Question 1
Question:
The question was "When and in what state did Carol Lumb Allen
receive her bar certification?" The tricky part is that the
student wasn't allowed to use Internet resources. So, I'm
essentially looking for a print resource that indexes the dates
and locations of bar certification for lawyers. I know (through
the internet) that Carol Lumb Allen was certified in North
Carolina and Florida and that she currently practices n Daytona
Beach. But, again, none of this information was found in a print
source.

Answer:
Hi A____. Greetings from the Internet Public Library! Thank youfor your question about print resources for locating baradmission information for lawyers. This is an especiallyinteresting question for me, as a former lawyer.
Unfortunately, there are no print resources available thatprovide comprehensive information on attorney admissions to thebars of all fifty states. The most comprehensive print directoryof attorney information, including bar admission, is the
Martindale-Hubbell Law Directory, published annually by ReedPublishing (USA), a LexisNexis company. Martindale-Hubbell doesnot have a listing for every lawyer in the United States, however, and is not an official directory. Bar admissioninformation obtained from Martindale-Hubbell should be confirmeddirectly with the relevant state licensing agency. Informationabout the print version of this directory can be found at:
This link is quite long and could break, so here is a shortenedversion for your convenience:
Zimmerman’s Research Guide entry on Attorneys gives a greatdescription of various ways to track down background informationabout attorneys, including bar admission information:
Again, this is a long link and could break, so here is ashortened version for your convenience:
While many of the resources listed on Zimmerman’s are online, italso provides a list of print directories and other offlinesources for locating attorney information.
Zimmerman’s Research Guide also has a page on Bar Admissions, which provides further offline resources for locating baradmission information:
Again, a shortened URL for your convenience:
I was already familiar with Martindale-Hubbell, having used boththe print and online versions previously, but I wanted to verifymy information so I looked up information aboutMartindale-Hubbell, and legal directories in general, in Cohen,M.L. & Olson, K.C. (2003). Legal research in a nutshell. St.Paul, MN: Thomson West, pp.302-305. This book is a greatall-purpose reference source for legal research questions.
I located Zimmerman’s Research Guide on LLRX.com:
This is a website I use frequently when doing legal research. Iclicked on a link on the LLRX homepage for “A Compilation ofState Lawyer Licensing Databases”. While that article dealt onlywith online sources for bar admission information, a footnote atthe bottom of the page provided a link to an article entitled“Finding Lawyers: Directories, Web Sites & State Bar Sources”which contained links to the Zimmerman’s Research Guides pages.
I hope that these resources provide the information that youneed. If you need further assistance, please write back to us.It was a pleasure to assist you.

Question 2
Question:
We live in the Adirondack Park in N.Y. state. We want to buy someland that is nowlabeled as "wet lands". If we clear the land ofshrubs and trees, will it dry out and beable to be re-evaluated?It does not appear to be holding water on top of the soil but
does have some plants that are an indicator of wetlands.

assessment)
Answer:
Greetings from ipl2!
Thank you for your question about whether a parcel of landdesignated as wetlands canbe dried out and re-designated. Certain wetlands are regulated under federal and/orstateenvironmental conservation laws, so your question involves somelegal issues. Unfortunately, ipl2 volunteer librarians are nottrained in researching legal questions. For legal matters, it is*always* best to seek help from a trained attorney, lawenforcement official, or researcher in this field.
In New York, wetlands are regulated by the New York StateDepartment of Environmental Conservation. The “FreshwaterWetlands Program” page at the Department’s web site gives moreinformation about New York’s wetlands regulations:
There is also a “Contacts for Freshwater Wetlands” page withcontact information forstaff in the Department’s Central andRegion Offices who can answer questions about wetlandsregulation:
I’m sorry that we cannot answer your question. If you have anyother questions, pleasewrite back to us at ipl2.

The IPL is staffed by volunteer librarians andlibraryschool students and we are not always able to keep upwith the number of incomingquestions. However, I was able tofind some resources that I hope will still be useful.
1) The Cybercrime Law website, maintained by Chief Judge SteinSchjolberg, of theMoss Tingrett Court, Norway, has a survey ofcybercrime law of different countries. Here are the links topages on

the public domain. If not in the public domain, how do I get permission to printthese poems and the lyrics to the songs? Thanks.
Answer:
Greetings from the Internet Public Library!
Thank you for your question about works in the public domain andcopyright permission. While the IPL cannot give you advice onwhether any particular work is in the public domain, we can pointyou to resources that should be helpful to you in determining
whether permission from a copyright holder is required, and ifso, how to obtain permission.
1) The Public Domain Sherpa website, which states that it isauthored by a licensed attorney, is a comprehensive guide toUnited States copyright law and procedures for determiningwhether a work is in the public domain:
The site includes a step-by-step tutorial on how to determinewhether a work is in the public domain:
That link is rather long and may break so here is a shorter linkto the same page for your convenience:
I found this website by using the Google website with the searchterms “Franz Kafka poems public domain” (without the quotationmarks):
2) If the works you would like to use are not in the publicdomain, it is possible that your desired use of the works wouldfall under the Fair Use principle, which allows limited use ofcopyrighted works in certain situations. The Stanford UniversityLibrariesCopyright and Fair Use website’s “Overview andResources” page is an excellent resource for information oncopyright topics including the Fair Use principle.

I found the CopyLaw.com website by searching the LLRX.com websiteusing the search term “public domain” (with the quotation marks):
LLRX is a very well-respected legal research website that I haveused often. On LLRX, I found an article “Bloggers Beware:Debunking Nine Copyright Myths of the Online World – Updated”(which I actually read purely for my own interest!) which citedthe CopyLaw.com article.
4) You told us that you searched the PD Info website database ofpublic domain songs. This website also has a “Copyright and thePublic Domain” page with information on how to determine if songsnot in their database are nonetheless in the public domain:
The PD Info website also has a “Public Domain Reference Books”page with a list of helpful reference books on copyright law, public domain, getting permission to use copyrighted works, andthe provenance of music and lyrics:

Greetings from the Internet Public Library!
Thank you for your question about legal advice in a probatematter. In legal matters, it is *always* best to seek help from aqualified attorney or a researcher trained in the legal field. While we cannot refer you to a particular law student, lawyer, orresearcher, I’ve provided some resources that may help you findappropriate legal advice.
1) The Louisiana State Bar Association has a resource calledTel-Law which has recorded information on Louisiana law on wills, trusts, and estates. You can access written transcripts of theserecordings at the “Tel-Law Tape Transcript Wills, Trusts, and
Estates page”:
This link is quite long and could break, so here is a shortenedlink for your convenience:
I found this website by using the Google search engine with thesearch terms “bar associations Louisiana” (without the quotationmarks):
It is likely that the recorded messages will not give you enoughinformation to help you, so I researched the availability of freelegal advice for you. Free or low-cost legal counsel is availablein both Florida and Louisiana based on various criteria such as
age, income, and residency, for example. Given the proximity ofthe states, it is likely that many Florida lawyers are familiarwith Louisiana law, or can refer you to another lawyer or agencythat can help you.
2) The FloridaLawHelp.org website offers a search engine thatcan help you find free or low-cost legal services based onresidency, type of problem, and certain other criteria:
Again, that is a long link and could break, so here is a shorter
link for your convenience:
For question number 2, you should select “Life Planning” from thedrop-down options in the first box, and “Wills and Estates” fromthe drop-down options in the second box.
I found this web site by using the Google search engine (see linkabove) with the search terms “bar association Florida” (withoutthe quotation marks). I found the website of the Florida Bar andfollowed the link to “Public Information”:
Here is a shorter link for your convenience:
3) The LawHelp.org/LA website is an online guide to free orreduced-cost legal help in Louisiana. Their “How to Get LegalHelp” page describes how to use their directory of programsoffering free or reduced-cost legal aid:
Shortened link to the same page:
The directory of programs is here:
Here is a shorter link to the same page:
If you do not qualify for any of the listed programs, the “How toFind a Lawyer” page gives suggestions on other ways to find freeor low-cost legal advice:
Again, a shorter link for your convenience:
This page suggests contacting state, county, city, or parish barassociations since many bar associations have periodicallyscheduled telephone or in-person sessions when qualifiedattorneys provide brief, free legal advice. This suggestion wouldapply in Florida as well as Louisiana.
I found the LawHelp.org/LA website by following the links fromthe homepage of the web site of the Louisiana State BarAssociation, referenced in item 1) above: “Public Resources” >“Access to Justice” > “Access to Justice Committee Web Site” >
”Louisiana Legal Services Programs and Resources” >
4) The HG.org website, an online legal directory founded by anetwork of independent law firms, provides a list of barassociation web sites by state:
If your county is not listed, you can try to search for thecounty bar association using Google (see link above), or asimilar search engine, with the search terms: “county name” barassociation (without the quotation marks).
I hope that the resources I’ve provided help you to findappropriate legal advice. If you would like further assistance,or have any other questions, please write back to us at the IPL.It’s been a pleasure to assist you. Thanks for visiting the IPL!
