The April 11, 2016 regular meeting of the Barnum City Council was called to order at 6:00 p.m. by Mayor Jason Goodwin

ROLL CALL:

Mayor: Jason Goodwin

Councilors:Dale Riihiluoma, Darrel Berry, Jimmy Calhoun and Lori Berglund

Absent: None

Employees Present: Bernadine Reed (City Administrator), Brett Collier (Maintenance Supervisor)and Kris Asperheim (Deputy Clerk/Zoning Officer).

Others Present:Eddie Pelkie, Corey Hurt, Janet Larson, Shelly Hartman, Brenda and Marty Ingram and Brigham Fanning

APPROVAL OF AGENDA:

A motion was made byRiihiluoma, seconded by Calhoun and unanimously carried to approve the agenda as submitted.

APPROVAL OF CONSENT AGENDA:

A motion was made by Riihiluoma, seconded by Calhounand unanimously carried to approve the consent agenda as submitted.

GUESTS:

  • Corey Hurst; Mr. Hurst attended the meeting to request approval of the Carlton County Memorandum of Understanding which will allow the fire department to hold a training session on Carlton County property.
  • Brigham Fanning; Mr. Fanning requested an on-sale liquor license for his business, Chickadee Coffee House and Deli. Mr. Fanning stated that his request is for an on-sale liquor license so he can obtain a State of MN caterer’s permit to serve alcohol when he does catering. The issuing of an on-sale liquor license does allow on-sale liquor serving at his restaurant. The City Council lacks authority to issue an on-sale liquor license without voter approval as the City has a Municipal Liquor Store. A motion was made by Goodwin, seconded by Calhoun and unanimously carried to approve the placement of a split liquor question on the 2016 Primary Ballot. Mr. Fanning submitted two special event permit applicationsfor outside music during Spring Fever Days. A motion was made by Goodwin, seconded by Berglund and unanimously carried to approve both event permit applications as submitted.
  • Janet Larson; Mrs. Larson informed the City Council of issues with her tap water. She brought clothing items with stains she stated were from the water along with pictures of water discoloration. She informed the Council that she has installed a water softener and the water quality has not improved. Following discussion where other meeting attendees stated they are having water quality issues also, the decision was to haveCollier contact MN Rural Water for possible solutions. Water sample testing will be taken from different locations in the City and results presented at a future meeting.

REQUESTS AND COMMUNICATIONS:

  • League of MN Cities Conference; information only
  • Safe Routes to School infrastructure project award notification;
  • Bear Lake reservation form and guidelines.

COMMITTEE REPORTS:

  • Administrative Committee; The Liquor Store manager position was discussed. A motion was made by Calhoun, seconded by Berry and unanimously carried to change the Liquor Store Manager job description to a part-time position of 32 hours per week with no benefits and advertise the new position.

ORDINANCES AND RESOLUTIONS:

  • Resolution 2016-07; Resolution Acknowledging Application for Authorizing an Exemption from a Lawful Gambling License for the Quad River Chapter of MN Deer Hunter’s Association. A motion was made by Riihiluoma, seconded by Calhoun and unanimously carried to adopt Resolution 2016-07.

REPORTS OF DEPARTMENTS AND COMMITTEES:

ADMINISTRATION REPORT:

A written report was presented from the City Administrator:

  • Submitted the 2015-yearend audit to MN State Auditor, PFA & USDA.
  • Still working with the MN State Auditor’s office to correct CTAS issues.
  • Attended the Administrative Committee meeting on April 4th.
  • Daily, Monthly and Quarterly reports completed.
  • Reed requested authorization for the administrative committee to interview and hire two part-time bartenders prior to the next Council meeting. A motion was made by Berry, seconded by Calhoun and unanimously carried to authorize the Administrative Committee to interview and hire two part-time bartenders.

ZONING REPORT:

A written report was presented from the Zoning Department since the last Council meeting.

  • No building permits were issued in March.
  • Duane Grace will be returning the end of April.
  • Asperheim will email the Council members to set up a Planning Commission meeting in May.

UTILITIES/MAINTENANCE REPORT:

Collier gave an overview of the Utilities/Maintenance Department since the last council meeting.

  • Quarterly samples were taken and sent in.
  • Water lines were flushed for spring.
  • Collier is working with Kaleb Montgomery on the Green City program.
  • Clean up at the Cemetery and Bear Lake Campground has begun.
  • Numerous trips were made to the dump as the Liquor Store garage was cleaned out.
  • Spring discharge has begun at the sewer ponds.
  • Numerous emergency locates near alley 112 for a gas leak.
  • Thawed a sewer line at the end of town.
  • In the process of having someone out to reprogram the lift station generator for auto-exercising.
  • Collier would like to hire two summer help seasonal employees. A motion was made by Goodwin, seconded by Berglund and unanimously carried to post the position for two seasonal positions.
  • Attached to the packet is a request form to purchase 2 metal car ports to use at the Liquor Store in the summer and as storage at the Maintenance shop in the winter. The Council would like to see different structures for these purposes.

OLD BUSINESS:

  • Park Planning Draft; A motion was made by Berry, seconded by Calhoun and unanimously carriedto approve the draft of the park plan by Confluence.
  • Tabled request from SL Contracting; tabled
  • RFP’s for garbage service; A motion was made by Goodwin, seconded by Berglund and unanimously carried to contract with Nordstrom’s Garbage Service starting May 1st, 2016.
  • Bear Lake milfoil treatment information. Reed has been working with Carlton County and MN DNR to arrange treatment of Bear Lake this summer. Information and maps were submitted for Council consideration. Motion by Calhoun, seconded by Riihiluoma and unanimously carried to authorize Reed to submit a treatment application to the MN DNR for treatment of three acres as identified in the map.
  • Bid documents from Carlton County for the 2016 City street repair project were submitted for Council review. (Resolution #2016-08) A motion was made by Berry, seconded by Calhoun and unanimously carried to accept and award the project to Northland Constructors as stated:

Goodell Street – BP2016-1 -$8,351.00;

Ivanhoe Lane – BP2016-2 - $30,040.10;

Park Street – BP2016-3 - $16,129.20;

Greene Street - BP2016-4 -$16,495.60;

Oak Street - BP2016-5 - $15,145.00;

Pine Street – BP2016-6 – $17,018.20.

  • Discussion was held concerning the former lumberyard (City Property) @ 3723 Front Street;A motion was made by Calhoun, seconded by Berry and unanimously carried to advertise for demolition of the two smaller buildings with an alternate bid to include demolition of the main/big building.

NEW BUSINESS:

  • Carlton County Memorandum of Understanding;A motion was made by Riihiluoma, seconded by Berglund and unanimously carried to approve the memorandum of understanding submitted by the Office of the County Coordinator to allow for County property to be used for Fire Department training.
  • Review of the League of Minnesota Cities Liability coverage waiver form. A motion was made by Goodwin, seconded by Riihiluoma and unanimously carried to choose that the City does not waive the monetary limits on municipal tort liability established by MN Statutes Section 466.04.
