TECHNICAL REVIEW COMMITTEE MEETING

Major Subdivision – Preliminary Plan – RoyalHathawayHeights – East Greenwich Avenue – P 11, Lot 19

Attorney Brunero and Michael Zavalia of Carrigan Engineering were present to discuss their client’splan to develop a 16 lot subdivision in an R-8 zone.

Attorney Brunero indicated that the plan had already been before the Planning Board for Master Plan approval and that the biggest issue seems to be about drainage. He hopes to have the drainage system reviewed and approved by the Town Engineer prior to the public hearing for Preliminary Plan approval.

He indicated that under an agreement with the Building Official, a new house is being constructed on the site for the current owners to move into and their old house would be demolished to make way for the subdivision.

Mr. Zavalia indicated that the sewer system will be a gravity system with grinder pumps in two of the new houses due to the grades at those locations. The Wastewater Plant has signed off on the plans. The Town will own the sewer system but the grinder pumps and related force mains will be the responsibility of the homeowners.

He added that the water system will terminate with a blow off valve because there is no ability to provide a loop system in the area. They are awaiting approval from Kent County Water.

The Fire Chief indicated that he has reviewed the plans and is satisfied on the location of fire hydrants. He recommended that an 8 inch water main be installed in the new road.

Mr. Zavalia continued that the new street will meet Town standards with sidewalks on both sides. The street will be conveyed to the Town.

The Town Engineer asked how the drainage would be handled. Mr. Zavalia stated that infiltrators will not work on the house lots so there will be a detention basin located where there is permeable soil on the site. There will be a standard catch basins and drain pipes installed within the subdivision.

They are proposing a retaining wall at one end of the subdivision with a 24 inch diffuser along the wall to spread out the discharge. This will provide less runoff with heavier rains.

The Town Engineer indicated that the Building Official may require engineer-stamped plans for the proposed wall.

Mr. Zavalia indicated that there will be a homeowner’s association created with a covenant for the maintenance and repair of the detention basin.

Attorney Brunero indicated that there has been a drainage study submitted to the Town.

The Town Engineer Asked about street lighting and snow storage areas. Mr. Zavalia indicated that there would be street lighting on the cul-de-sac and along the roadway at the one-third and two-thirds distance along the length of the road. Snow plowing would be done by the town and excess stow storage would occur in the cul-de-sac.

Attorney Brunero indicated that he expects the Planning Board to hear the request for preliminary approval at their September meeting and construction of the homes to begin in the spring of 2007.

The TRC recommended that the proposed subdivision move forward to the Planning Board for review and approval.

Application 2006-24 – 29 Fairview Avenue – P 3, Lot 147

Attorney Brunero is representing the applicant. The applicant wanted to create an in-law apartment for his mother by attaching the existing garage structure to the main house and converting it into a living unit. At the advice of Attorney Brunero, the applicant is seeking a special use permit to expand the existing two-unit structure to a three-unit structure.

He added that there will be a new 3-car garage constructed on the site that will meet all dimensional requirements. The parking requirement of 6 spaces is also being met on the site.

The new unit will have a Hoxie Street address.

The TRC recommended that the application move forward to Zoning Board.
