Recommendation

It is recommended that you:

  1. approve [length of secondment] leave without pay,commencing on [date] in line with the Department of the Chief Minister’s secondment trial; and

Background

Broadening our Horizons is the NT Government’s policy on career mobility within the Northern Territory Public Service. Career mobility is alsoone of the Chief Minister’s initiatives to revitalise the Northern Territory Public Service.

The Department of the Chief Minister (DCM) is currently managing a secondment trial to facilitate secondments from the NT Government out to the community services non-government organisation (NGO) sector.Job descriptions for existing NGO vacancies are submitted to the NT Government for consideration for the trial. To be accepted into the program, the job description is assessed by a panel in terms of the potential for the job to offer mutual benefit to the NT Government and the NGO and/or personal career benefit to the secondee and therefore offer an appropriate secondment opportunity. Once the position has been accepted into the program, a standard set ofsecondment arrangements, including staff entitlements applies.

Current Situation

The position of [position title] with[Host organisation] has been accepted as a suitable secondment opportunity. I have since applied for and been offered the position. The secondment is for a period of [length of secondment] and commences on [date].

I have read the secondment trial framework and understand:

•my responsibilities in relation to the secondment arrangement;

•the standard conditions and entitlements for which I am eligible as outlined in the secondment trial framework;

•[add any non-standard entitlements negotiated for the secondment – see guidelines. Remove if not applicable];

•if I choose not to return to the NT Government, the secondment service will not be taken into consideration in the determination of any final payout from the NT Government; and

•for the period of the secondment, I will be employed by [the host organisation] and therefore bound by the [host organisation’s] employment legislation andterms and conditions of employment including rates of pay and leave entitlements.

I therefore wish to request:

  1. leave without pay to take up the secondment opportunity under Public Sector Employment and Management By-law 16; and
  2. approval for outside employment in accordance with section 61 of the Public Sector Employment and Management Act for the duration of the secondment arrangement.
