The Xth CRC RALwas called to order at 10:00 HRS on the 21stof September,2011 at Abu Dhabi.ASHOK VIRMANI, DRC was in the Chair.ASHOKwelcomed the Members and thanked them all for their presence.

ASHOK requested DR. AHMED ALAA CRC GENERALCHAIRto address the Members.

DR. ALAA welcomed & thanked all guests and the Members for attending X CRC.DR. ALAAthanked the society & past RAL leadership under Walid for giving the ASHRAE UAE Falcon Chapter an opportunity to host the XthCRC event and expressed this was the second time ASHRAE UAE Falcon Chapter has hosted the CRC event.

DR.ALAA also expressed that this was the first time in the RAL history that a student gathering is being held on the sidelines of the CRC and thanked the organizing committee for making it happen.Dr. Alaa explained that hosting three events i.e.ASHRAE / UNEP Engineering Conference, CRCand student gathering is a big task, andthe ASHRAE Falcon Chapter BOG & CRC Committee members have done a wonderful job of putting this together. DR. ALAAonce again thanked all the guests while expressing and extending any kind of support to all attendees during the stay and business.

ASHOK introduced Society President RON JARNAGIN,RICHARD ROOLEY-SocietyPresidential member 2003-2004,Costas Balaras Society VP,Samir Traboulsi DAL, Claire Ramspeak ASHRAE Director Technologies, Patricia Adelman Manager RP, David Arnold First DRC RAL & other distinguished guests and thanked them for their presence and support for the Region at Large.

ASHOKmoved a motion for appointment of Prashant B.S’s name as Meeting Secretarywhich was approved by the House.

Ashok appointed Nitin Naikmember from WESTERN INDIA CHAPTER for coordinating and helping ASHOK on IT, motions and Presentations.

ASHOK proposed SAMIR TRABOULSI be appointed the Parliamentarian for theMeeting & the same was approved.

Following the appointments, the Chair called for a formal Roll Call and Introduction ofall Members present.A formal count was made of all Voting Members (Only Delegates & SRCs).The following Chapters were present: FALCON / MUMBAI / NIGERIA / CAIRO / BAHRAIN / CHENNAI /HELLENIC / INDIA / KUWAIT / LEBANESE / CENTRAL PAKISTAN / NORTH PAKISTAN / PAKISTAN/ QATAR / SAUDI ARABIA / PUNE / HYDRABAD / SOUTH INDIA / SRI LANKA / WESTERN INDIA/ PORTUGAL.SRCs from Region A, B & D were present.

Chapters which were not represented were: POLONIA/SPAIN/Danube.ASHOK reported that Regional Historian& YEA Chair VIVI shall not be able to attend the CRC due personal reasons.

ASHOKrequested Society President RON JARNAGINto address the Members while thanking him for his presence and support for the Region at Large.RONbegan by saying that he had this opportunity for being back at the Region at Large and the last time he attended was in 2005 and has seen a great diversity, environment, dedication while attending and returning back 6 years later at this RAL. He expressed that this was the most vibrant CRC he as seen and attended to dateand most certainly oneof the largest CRC that he has attended. He was also delighted at the enthusiasm of all theMembers.All members applauded to this gesture. Ron went on mentioning that his office is there to help all members and requested that in case anyone requires his assistance not to hesitate to reach out to him. He said that he would be making a detailed addressduring the Presidential Luncheon and wished the Meeting all success.Ron thanked all people for having travelled long distances to attend the CRC and expressed that he was happy to talk to each of the chapters and members present. Ron finally wished a good meeting, thanked all members for allowing him to be here amidst all.

ASHOKthanked RON once again and thanked all the Members for coming by and contributing so muchfor the Society. He then explained the Business to be discussed, tasks to beaccomplished over the next two days. A request was also made to solicit theinclusion of any other item not in the Agenda already before the House. There were no additions to this request.

ASHOKthen requested the Society Vice President, COSTAS BALARAS, PhD, toaddress the Members.

COSTASthanked all members and stated that this was his first year as Society’s VP and look forward to serving the society and to its members and would be providing updates and good news of the society till last year.

COSTAS welcomed the members to join at Jan. 21-25, 2012winter conference at Chicago; which will also have AHR expo on Jan. 23-25, held in conjunction with Conference; The other events happening to which COSTAS welcomed the members to join are:

  • Young Engineers in ASHRAE Leadership Weekend - Sept. 30-Oct. 2, 2011 Atlanta, GA;
  • High Performance Buildings Specialty Conference - March 12-13, 2012, San Diego, CA;
  • Spring 2012 webcast: Dedicated Outdoor Air Systems - April 19, 2012

COSTAS finally thanked members for all the great work they do for ASHRAE while finishing his presentation.The full version of his address is attached as Annexure I

ASHOKthanked COSTAS and requested CLAIRE RAMSPECK -ASHRAE SOCIETY DIRECTOR OF TECHNOLOGY, to address theMembers.

CLAIREthanked all members for giving her an opportunity to present ASHRAE Staff Presentation to the RAL CRC members attending the event. She introduced herself as Director of Technology at ASHRAE Society HQ and before joining ASHRAE she was a design engineer at Bechtel Corporation. She provided encouragement to all the members to get involved at society level and going on to say that she was here attending the RAL CRC to answer questions; become aware of changing needs of membership; to provide a contact point of assistance from Headquarters for referral to proper departments and Reinforce that ASHRAE staff is here to support.

On a closing noteCLAIRE gave a detailed reference list of web site address where members could visit and explore. CLAIRE welcomed members to visit Atlanta ASHRAE HQ and hoped to see them there!The full version of her address is attached asAnnexure II.

ASHOK in response to CLAIRE presentation conveyed the sincere gratitude and appreciation to all the HQ Staff for all that they are doing for the Region, Chapters and the Members and allowed for any questions from the members to CLAIRE.

S.BHAGAVAN - Delegatefrom South India Chapter complimented the efforts put forward by the Director of Technology,. Similar compliments were given by Nigeria Chapter Delegate Mr. BADRU BABATUNDE

Motion for approval of the RAL CRC minutes of the meeting held at CAIRO was placed on the floor of the house & moved byKRISHNAN(WESTERN INDIA CHAPTER) and Seconded by MOHAMMED IBRAHIM(FALCON CHAPTER). Motion approved unanimously.

ASHOK requested WALID CHAKROUNARC RAL to address the Members.ASHOK mentioned that WALID has been a real force at RAL and had done excellent during last 3 years as DRC. ASHOK thanked WALID for his presence and support for the Region at Large.

WALID thanked ASHRAE Falcon Chapterfor hosting the ASHRAE / UNEP Engineering Conference, CRC event and student gathering. WALID also thanked members at the RAL for supporting him in the past as DRC and thanked officers for excellent work done by every single chapter. While during his term as DRC, WALID mentioned that RAL memberships had increased; contributions for the Research & Promotion had improved and thanked BASSEL for his efforts; WALID expressed that RAL contributions on Research Promotion was not substantial however requested all members to place grater emphasis to promote this activity so that ASHRAE community benefits from the Research activities promoted by the society; Student branches had increased; budget had increased from 5,000 US$ to 25,000 US$. WALIDpersonally had visited many chapters in last 3 years; as recently last year 2010 WALIDhad met Pakistan delegation in Dubai; visited Indian chapters and chapters in Sub Region A; support at the RAL has been excellent; most motions are being heard at society level; WALID will continue to be on certain committees and serve the Society and its members. On a closing note WALID showed his appreciation to all members for an excellent work done and was honored serving as DRC in the past.

ASHOK informed the house thatWALIDhas agreed to continue to serve RAL as ARC.ASHOK thanked WALID and a standing ovation provided to him.

ASHOKrequestedSAMIR to give background as how to make an effective motion.

SAMIR opening remarks expressed that 1stsecession of the business meeting was on time and still had 15 minutes left.SAMIR explained that every chapter, delegate or alternate or any officerof the chapter has the right to make motions. Motions placed by the chapter must be Concise; viable; worth to be discussed; motions that apply to the Region or to the Society must be made clear; objective of the motions must be presented in the first statement; background to the motion should be provided that should support the motion, fiscal impact(future revenue or expense) should be clearly indicated; motions must be applicable or favorable to all at the region and society and not necessarily limited to a certain chapter or region.

ASHOK informed the house thathe has chosen SAMIR to be the Controller of motions and requested SAMIR to review all motions presented by chapters and be ready for presentation of motions next day. SAMIR agreed to be the Controller of motions. ASHOK thanked SAMIR for his contributions

ASHOK requested RICHARD ROOLEY Society Presidential member 2003-2004 to address.

RICHARD thanked the Society and RAL for allowing him to be present at this CRC. On a lighter note, RICHARD informed that in the past CRC held in London, all members could easily fit into the top deck of the London bus; however looking at the numbers at this CRC, this is now not possible. This only showed that ASHRAE & RAL are growing strength by strength. RICHARD expressed good words on Membership promotion activities and encouraged members to promote and take part actively in Research Promotion and other functions available for members.

ASHOK thanked RICHARD for his encouraging words.

The CRC broke for Coffee/Tea and reconvened at 11:30 hrs.

ASHOK invited BASSAM ELASSAD fromBENELUX Sectionand CHRISTINE FADOUL from OMAN to take their allocated seats along with the Delegates / Alternates and invited Dignitaries.

ASHOK requested Prof Mohamad FOUAD member from CAIRO Chapter and past SRC Region A to address the gathering

Prof FOUAD thanked all the members for attending this CRC, while taking note that CAIRO had hosted the last CRC event and thanked all chapters for their support in making it happen. Prof FOUAD also thanked Falcon Chapter for hosting this CRC event in Abu Dhabi and expressed his satisfaction on the proceedings. Prof FOUAD highlighted that chapters and memberships at the Sub Region A have grown; and thanked all members and RAL chapters for their contribution. Prof FOUAD expressed having greatly experienced working for RAL and went on to a Egyptian saying that anyone who drank water from the Nile river will always return back to Egypt and the same thing goes on at ASHRAE; members serving the society will always return back to serve the society. Prof FOUADon a final note thanked everyone and wished for a great CRC.

ASHOK thanked PROF FOUAD for his encouraging words

ASHOK announced that for the first time during the Presidential Luncheon, RAL along with the Host chapter would be honoring those members who have made the Xth CRC a memorable event bygiving away special X anniversary awards.
