FIRE & LIFE SAFETY MAINTENANCE PROGRAM
RFP Introduction
QUESTION: Item C, Qualification Standards – “Bidders must be able to obtain manufacturer's proof that they are authorized to provide sales and services for the proposed products”. Can vendors use subcontractors if equipment is proprietary?
UCLA RESPONSE:Yes. However the same ability to provide proof would apply to the subcontractor and the responsibility for obtaining the proof would continue to fall to the primary vendor. The subcontractor would need to comply with all Qualifications Standards in the RFP introduction including the background check provisions. In conjunction with Tab 2A, section primary vendor/bidder must acknowledge and agree that in matters of proposals, clarifications, negotiations, contracts, and resolution of issues and/or disputes, the contractor represents all subcontractors the contractor has assembled for this project.

QUESTION: What brand, make & model are the fire alarm panels at all of these locations?
UCLA RESPONSE:1250 Main Hospital Simplex 4100U panels, 1223 MOB GE EST2, Stuart House GE EST3, Hoefflin Silent Knight.
QUESTION: Are any of your buildings included in this bid located in LA Fire Department jurisdiction, requiring Regulation 4 Testing procedures?
UCLA RESPONSE: Yes. All off site clinics not residing directly on the Westwood or Santa Monica campuses would be under LAFD jurisdiction.
QUESTION: Tab 4, Item 3.0. “Vendor has fire system related spare parts available for systems under contract that can be on site within 1 business day”. Could it be possible to exend spare parts availability to 3-5 days?
UCLA RESPONSE: This can be acceptable on a case by case basis
QUESTION: Tab 5. “Fire hoses – visual inspection/testing”. Does this line include hydrostatic testing & certification on as needed basis or it shall be billed separately?
UCLA RESPONSE: Yes to all
QUESTION: Tab 5. “Mist-a-fire suppression system - inspect, test & certify”. Can subcontractors be used for this service?
UCLA RESPONSE: Yes. However scheduling the service will remain with the primary vendor and accountability will be with the primary vendor
QUESTION: Tab 5. “Water wash hood cleaning system - inspect, test & certify”. Can subcontractors be used for this service?
UCLA RESPONSE: Yes. However scheduling the service will remain with the primary vendor and accountability will be with the primary vendor (as noted in the UCLA response involving subcontracting above).
QUESTION: Tab 5. Do vendors have to bid on all the line-items listed in Tab 5?
UCLA RESPONSE: Yes. UCLA intends to contract with a single vendor that is capable of performing all of the services listed. As stated above, some of the services can be subcontracted out.
QUESTION: Tab 5. “Fire Alarm Detection Systems - test and inspect + parts (non-peripheral, 24/7)”. Does this line include parts coverage? Does this line include 24/7 emergency service/repairs coverage?
UCLA RESPONSE: Yes
QUESTION: Tab 5. “QTY - IF APPLICABLE”. Can you provide all quantities of the equipment listed in Tab 5?
UCLA RESPONSE: Yes. This will be provided after site walk.
QUESTION: Is this contract subject to State Prevailing Wage Rates?
UCLA RESPONSE: Yes
QUESTION: Pricing for Santa Monica UCLA Medical Center & Orthopaedic Hospital includes labor 24/7 & peripheral parts, correct? What is included in peripheral parts? Is wiring &/or ground faults to be included?
UCLA RESPONSE: YES to labor and parts. Yes to wiring and ground faults.
