Application for Set-Aside

BASIC INFORMATION FOR APPLICANTS

The application for “Set-Aside” funds under the Neighborhood Stabilization Program 3 (NSP3) must be received by the Department by 5 p.m. (Central Standard Time) on Friday, January 7, 2011 in order for the Department of Economic Development to give the application full consideration. An “Application for NSP3 Set-Aside Funding” is required in order to be eligible for CDBG NSP3 funding. The purpose of the “Application for NSP3 Set-Aside Funding” is for applicants that are ready to proceed to be included as an identified project in the State of Nebraska’s NSP3 Substantial Plan Amendment to the 2011 Consolidated Annual Action Plan. Projects selected to be in the State of Nebraska’s NSP3 Substantial Plan Amendment will be invited to submit a full-application for NSP3 funding. Local units of government and non-profit organizations who do not submit an “Application for NSP3 Set-Aside Funding” will not be eligible for funding under the NSP3 Program.

Background information on the U.S. Department of Housing and Urban Development (HUD) CDBG NSP3 and the DED CDBG NSP3 can be found at www.neded.org. Those submitting an application must review the “Notice of Formula Allocations and Program Requirements for Neighborhood Stabilization Program Formula Grants” available at http://hudnsphelp.info/media/resources/NSP3FederalRegisterNotice_October192010.pdf before completing the “Application for NSP3 Set-Aside Funding”.

As part of the set-aside process, Applications for Set-Aside will be accepted by NDED to finalize the list of approved set-asides that will be included in the NSP3 Substantial Plan Amendment. Applications for Set-Aside funding must be received via e-mail or postal mail no later than 5:00 p.m. on Friday, January 7, 2011 in order to be considered.

Projects will be ranked in the seven (7) categories as listed below. Points will be awarded to each grantee in each category based on their ranking for the individual categories.
