I.OPENING OF THE MEETING

A.Call Meeting to Order

The regularmeeting of the Kings County Behavioral Health Advisory Board was called to order by the Chairmanat 12:0 p.m.

B. Introductions

There was a brief introduction of Board members, staff and guests.

  1. UNSCHEDULED APPEARANCES

Kelly Baker handed out a notice of restructuring of the leadership team at Behavioral Health and noted the changes. Katie Arnst will now be representing Behavioral Health on this board and discussed her new duties. The board requested a presentation on the Suicide Prevention Task Force’s LOSS Team.

  1. CHAIRMAN UPDATES

Approval of Minutes

The minutes of December 15, 2014 were presented to the Board for approval. Donmade a motion to approve the minutesand Reneseconded.All were in favor.

Member Resignation

The Chair read a resignation letter that was received from James Green. Debra made a motion to accept the resignation and Jean seconded. All were in favor.

Bylaw Changes

Ken will email the Bylaws out to the Bylaw Committee as soon as Diane Walker has finalized all the current changes. County Counsel recommended permanently changing the meeting location in the Bylaws and then posting any change to a particular meeting. Reiterated that the Human Service and Public Guardian members are set as the Director/Dept. Head or their designee and both have voting rights.

2015 Strategic Planning Goals/Subcommittees

Board members received a new Subcommittee List and instructed to sign up for all of the committees they were interested in. Discussion ensued about addingan editorial for the newspaper to a Subcommittee.It would be good to coordinate an editorial piece with an upcoming community event we will be involved with.

Discussed Bylaw language in regards to the Subcommittees. The Chair will discuss these items with Diane Walker from the County Counsel’s Office.

None.

  1. MENTAL HEALTH/SUD/BH UPDATES

Trauma Focused Update tabled for next month.

  1. KINGS COUNTY COMMUNITY UPDATES
  • Tina Garcia stated that she wants to work with Probation and CPS on the new Transitional Age Youthcomponents in the new 3 year MHSA Plan.
  • Ken gave a brief report from the Suicide Prevention Task ForceMeeting (SPTF).
  • Debra brought back a report from the CALM Board and requested copies be made for board members on P.E.R.T. (Psychiatric Emergency Response Team) and a PowerPoint presentation on Veteran Cultural Competency. There will be a statewide conference on Train the Trainers Mental Health 101 on April 18th in San Pedro. There will also be a date scheduled for a regional meeting.
  • Rene said 56 high school students in Kings County are participating in the Youth Mental Heath First Aid training. They will be doing an art piece in response to the training. Lemoore High students are advertising around campus hotline numbers for students to utilize.

  1. KINGS VIEW UPDATE

Brenda Johnson-Hill reported on the DRAW program which was highlighted on page 2 of the November Mental Health Report. This program is for post high school aged students. Kings View provides the therapist for this program, but it is funded through the SPTF. Members can go to SPTF.org to see more information about RESTATE and DRAW.
