Position: Sector Lead
Responsible to: Programme Manager

Purpose & aim

To take the lead as the sector expert and develop the route in line with ACT’s vision and the teaching, learning and assessment strategy, focusing on the learner journey and experience from point of entry to point of exit. To provide day to day leadership and operational support to route staff, to ensure a smooth delivery service.

Key Duties and Responsibilities

Teaching, Learning and Assessment

1.  To ensure that the route has a fully inclusive and varied curriculum that gives learners the opportunity to enhance employability and vocational skills and knowledge

2.  Ensure the curriculum supports the development of learners literacy, numeracy, ICT ; knowledge of sustainable development and global citizenship (ESDGC), Welsh Language and Culture

3.  Ensure the curriculum is regularly updated and that delivery staff are fully aware of any amendments

4.  Carry out a planned timetable of quality observations and learning walks and provide feedback to the tutors, Programme Manager and Curriculum Manager

5.  Attend curriculum meetings and implement actions necessary to develop the programme

6.  To take overall responsibility and accountability for the standard of teaching, learning and assessment within the route

7.  To develop and lead a high quality interview process, ensuring that learners starting within the route fully understand the sector they have chosen and using the opportunity to cross-sell other ACT services should the learner not be suitable for their selected route

8.  To develop and maintain a suitable route induction for all learners

9.  Ensure that all route staff maintain their vocational competence by arranging annual CPD activities

10.  To determine and enable training opportunities to raise the standard of teaching within the route

11.  To be a visible support to all delivery staff and provide coaching to get the best out of people

12.  To use learner feedback, specifically related to teaching and learning to help steer the support offered

13.  To feedback to the Programme Manager on any staff performance issues highlighting any potential training needs

14.  Work with the Programme Manager to identify and implement strategies to improve the learner experience from start to finish and take the lead on implementation

15.  Ensure that learners are achieving within the route and that there is an emphasis within the curriculum on achieving and progressing

16.  Engage the route in internal and external skills competitions

17.  Maintain the matrix and curriculum folders to a high standard

18.  Ensure the route is well represented on Social Media

Lead IQA

1.  To follow the responsibilities set out in the IQA and Teaching, Learning and Assessment Policy

2.  To lead all route IQA processes, ensuring consistency of appropriate standards

3.  To ensure there is a robust sampling plan in place, including portfolio sampling, IQA observations and learner interviews

4.  To ensure any other IQAs within the route are appropriately trained in all sampling activities

5.  To carry out risk assessments for all tutors/assessors and manage risk in accordance with ACT policies and requirements

6.  To sample tutor/IQA activity, ensuring IQA/assessment decisions are fair, consistent accurate and reliable

7.  To directly line manage any other IQA’s within the route

8.  To ensure IQA documentation is up to date and available, understood by any other IQAs and tutors/ assessors and recorded and stored securely and confidentially

9.  To ensure Vision is used effectively for all IQA processes and documentation

10.  To ensure all tutors/assessors and IQAs are monitoring and following planned sampling dates

11.  To monitor qualifications outstanding with IQA actions

12.  To attend Lead IQA meetings and effectively disseminate information to IQAs, programme managers and tutor/assessors

13.  To arrange and lead regular IQA meetings and standardisations, monitoring attendance of tutors/ assessors

14.  To evaluate occupational competence and professional qualifications of IQAs and tutors/assessors

15.  To ensure feedback given to tutors/assessors is consistent and fair

16.  To monitor all IQA reports on Vision as per the Lead IQA Data Day Agenda

17.  To ensure delivery models are being adhered to and IQA milestones are being reached

18.  To mentor and support new IQAs and those requiring performance management

19.  To support all ACT policies and procedures in relation to IQA including Fair Access to assessment

20.  To co-ordinate, facilitate and feedback on external quality assurance visits

21.  To manage assessor performance issues with regard to IQA and report to Programme Manager

Leadership and Operations

1.  To provide on the ground operational support to the route staff, to ensure a smooth and successful delivery service

2.  To act as a senior member of the route, providing advice, support and guidance to route staff

3.  To contribute to one to ones and PJR’s, by providing comprehensive feedback and recommendations

4.  To jointly work with the programme manager to develop and improve on the route’s delivery and operational service

5.  To liaise with the programme manager on staff performance, highlighting areas of concerns/best practice

6.  To act as a positive role model, displaying and promoting ACT’s core values at all times

7.  To inform the programme manager of any sector changes and lead any developmental changes required
