HUMAN RESOURCES GENERALIST

The Position:

Under general direction, performs complex professional-level support to the human resources and employee relations program. Essential functions: Assists Human Resources Manager in investigating complaints and other matters as requested. Provides advice and consultation to Agency managers and supervisors in handling concerns related to employee job performance and employee conduct; facilitates or conducts investigations of sensitive/confidential matters; prepares required documentation and recommends course of action; ensures compliance with collective bargaining agreements, departmental policies/procedures, state and federal regulations. Under direction, consults with attorneys regarding appropriate corrective and/or disciplinary action and oversees any resulting processes. Conducts regular and outreach recruitment to include advising management on selection/hiring processes and ensuring compliance with applicable state and federal laws/regulations. Attends, chairs and conducts a variety of meetings within the Agency, including those involving employee complaints; coordinates special projects; and makes oral presentations at meetings. Assists with research and analysis of issues, preparation of documents and exhibits, conferences with Agency management, employee witnesses, aggrieved parties, labor attorneys, and union representatives, as well as attends hearings associated with proceedings. Develops and maintains cooperative working relationships with union representatives, management and Agency staff. Investigates, and in conjunction with agency management, develops strategy and prepares responses to Equal Employment Opportunity Commission (EEOC) or Washington Human Rights Commission (HRC) complaints. May act as backup for the Drug and Alcohol program. Develops, plans, and implements complex human resources management and research projects; writes related policies and procedures; develops related programs. Develops and presents human resources-related information and recommendations as assigned. Advises agency management, employees, and the public regarding human resources matters. Performs other duties as assigned.

Hiring Range: $58,874 - $72,121 annually

Minimum Qualifications:

Required: Bachelor’s Degree in Business Administration, HR Management, Organizational Development or Public Administration and five years of professional level human resources/employee relations experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job. Preferred: Recent experience in a public, highly unionized environment. Intermediate-level experience with Microsoft Office software. Experience with state and federal laws/regulations related to leave (i.e. FMLA, Washington State Family Care Act, etc.) as well as WLAD and ADA. Desired: Certification as a Professional in Human Resources (PHR), or an advanced degree in a closely related field. Special Requirements: A valid Washington State driver’s license may be required.

Knowledge & Abilities:

Knowledge of: federal, state, and local laws, rules, and regulations; human resource management principles; principles and techniques of public sector management; research techniques; report and document writing techniques; statistical analysis and theory; project management methods; the transit or transportation industry. Skill in: interpreting and applying applicable laws, codes, regulations and standards; interpreting and applying collective bargaining agreements; conducting research and/or investigations; compiling and analyzing complex data; recognizing problems and developing effective solutions; preparing reports, presentations, training materials, and/or other related documentation and correspondence; promoting programs to encourage employee participation; managing multiple priorities; dealing tactfully and effectively with agency officials, employees, applicants and the public; communicating effectively both orally and in writing; utilizing a computer and relevant software applications.
