Town of Watertown Monthly Board Meeting September 12, 2016 N8302 High Road 7:00pm.

  1. The Pledge of allegiance was recited by those in attendance.
  2. R. Preuss moved to accept the agenda for September 12, 2016 as presented. R. Gimler seconded the motion accepting the agenda. Motion passed.
  3. Present: R. Gimler, J. Thoma, R. Preuss, A. Winkelman, J. Wendt, A. Griggs.
  4. Meeting notices were posted properly.
  5. A. Roberts stated that the PC granted the Strauss’ request to divide and sell two lots at N8635/N8627 High Road contingent on a 5’ well set back with well agreement, City approval, and verification of septic drainage fields. R. Gimler made the motion to grant the Strauss’ request without these contingencies as they would be dealt with at the County level. J. Thoma seconded the motion granting the request. Motion carried.
  6. S. Yates asked for extra recognition for Steve Hecht working extra after a problem with a toilet, drain, and the septic. S. Yates was also thanked for her extra time assisting with clean up.
  7. J. Thoma made the motion to accept the minutes of August 8, 2016, as printed. R. Preuss seconded the motion accepting the minutes. Motion approved.
  8. After reviewing the financial report for August, J. Thoma moved to accept the report as reviewed. R. Preuss seconded the motion approving the financial report presented. Motion passed.
  9. Time sheets were reviewed and questions clarified. It was stated that S. Yates and S. Hecht would receive time and a half for their additional work on September 9th.
  10. J. Thoma made the motion to pay all invoices present with checks #19536 through #19574 for a total of $90,165.88. R. Gimler seconded the motion to pay bills. Motion accepted.
  11. Levy Limit options include monies borrowed in November could be paid back in January. This would allow for an adjustment of the levy limit. Wisconsin Land Trust has better rates than a bank or other lending institute. Roads are the Town’s biggest expense. R. Gimler moved to check into the Wisconsin Land Trust for information. J. Thoma seconded the motion to check for information on borrowing. Motion passed. This will also be looked at during the WTA Convention to see if any vendors are present and additional information gotten.
  12. The ditch along High Road by the Higgins property (west side) is full of silt and the water backs up. This will be looked at during road check. It was thought to have the County clean this out as they have some monies available, of the Town’s.
  13. The driveway in question on Boje Lane actually belongs to the Town and was only recently used once in several years and that was for an eminent situation.
  14. The sandbox was dilapidated and removed and will not be replaced at the Town Hall.
  15. Road Check will be October 1, beginning at 9:30am. The Budget Workshop will be October 24, beginning at 6:00pm. The meeting to discuss fire coverage for the Town will be November 7, beginning at 7:00pm. (Attorney Griggs will be present.)
  16. The proposal of the transfer of roads to the City will be on the October agenda. A draft was handed out and should be reviewed by the board for then.
  17. Copier prices will be obtained and options presented for the October meeting.
  18. J. Maul software has been sold and other options will be obtained for the October meeting.
  19. The Comprehensive Plan update meeting with the Plan Commission will be on September 19, at 6:00pm.

The Transportation meeting to be held on September 29 at the County Highway Department will be attended by all board members.

Supervisor Thoma will attend the WTA Convention on Monday, October 10 only, and Supervisor Preuss and Chairman Gimler will attend the entire convention.

The meeting for the Small Town Forum and the Town and Village Workshop will not be attended by board members.
