Background Information

Working to ensure later life is a more fulfilling and enjoyable experience

Age Concern Lancashire has been in existence since 1941, formally adopting the name Age Concern in the 1970s. In 2010 Age Concern Lancashire made a positive choice to become Age UK Lancashire, enabling the charity to be part of the wider network of Age UKs across England, Scotland, Wales and Northern Ireland.

We are a dynamic and influential Age UK organisation that provides services across much of the county. In addition we ensure older people receive information and support to make informed choices and are empowered to live their lives as independently as possible. We employ over 300 staff supported by 1,000 volunteers.

We offer a range of insurance and other products that are tailored to the needs of older people and from transactions, receive commission that enables us to have an office in the districts in which we work that provides a base for staff and a place for telephone and personal callers.

We have eight charity shops which sell a range of mainly donated goods, raising independent income for service provision.

Some services are paid for by our customers, in particular our Home Help service which we run as a social enterprise.

We are probably best known for our service provision and our focus is on working with our customers and providing a high level of person centred support in all that we do. Within our services teams, our main outcomes are Health & Wellbeing(H&WB), Social Inclusion (SI) and Promoting Independence(PI). All the services we currently deliver can be clustered into these three outcome groups.Health and Wellbeing is all about keeping people active, involved and enjoying life; Social Inclusion is about ensuring people can stay involved and are not marginalised in any way and Promoting Independence is concerned with preventing unnecessary hospital admissions, avoiding premature residential care and finding alternatives to dependence upon statutory social care services.

Direct services are provided in projects across each borough with our central office based in Chorley. Each district has its own office for personal and telephone callers as well as for providing office accommodation.

Age UK Lancashire is a lead provider of Help Direct in Lancaster, Chorley and West Lancashire. This is an exciting project which has been commissioned by Lancashire County Council. The project aims to coordinate and make more accessible a full range of services to meet the needs of all members of the community. It can also support people wanting to make a more positive contribution to their community or empowering them to make positive changes in their life and the lives of others.

Age UK Lancashire also provides Information and Advice to older people and their carers. This is one of our flagship services and highly valued for its professionalism and independence. It is an area of service we are investing in and developing across the county.

Rehabilitation of Offenders Act 1974

The Rehabilitation of Offenders Act (ROA) 1974 was brought in to support people who have been convicted of a criminal offence, and who have not offended since, in gaining employment. Under the Act convictions become ‘spent’ or ignored after a specified rehabilitation period. This means that after the specified time has passed, a rehabilitated person would not normally be obliged to mention their criminal conviction when applying for jobs, obtaining insurance or during any involvement with criminal proceedings. All cautions and convictions eventually become ‘spent’, with the exception of prison sentences over two and a half years.

The rehabilitation period will depend on the length of sentence given. It is not related to the offence committed. In the case of prison sentences, the rehabilitation period is based upon the overall sentence length and not the time served in custody.

How long before a caution or conviction becomes spent

The rehabilitation period is calculated from the date of conviction (or the date the caution is administered). Rehabilitation periods are listed in the table below:

Sentence / Rehabilitation period
People aged 17 or under when convicted / People aged 18 or over when convicted
Prison Sentences of more than 6 months and up to 2.5 years / 5 years / 10 years
Prison Sentences of 6 months or less / 3.5 years / 7 years
Fines, Community Sentences. / 2.5 years / 5 years
Conditional Discharge / Period of the order or minimum of 12 months (whichever is longer) / Period of the order or minimum of 12 months (whichever is longer)
Absolute Discharge / 6 months / 6 months
Conditional Caution / 3 months / 3 months
Simple Caution, Reprimands and Final Warnings / Immediately ‘spent’ / Immediately ‘spent’
Other Including Compensation Order, Supervision Order, Bind Over, Hospital Order / Variable period / Variable period
