REQUEST FOR INFORMATION REGARDING SABC SUPPLY & INSTALLATION OF DIGITAL RADIO MONDIALE SHORTWAVE TRANSMISSION PLATFORM

1.  INTRODUCTION

The SABC is South Africa’s national public broadcaster. Its objectives are to provide a comprehensive range of distinctive programmes and services with the view to inform, educate, entertain, support and develop culture in all 11 official languages. Its principal activities comprise of television and radio broadcasting utilising 18 radio stations and 5 television channels. The SABC strive to maintain a leading role in the broadcasting industry and as such keep abreast with the constantly changing technology.

Digital Radio Mondiale (DRM) is the overall name of the system for digital radio broadcasting, typically carrying one to four services per frequency. The DRM system is standardized by European Telecommunications Standards Institute (ETSI) and recognised by the International Telecommunication Union (ITU).

It operates over a wide range of broadcast frequencies and therefore has different transmission parameters. DRM30 is used for transmissions using the broadcast frequencies below 30 MHz (i.e. long, medium and short wave) with a channel bandwidth between 4.5 and 20 kHz. Generally, DRM30 can deliver up to FM-comparable sound quality and allow for very-long-distance signal propagation. This RFI will be limited to DRM30. As a digital medium, DRM can transmit other data besides the audio channels. It also incorporates technology known as Emergency Warning Features that can override other programming and activates radio’s which are in standby in order to receive emergency broadcasts.

Channel Africa is currently broadcasting on SW analogue into Africa and it would like to migrate to Digital Radio Mondiale Short wave transmission platform. Transmission will be based on 24 hours .Coverage areas will include the following:

·  Southern Africa including South Africa

·  East Africa

2.  REQUIREMENTS:

SABC requires the Short wave analogue to migrate to Digital Radio Mondiale Short wave transmission platform to provide the following

·  Provide transmission network design including the locations of the transmitters, transmitter powers, antenna and patterns, etc.

·  Provide details of the signal modulation scheme and the corresponding field strength or the resultant coverage area as well as the data rate

·  Number of possible channels

·  Indicate the schedule of costs

·  Linking costs from Channel Africa’s studio to the Service provider’s transmitters is excluded from the costs

·  Transmission will be 24 hour based with the coverage including Southern Africa , South Africa and East Africa

3.  BUDGETARY COSTING REQUIREMENTS

All hardware, software, installation, integration, training and services must be specified, broken down into individual elements on a Bill of Materials (BOM) and the pricing of each specified on hard copy (paper copy) and in soft copy (excel or .csv file format).

·  The cost of all hardware and software with licensing and licensing implications and options must be specified.

·  All fees and license cost whether once off and/or annually and/or for broadcasting must be listed.

·  Annual maintenance costs and user support costs to be specified.

·  All additional options (hardware or software) need to be specified and quoted

4.  CONSORTIUMS, JOINT VENTURES AND SUB-CONTRACTING REGULATIONS

4.1  SUB-CONTRACTING

4.1.1  A tenderer will not be awarded points for B-BBEE status if it is indicated in the tender documents that such a tenderer intends sub-contracting more than 25% of the value of the contract to any other enterprise that does not qualify for at least the points the tenderer qualifies for, unless the intended sub-contractor is an exempted micro enterprise that has the capacity and ability to execute the sub-contract.

4.1.2  A tenderer awarded a contract may not sub-contract more than 25% of the value of the contract to any other enterprise that does not have an equal or higher B-BBEE status level than the tenderer concerned, unless the contract is sub-contracted to an exempted micro enterprise that has the capability and ability to execute the sub-contract.

4.1.3  A tenderer awarded a contract in relation to a designated sector, may not sub-contract in such a manner that the local production and content of the overall value of the contract is reduced to below the stipulated minimum threshold.

6.  DECLARATION OF INTERESTS

6.1  Any legal or natural person, excluding any permanent employee of SABC, may make an offer or offers in terms of this tender invitation. In view of possible allegations of favouritism, should the resulting RFI or part thereof be awarded to:

(a)  any person employed by the SABC in the capacity of Tenderer, consultant or service provider; or

(b)  any person who acts on behalf of SABC; or

(c)  any person having kinship, including a blood relationship, with a person employed by, or who acts on behalf of SABC; or

(d)  any legal person which is in any way connected to any person contemplated in paragraph (a), (b) or (c),

6.1.1  Failure on the part of a Tenderer to fill in and/or sign this certificate maybe interpreted to mean that an association as stipulated in paragraph 1, supra, exists.

6.1.2  In the event of a contract being awarded to a Tenderer with an association as stipulated in paragraph 1, supra, and it subsequently becomes known that false information was provided in response to the above question, SABC may, in addition to any other remedy it may have:

-  recover from the Tenderer all costs, losses or damages incurred or sustained by SABC as a result of the award of the contract; and/or

-  Cancel the contract and claim any damages, which SABC may suffer by having to make less favourable arrangements after such cancellation.

NOTICE TO INTERESTED TENDERERS

9.  REQUEST FOR INFORMATION DOCUMENTS

9.1  The Request for Information shall be used in preparation for the proposal; the SABC assumes no responsibility for errors or misinterpretation resulting from the use of an incomplete Request for Information.

9.2  The SABC will avail/send copies of the Request for Information on the above terms, does so only for purposes of obtaining information for the project and does not confer permission for any other use.

10.  INTERPRETATIONS

10.1  All questions about the meaning or intent of the Request for Information shall be submitted in writing to the SABC on or 3 days before the set closing date. Replies will be issued via Addenda through electronic mail to all parties recorded by the SABC as having received the Request for Information response. Questions received less than three (3) days prior to the submission date will not be answered. Oral and other interpretations or clarifications will be without legal effect.

10.2  Interested tenderers should promptly notify the SABC of any ambiguity, inconsistency, or errors that they may discover upon examination of the Request for Information.

10.3  The SABC RFI is issued to merely obtain information and guiding the SABC in their approach for the issuing the RFP/Q.

11.  SUBMISSION PROCEDURES

11.1  Final submission in duplicate must be deposited into the tender box on or before the closing date. The tenders must be enclosed in a sealed envelope that must have inscribed on the outside: The RFI Number: RFI and RFI TITLE.

11.2  Tenderers are requested to supply (in the tender response documentation) one (1) original hard copy, 1 (one) copy of the original and a soft copy of the tendered equipment list. It must be submitted with the tender on CD ROM media as size demands.
