessing their needs and providing an agreed programme of activities designed to meet those needs, in line with the Youth Service Curriculum for Northern Ireland.

1.2To develop an individual Annual Action Plan and actively contribute to the Area Plan and the overall strategic plan for the Youth Service.

1.3 Ensure the active participation of young people in the youth work programmes and in the management of the area project.

1.4In consultation with the Advisory Committee and line manager ensure that objectives are achieved through implementation, monitoring and self evaluation of agreed work programmes.

1.5Establish contact with, listen to, befriend, advise, support and act as an advocate for young people.

1.6Encourage and participate in the residential and outdoor education elements of the programme.

1.7Promote and develop inter-community activities.

1.8Be responsible to the line manager for all management, administration and financial matters relevant to the Area Project.

1.9To engage in appropriate fund raising related directly to the approved programme.

1.10To provide support to youth groups and relevant organisations within the designated area.

1.11To engage where appropriate in outreach or detached youth work programmes within the designated area.

2Developing Staff and Facilities within the Designated Area.

2.1Work with staff and volunteers to develop, implement, manage and evaluate programmes of activities, services and facilities in line with the agreed priorities for the area.

2.2Ensure the induction, motivation, development, training, deployment and discipline of part-time/project staff and volunteers within the area project.

3Working with agencies to develop services across the community.

3.1Work with relevant agencies to develop services within the designated area.

4Leading Project Development and Implementation within the Designated Area.

4.1In line with agreed priorities design and implement specific curriculum related projects within the designated area.

5Management Responsibility for Staff within the Designated Area

5.1Supervise appropriate staff, including the management and allocation of duties.
