JOB DESCRIPTION

Job Title:Director, Office of Emergency Management

Reports To:County Commission

Probationary Period:180 Days

Self-Termination Notice Expectation:Two Weeks

1. Responsible for all aspects of emergency and disaster preparedness programs to ensure an adequate response in emergencies and disasters.

2. Responsible for maintaining and updating the County Emergency Operations Plan, Emergency Management Administrative Plan, Mass Fatalities Plan, Hazardous Materials Response Plan, Disaster Recovery Plan, and the Pre-Disaster Mitigation Plan.

3. Acts as the principle advisor to the Board of County Commissioners and also to the elected and appointed officials of the jurisdiction during an emergency or disaster.

4. Assures that the public is made aware of county emergency management programs and activities. This may be done via local media and social media.

5. Assures that administration of the County Emergency Management Office is in compliance with the Emergency Management Administrative Plan

6. Responsible for application for the Emergency Management Performance Grant to partially fund office and personnel expenses and all other grants (Homeland Security, United Way, and LEPC grants) as applicable to ensure operation of Emergency Management programs within the County.

7. Directs and coordinates for and on behalf of the chief executive the use of all resources both public and private to ensure that capability of responding to and dealing with emergencies and disasters.

8. Performs other duties related to the Emergency Management Program as directed by the Chairman of the Board of County Commissioners.

9. Coordinates activities of those departments and agencies of local government which are responsible for carrying out emergency management operations in a disaster.

10. Prepares and assists in budget preparation for the County Emergency Management program. Assures office remains under budget at the end of the year.

11. Prepares and maintains as required reports and records on emergency management activities including those required in accordance with the Emergency Management Performance Grant (EMPG) and the State and Local Agreement (SLA).

12. Responsible for maintaining operational readiness of Dive Team, CERT Team, Storm Spotters and their related equipment.

13. Responsible for maintaining responder and equipment database on the Salamander program.

14. Must be able to communicate and work with other agencies and individuals well. This cannot be over-emphasized

15. Position as Director will be 24/7 and Director will respond to severe weather situations, hazardous materials spills and all other incidents as required by the SLA. (List contained in the SLA Procedures Manual.)

16. Will maintain a primary and secondary EOC along with a Severe Weather EOC.

17. Will attend trainings as required by the SLA. Some are on-line courses and others are classroom driven.

18. Submit a written monthly work report to the Beadle County Commission.

Full time with benefits. Compensation based on experience.
