ANNEX 1 – INTERCONNECTION SERVICES

1.BASIC INTERCONNECTION SERVICES OFFERED BY MTN

1.1Call Termination at the Public Electronic Communications GSM Network of MTN

1.1.1Call termination at the Public Electronic Communications GSM Network of MTNshall include the reception of calls delivered by the Public Electronic Communications Network of PROVIDER, at the Interconnection Point with the Public Electronic Communications GSM Network of MTN and their final termination at it.

1.1.2MTN shall accept and terminate at its Public Electronic Communications GSM Network:

a)calls to Subscriber numbers that have been contracted with MTN and having routing prefix indicating the Public Electronic Communications GSM Network of MTN. In case of calls to mobile telephony numbers primarily assigned to MTN which do not include a routing prefix, the provision of Call Routing Service through the Public Electronic Communications GSM Network of MTN is automatically applied as described in paragraph 1.5 below.

b)calls to subscribers of other networks who are in roaming with the Public Electronic Communications GSM Network of MTN and include the Mobile Station Roaming Number(MSRN) of MTN.

1.1.3PROVIDER shall be responsible for the following:

a)The verification of the correctness of the called number in accordance with the NNP and its dispatch, including the routing prefix indicating the Public Electronic Communications GSM Network of MTN. In case that PROVIDER does not dispatch the routing prefix for the above call, the obligation of MTN to provide the call routing service comes into force.

b)The overall management of the services offered to its Subscribers that make use of the call termination service at the Public Electronic Communications GSM Network of MTN.

1.2Termination of Short Messages and Multimedia Messages

1.2.1Termination of National Short Messages (SMS) at the Public Electronic Communications GSM Network of MTN.

1.2.1.1The service of termination of national short messages at the Public Electronic Communications GSM Network of MTN includes the acceptance of short messages that are delivered by the Electronic Communications Network of PROVIDER at the Interconnection Point with the Public Electronic Communications GSM Network of MTN and their termination at it.

1.2.1.2MTN shall accept and terminate at its Public Electronic Communications GSM Network, short messages to Subscriber numbers that have been contracted with MTNas well as calls to subscribers of other networks who are in roaming with the Public Electronic Communications GSM Network of MTN and include the Mobile Station Roaming Number(MSRN) of MTN.

1.2.1.3The signaling will be transferred via the signaling channels of the Interconnection Links.

1.2.2Termination of Multimedia Messages (MMS) at the Public Electronic Communications GSM Network of MTN.

1.2.2.1The service of termination of multimedia messages at the Public Electronic Communications GSM Network of MTNincludes the reception of multimedia messages that are delivered by the Public Electronic Communications GSM Network of PROVIDER at Interconnection Points with the Public Electronic Communications GSM Network of MTN and their termination at it.

1.2.2.2MTN shall accept and terminate at its Public Electronic Communications GSM Network multimedia messages to Subscriber numbers that have been contracted with MTNas well as calls to subscribers of other networks who are in roaming with the Public Electronic Communications GSM Network of MTN and include the Mobile Station Roaming Number(MSRN) of MTN.

1.2.2.3The transfer of messages will be effected via dedicated Links or virtual circuits between the MMS systems/platforms of the two Parties. These links must support the international standard MM4 for MMS interoperability (ETSI 3GPP TS 23.140).

1.3Call Transit Service through the Public Electronic Communications GSM Network of MTN.

1.3.1The Call Transit Service is a service, which offers the possibility to transfer calls through the Public Electronic Communications GSM Network of MTN from the Public Electronic Communications Network of PROVIDER to the Electronic Communications network of another provider at national level and vice versa.

1.3.2Transit calls shall be delivered by PROVIDER at the Interconnection Points with the Public Electronic Communications GSM Network of MTN and will be delivered at the nearest Interconnection Point between the Public Electronic Communications GSM Network of MTN with the other provider, in accordance with the routing rules applicable in the Public Electronic Communications GSM Network of MTN.

1.3.3Transit calls to PROVIDER from other providers will be delivered by MTN at the nearest Interconnection Point between the Public Electronic Communications GSM Network and Electronic Communications Network of PROVIDER, in accordance with the routing rules applicable in the Public Electronic Communications GSM Network of MTN.

1.3.4Prerequisite for the provision of the Call Transit Service through the Public Electronic Communications GSM Network of MTN is the existence of an interconnection agreement between MTN and the other provider.

1.3.5 PROVIDER from whose Electronic Communications Network the call originates, is obliged todo the following:

a)The verification of the correctness of the called number and of any routing prefix indicating the network of PROVIDER where applicable in accordance with the NNP.

b)The overall management of the services rendered to its Subscribers that make use of the Call Transit Service of MTN.

1.4International Traffic Service through the Public Electronic Communications GSM Network of MTN

1.4.1MTN offers international traffic services by terminating calls, whose numbering begins with the international prefix “00”, that are collected at any Interconnection Point with PROVIDER at Electronic Communication Networks of other countries.

1.4.2The PROVIDER shall be obliged to:

a)overall manage the service it renders to its Subscribers that make use of the international traffic service, and

b)deliver the outgoing international traffic at the designated Interconnection Point.

1.5Call Routing Service through the Public Electronic Communications GSM Network of MTN.

1.5.1The Call Routing Service through the Public Electronic Communications GSM Network of MTN, is defined as the service provided by MTN and includes the investigation of the Database of MTN in order to add call routing prefix to the called number. After the investigation of the Database of Numbers of the Public Electronic Communications GSM Network of MTN the call will routed to the terminating or transit network.

1.5.2The calls will be delivered by PROVIDER to the Interconnection Points with the Public Electronic Communications GSM Network of MTN and following investigation in the Database of Numbers of the Public Electronic Communications GSM Network of MTN to obtain the routing information, the call will be routed to the terminating or transit network.

1.5.3MTN will provide the Call Routing Service through the Public Electronic Communications GSM Network of MTN for calls collected at the Interconnection Points with the Public Electronic Communications GSM Network of PROVIDER without a routing prefix.

1.5.4Call Routing Service through the Public Electronic Communications GSM Network of MTN will be provided only for calls to numbers that are primarily assigned to MTN and have subsequently been ported to other networks and which calls are collected at the Interconnection Points with the Public Electronic Communications GSM Network of MTN.

1.5.5PROVIDER has obligation for the following:

a)the verification of the correctness of the called number in the form specified in the NNP with parameter “Nature of Address” Indicator defined as “National”.

b)the overall management of the services rendered to its Subscribers making use of the Call Routing Service through the Public Electronic Communications GSM Network of MTN.

2.SPECIAL INTERCONNECTION SERVICES PROVIDED BY MTN

2.1Termination at Directory Information Services of MTN

2.1.1Access to directory information services provided by MTN includes the termination of calls originating from the Public Electronic Communications Network of PROVIDER and delivered at an Interconnection Point with the Public Electronic Communications GSM Network of MTN for termination at directory information services, with the numbering shown below:

2.1.2Calls of the Subscribers of the PROVIDER to the above Number will be routed to a platform for the provision of directory information services, from which the subscriber numbers will be provided of Subscribers of the Public Electronic Communications GSM Network of MTN, of other Electronic Communication Network Providers that communicate the subscriber numbers of their subscribers, as well as overseas information. The overseas information provided may include access codes of third countries and information on Subscribers of telecommunication organizations of third countries with which MTNhas concluded related agreements for the exchange of such information.

2.1.3The Parties agree that from the platform for the provision of directory information services, no data can be given of Subscribers that have chosen not to have their number listed in the relevant database.

2.1.4The Parties agree that from the platform for the provision of directory information services, further to the required subscriber number other Subscriber data may be given as may be decided from time to time by MTN, provided that the caller will provide all data necessary for the location of the Subscriber.

2.1.5Calls to directory information services originating from Subscribers of the PROVIDER will be treated in exactly the same way as calls originating from the Public Electronic Communications GSM Network of MTN and the same quality indices will apply to them as for calls originating from the Public Electronic Communications GSM Network of MTN.

2.2Termination at Emergency Services

2.2.1Access to emergency services provided by MTN includes the collection of calls originating from the Electronic Communications Network of the PROVIDER and delivered to the Interconnection Point with the Public Electronic Communications GSM Network of MTN, for termination at emergency services, with the numbering 112 or 199.

2.2.2MTN will ensure access of PROVIDER’s Subscribers to emergency services with the same conditions and quality, as provided to its own Subscribers.

2.2.3The PROVIDER is obliged to provide the Calling Line Identification to MTN when a call to emergency numbers is affected. In case that the appropriate government emergency services request additional information with relation to the identity of the calling subscriber, then MTN and the PROVIDER must cooperate immediately to deliver this information, as long as this information is available, respecting the provisions for Personal Data protection and the Legislation for the Protection of Secrecy of Communications.

2.2.4MTN will provide to the PROVIDER revised, when revised, list with the active emergency services numbers. The PROVIDER is obliged to check the correctness of the calling number, according to the list with the active emergency service numbers that is provided by MTN.

2.3Termination at 3-Digit and 4-Digit Numbering Services

2.3.1Access to 3-digit and 4-digit numbering services provided by MTN includes the collection of calls arriving from the Electronic Communications Network of the PROVIDER and delivered at the Interconnection Point with the Public Electronic Communications GSM Network of MTN for termination at 3-digit and 4-digit numbering services, with the numbering presented below:

2.3.2MTN will accept and terminate calls to 3-digit and 4-digit numbers only if these lie within the numbering range assigned to MTN by the Commissioner.

2.3.3MTN will provide PROVIDER with updated, whenever applicable, list of the services that are accessible with 3-digit or 4-digit numbers.

2.3.4PROVIDER is obliged to check the correctness of the called number in accordance with the list provided by MTN.

2.3.5MTN will ensure the access of PROVIDER’s Subscribers to 3-digit and 4-digit numbering services with the same conditions and quality, as provided to the Subscribers of the Public Electronic Communications GSM Network of MTN.

2.4Termination at Freephone Services

2.4.1Access to freephone services provided by MTN includes the collection of calls originating from the Public Electronic Communications Network of the PROVIDER and delivered at an Interconnection Point with the Public Electronic Communications GSM Network of MTN for termination at freephone services.

2.4.2MTN will accept and terminate calls to freephone services, with numbers lying within the numbering range assigned to MTN by the Commissioner.

2.4.3MTN will provide an updated list with the active numbers of freephone services, whenever applicable.PROVIDER is obliged to verify the correctness of the called number and any routing prefix if applicable, according to the list with the active numbers of freephone services provided by MTN and with the numbering range of the corresponding routing prefixes.

2.5Termination at Personal Number Services

2.5.1Access to personal number services provided by MTN includes the collection of calls arriving from the Public Electronic Communications Network of PROVIDER and delivered at the Interconnection Point with the Public Electronic Communications GSM Network of MTN for termination at personal number services, which are identified with the numbering range 700XXXXX.

2.5.2MTN will accept and terminate calls at personal number services only if these lie within the numbering range assigned to MTN by the Commissioner.

2.5.3MTN will provide PROVIDER with a revised list of the active numbers of personal number services, whenever revised, The PROVIDER is obliged to verify the correctness of the called number and any routing prefix where applicable, according to the list of active numbers of the personal number services provided by MTN and with the numbering range of the corresponding routing prefixes.

2.6Termination at Premium Voice Call Services

2.6.1Access to Premium Voice Call Services provided by MTN includes the collection of calls originating from the Public Electronic Communications Network of the PROVIDER and delivered at Interconnection Point with the Public Electronic Communications GSM Network of MTN for termination at Premium Voice Call Services which are identified with the numbering range 900XXXXX and 909XXXXX

2.6.2MTN will accept and terminate calls to Premium Voice Call Services with numbering within the range of numbers assigned to MTN by the Commissioner.

2.6.3MTN will provide PROVIDER with revised list of the active numbers of Premium Voice Call Services, whenever revised. The PROVIDER is obliged to verify the correctness of the called number and any routing prefix if applicable, according to the list of active numbers of the Premium Voice Calls Services provided by MTN and with the numbering range of the corresponding routing prefixes.

2.6.4MTN bears no responsibility for the content of Premium Voice Calls Services.

2.7Termination at the “Single Number” Service

2.7.1Access to the “Single Number” Service provided by MTN includes the collection of calls originating from the Public Electronic Communication Network of the PROVIDER and delivered at an Interconnection Point with the Public Electronic Communications GSM Network of MTN for termination at the “Single Number” Service, which is identified with the numbering range 7777XXXX.

2.7.2MTN will accept and terminate calls to the “Single Number” Service with numbering within the range of numbers assigned to MTN by the Commissioner.

2.7.3MTN will provide the PROVIDER with a revised list of the active numbers of the ‘’Single Number’’ Service, whenever revised. The PROVIDER is obliged to verify the correctness of the called number and of any routing prefix if applicable, according to the list with the active numbers of the ‘’Single Number’’ Service provided by MTN and with the numbering range of the corresponding routing prefixes.

2.8Termination at Voicemail Services

2.8.1Access to voicemail services provided by MTN includes the collection of calls with the format 121XXXXXXXX (where XXXXXXXX = number of MTN), delivered from the Public Electronic Communication Network of the PROVIDER at an Interconnection Point with the Public Electronic Communications GSM Network of MTN and terminated at the voicemail system of MTN.

2.8.2Calls to access the Voicemail Services of MTN will be delivered at the responsibility of the PROVIDER at the Interconnection Points with the Public Electronic Communication GSM Network of MTN.

2.8.3PROVIDER shall be responsible for the following:

a)The control for the correctness of the calling number, in accordance with the NNP.

b)The overall management of the services rendered to its Subscribers that make use of the call termination service to the voicemail platform of MTN.

3.INTERCONNECTION LINKS

3.1The Interconnection Links shall have transmission speeds of 2 Mbit/s; higher speeds may be possible following written agreement between the Parties.

3.2The Interconnection Links consist of Interconnection Node gates and of the line system joining them.

3.3The line system may be provided by either Party, after separate agreement between the Parties, which agreement shall also provide for the method of provision of the line system (direct by either Party or leased line through a third party).

3.4The Interconnection line systems will remain the property of the Party providing them, which shall be responsible for their operation and maintenance, unless otherwise agreed in writing between the Parties.

3.5Description of the Interconnection Links and the relevant technical standards are presented in detail in Annex 4 of the Interconnection Agreement.

3.6For the installation by the Parties of the line systems necessary for the implementation of the Interconnection Links in the premises of PROVIDER, the basic conditions presented in Annex 6 must be complied with.

3.7In case of Faults in the Interconnection Links, the Parties will exert every effort to restore the Fault in accordance with the procedure referred to in Annex 6of the Interconnection Agreement. In case of Faults to the Interconnection lines the Party responsible for their operation and maintenance will make efforts to remedy the Fault in accordance with the procedure stated in Annex 6. The cost of Fault remedy will be born by that Party, unless it is established that the other Party is responsible for the Fault, in which case the other Party shall bear the corresponding cost.

3.8Capacity increase or decrease of an existing Interconnection Link will be effected after mutual agreement of the Parties.

3.9In case of cancellation of Interconnection Links by either Party following agreement for their introduction and prior to their implementation date, the Party cancelling shall bear the cost borne by the other Party in implementing the Interconnection Links until the cancellation date.
