9:00 AM: Meeting Opening

In the event of emergency, follow Benny to the shelter. In the event of another type of emergency, assemble at the front of the building. Introductions were made going around the room. Attendance Sheet was signed (See Attachment A)

9:05 AM: Review of the International Standards Strategy – Roland Goodman

It was not the intent of API staff to push the development of ISO co-branded standards with API.

Not all “new” standards need to be in the ISO arena. There needs to be a market justification for making the standard both API and ISO.

For current standards, seek international participation and if there are active participants, then the standard can be co-branded. For example: API 11B in the existing format is API 11B with an ISO cover page on it, so there has been little opportunity for new purchase orders to be issued to the ISO document. The existing 11B (ISO 10428) document could stop work in the ISO area and only address the work in API.

10:15 AM: Resumption of Discussions of International Standards Strategy – Roland Goodman

Example of API 11B, the decision was made to separate the ISO 10428 efforts from the API 11B. The chair felt that the API document was recognized as an international document and there was no value in the document being ISO branded. There is a fear that a loss of control of the document will result, including that future meetings abroad.

Document Matrix was used as the basis for discussion of the status of SC11 documents (See Attachment B) Motion: An API NWI be raised with a task group formed to modify API 11B which will then be used to submit to ISO as the proposed revision to ISO 10428 as an FDIS draft.

WG Chair is to submit his intentions to the WG4 chair.

See attached field operating equipment matrix for status of documents.

For 11AX, there will be organizational meeting after the SC11 meeting. The SRRR (See Attachment C) was approved by the ESC.

API 11P (withdrawn) will be taken over by the downstream segment.

API 11BR – document is in publication now. The document may need to have an addendum issued for the lubrication of the pin to ensure the face is kept dry. SC11 needs to look at this in conjunction with any required changes resulting from the result of the issuance of API 11B.

ISO 15136-1 is being worked on by ISO. SC11 needs to submit a NWI to adopt back this document as API 11D2 when completed.

API 11D3 has been submitted for color coding for consideration as an API Standard for use in the API Monogram program. The SC will need to consider this as an API Monogram Specification potential when released from color coding.

2:15 PM Status of Documents (Continued)

API 11E has been balloted and passed; currently in publications. SC11 Chair is to contact David Doyle (WG chair) to ensure that the document is publication-ready. API will send the publication-ready document to Norm Hein and Sid Thomas for review.

Norm Hein is the task group chair for the 11S-series documents.

API 11L4 is to be balloted to reinstate as a bulletin.

API Spec 1B on V-belts was withdrawn and the question raised how that impact 11E equipment that requires V-belts. 1B will be reviewed by Sid Thomas and Norm Hein to possible issuance as a bulletin.

Sid Thomas will be stepping down as the chair of the subcommittee. Sid has proposed that a User Company hold the chair position. The proposed individual will be approached and will be asked to be chair. The next meeting (January 2009, San Antonio, TX) will be Sid’s last meeting as chair.

3:10: Status of Piping Document – RP for Lease Piping

NWI approved by C1 (Charlie Williams). The issue was brought to the attention of the chair that the document was needed. A contract was issued and the draft document was developed and released. Norm Hein is to provide a copy of the contract and Sid Thomas to provide a copy of the NWI.

What is the business need for the proposed action? If possible, please indicate potential cost savings to industry.
Provided the size and raw materials are the same, double circular-arc gear reducers are remarkably superior to involute gear reducers in terms of carrying capacity. So the application of double circular-arc gear reducers to pumping units can considerably decrease the consumption of raw materials and consequently cut down the manufacturing cost of pumping units. Moreover, a complete system of theories has been brought into being regarding the designing, manufacturing, and inspecting of double circular-arc gear reducers. Pumping units with doubl circular-arc gear reducers have been used in various oil fields around China for many years.
What is the scope of the standard?
we propose to revise API Spec 11E by supplementing it with contents related to double circular-arc tooth gear reducers.
Is this standard on the work program of another standards development organization (ISO, ASTM, ASME, etc.)?
If yes, is the work being coordinated with the appropriate group? Are there special circumstances that would justify independent API initiation of the proposed action?
After accomplishing revision, API Spec 11E edition 18 will be transformed into ISO 10431 by ISO/TC67/SC4 secretariat according to ISO program.
