Chair’s Report – Bill Crockett
Meeting started prior to my arrival, Bill was discussing the BOR.
- Bill passed out Effectiveness Efficiency 2.0 (E&E 2.0) literature–the group was asked to read this information and continue to find ways to increase the value and excellence of the USM. The BOR has an initiative, the System is going throughanother E&E 2.0 initiative, they take a look at the way we do our business, can we be more effective and efficient in our operation and the way we do our business? How can we streamline the revenue in? The last time around it was about cutting. Show the BOR we can move forward, the chancellor feels EE is very effective. The plan is to bring in better practices, such as outsourcing.
- As of this meeting, the state budget has not passed. Final passage, the senate and thehouse will house vote today. Can we be in a better situation, can it be worse? Yes to both. COLA has been preserved so far, no further reductions. Thank everyone (delegates and state senators) today for maintaining the COLA, no additional cuts to the budget, and for the support of higher education. DLS did not ask.
- Bill sits on several governance boards understands both governance and continuity of governance. In an unusual year,we could see up to 9new regents out of 17. There are 3 new appointments Dr. Gourdine from UMBan adjunct at UMB and Johns Hopkins/ Bobby Needle. Important for us to make sure they know who we are faculty, staff, and students. Push core values, we don’t want a self-servingperson in this position.
- Bill is noted thatTom McMillan, USM’sand UMCP’sfirst Rhodes Scholar, and former congressman will not berenewed for a second term on the Board of Regents. Regent McMillan has served with distinction. He will be missed.
- Threeinstitutions are in the search process for a new president: Frostburg, Coppin, and Towson.
Board of Regents Staff Awards Updates – Sherrye Larkins
1.All award categories have been tallied. One more committee meeting. Preparing an evaluation for to all BOR staff award representatives which will be sent out on Monday. An electronic evaluation will be sent toCUSSa member which is due April 15th. The feedbackwill be discussed at the next meeting. Not as many packets as expected. A sample packet will be developed and distributed to all universities. New members had an opportunity to ask questions, feedback was positive. CUSS members can share the process with their institution.
2.The BOR categories include: 9 public service, 9 outstanding, 13 exceptional contributions, and 4 effective and efficient.
3.Enough turn out in all categories for a final evaluation. One month to complete the evaluation process, several people did not complete the evaluation. This will be discussed offline. Roles and responsibilities for all CUSS members must be signed in the future. To be a representative there are certain responsibilities.
4.Bill expressed appreciation to the BOR committee. Certificates will be passed out and honorable mentions will be recognized.
Budget Update – Andy Clark
- Andy expressed gratitude to all CUSS members for coming to Annapolis to speak to legislators. The actuary changes in the pension plan allowed 207 million to be fenced off. Only the governor can choose to be spend the funds fenced off to prevent the COLA clawback and for K-12 geographical indices funding. The USM will have an effective$47 million dollars deficit (gap) in needed finding for FY 16. Many institutions have taken measures in FY 15 to start closing that gap. This is an active living thing, a deal has not been struckuntil it hits the conference committee. This will go to the bitter end. Our message: No more cuts. No deal has been struck. Leave the fund balance alone. There may be a little more action on the budget.
- The number one Policy issue this year is Campus Sexual Assault. Nine bills(2 Senate, 7 House), USM is supporting one bill introduced by Delegate Shelly Hettleman - HouseBill 571. This has some amendments. A campus climate survey will be conducted; this will be competed every 2 years at all institutions. Theintent is to assessstudent’s knowledge of resources on campus.
- If a bill has crossover data and it is not in committee, it has died, extended through yesterday. A lot of bills are passing, those with problem or that needed to be amended have been amended.
Guest - Delegate Dr. Clarence Lam alumni of UMB, District 12 (Howard and Baltimore County)
- Freshman legislator on faculty at Hopkins Bloomberg School of Public Health, has worked with Delegate Dan Morhaim. He is a UMB Alumni of the School of Medicine and past President of the student government. Delegate Lam has been working with health related bills for the last 4-5 years. There are 60 new legislators this session, largest class in the history of the House of Delegates. Higher education funding is a concern. Delegate Lam is familiar with the USM system and structure. Reach out to legislators. Governor sets the budget; legislators do not expand beyond the budget. It’s good to see CUSS working together to share concerns relating to higher education. Delegate Lam supports the COLA with no additional cuts. Advocate and continue to be the voice.
- There was a question regarding the “chicken litter” bill or part of the Bay Restoration Act. This is often used in Agriculture on the Eastern Shore; produce a lot of chicken and litter to get rid of. A lot runs off into the bay. Putting access on it provides more run off, it needs to be managed.
- A second question was asked regarding rain tax, why is it so much in Baltimore City? Storm water management fee was proposed 2 years ago. The state and local government did a poor job of explaining why this tax is necessary. This is just like any other utility bill. The fee helps to pay for the runoff into the bay. This is a federal requirement. There are concerns; permits will not be issued to do more development. This funding is required to maintain the system.
The group was given documentations to distribute to Senators. Some will go to the Senate and some to the House. See attached letter.
Next Meeting: April 28th in Towson. Every committee needs to meet offline and decide where the committee is with the charges. Be prepared, committees need to manage up to the executive council. Get together offline. OoVoo is a good tool. In April we will discuss nominations, leadership, and the executive council. What is the climate of Shared Governance at our campuses?
Dana has requested information for the CUSS Newsletter. Institutional updates are due. Dana announced Trish as the new interim communications chair. Sherrye was asked to speak to Dr. El-
Happan regarding SharePoint. The succession plan for CUSS leadership will be discussed at the next meeting.
