NOTES FROM COUNCIL MEETINGS

REPORTS and ISSUES RAISED

Police

·  Neighbourhood Watch information is circulated, plus reports from the Police and Crime Commissioner. Local Officers now have 24 Villages to patrol and were commended for their work in the Parish.

·  A Community payback day was organised at the end of December.

Countryside

·  Barlby Woodland and Meadow – recent works included clearance work at the balancing pond so the water is now free flowing plus water safety measures. Some flytipping has been removed. Some tree thinning is planned plus further reduction under the overhead lines.

·  Barlby Ponds – Water safety measures and new steps have been installed and it was noted that there has been there has been increased ‘footfall’ at the site. Some reed clearance is planned.

·  Old Railway Walk – the site is in good condition, site inspections and seat repairs have been arranged.

·  Osgodby Pond – there has been some reduction in the duckweed and there are plans to re-instate the boundary posts.

·  A Tree inspection is to be arranged along the A63.

·  Owl boxes are being sourced for the Old Railway Walk.

General

·  Recent subjects at Community Engagement Forums included energy advice and severe weather volunteer training. Barlby Village Stores were commended as they have been running a ‘Good Neighbour’ scheme for a number of years.

·  The Council continues to be represented at the Eastern Area CEF Group, Drax Town and Parish Council Liaison Meetings and the Selby Area Committee.

·  Recent consultations include : North Yorkshire County Council Energy Reduction Programme (Street Lights), North Yorkshire Volunteering Strategy, Selby District Council Draft CIL Charging Schedule, the Minerals and Waste Plan, North Yorkshire Commons Registration Act and the East Yorkshire Rivers Trust Partnership Plan for the Yorkshire Derwent Catchment Area.

·  Concerns about the proposed Youth Club at Barlby High School have been passed to the Youth Service.

·  Post Office consultation. The Post Office is looking to introduce a service in a local established retail outlet.

BARLBY LIBRARY and COMMUNITY HUB

·  The Children’s Christmas Party and fundraising event was a most enjoyable evening with carols under the candlelit gazebo courtesy of Hilltop Harmonies and a surprise visit from Santa in the new festive grotto, supported by his loyal band of Elves. The event raised £184.00 for Alzheimers Research. Thanks to all who made the event such a big success.

·  Other planned events include computer drop in sessions, an energy advice session and adult education classes.

·  A Book Club is held on the first Tuesday in each month starting at 6.30 p.m. Meetings for 2015 are planned for (Tuesdays) 14th April, 5th May, 2nd June, 7th July and 4th August. All welcome.

·  An exhibition was held so Selby District staff could take questions on the Selby District Budget Consultation and Corporate Plan.

·  Open Days are to be held to advise other potential Community Libraries, as the Barlby Library project has been singled out as an example of good practice by North Yorkshire County Council.

·  Insulation advice is being sought.

·  SDC has produced an amendment to the Draft CIL Charging Schedule.

PLAY AREAS/OPEN SPACE/ALLOTMENTS

·  Grass cutting – see separate article. Recreation Open Space funds (from recent housing approvals) are being sought from SDC to install a zip wire at Wainhomes Playing Field.

·  A RoSPA course has been booked.

·  The Centenary Fields Project is being explored.

STREETLIGHTS, FURNITURE, ROADS/FOOTPATHS

·  Various highways concerns reported, including damage to verges and pavement crossings, damage to a fence at Lowfield, a stile at River View and overflowing recycling bins.

·  Dropped kerbs have now been installed in Barlby.

·  Concerns were reported about the boundary fence at Hilltop School.

·  There will be a road closure at Newlands due to bridge repairs.

·  Dog fouling continues to be a problem and has been reported to the Dog Warden. A trial marker project is in hand.

·  Xmas lights have been booked for December 2015 at the same locations as 2014.

COMMUNITY GROUP

·  Osgodby Institute hosted an EASTER BUNNY Hop in March and is planning a Scarecrow Disco in July (See last page for events)

SEPTEMBER ARTICLES

PARKING ON VERGES

Following receipt of complaints about damage to grass verges by parked vehicles, North Yorkshire Council, has issued the following advice to residents : that if repairs are necessary to verges or kerbs due to parked vehicles then the Highway Authority can (under the provisions of the Highways Act 1980) recharge reasonable costs incurred in undertaking remedial works. Parking on grass verges also makes it difficult or impossible for grass cutting to be carried out effectively.

GRASS CUTTING on HIGHWAY VERGES

North Yorkshire County Council advised that responsibility for cutting of grass verges (where it is not required for safety reasons) would cease from March 2015. Barlby and Osgodby Town Council has been cutting the highway verges (as agent for NYCC) in return for an annual payment for the service. A reduced figure has been proposed for taking over the grass cutting at junctions. It has been agreed that any funding received will be ringfenced for grounds maintenance.

Following the recent survey (and taking into account the views of those residents who responded) the Town Council has therefore agreed to continue to cut the verges to the same standard as 2014.

SELBY DISTRICT COUNCIL CHAIRMAN’s CHARITY

John Cattanach, the SDC Chairman, will be holding a Charity bike ride on Sunday 10th May. Teams of 6 can enter and take part in either a 25 or 45 mile route. The ride starts from Barlby High School.

BUDGET 2015/16

After due deliberation the Town Council has approved a Budget increase of 8%. This equates (for Band D properties) to an increase of 10.6 pence per week and is to cover extra liabilities including the increased costs of cutting the grass verges (which has been taken over from North Yorkshire County Council) and additional staffing.

NYCC ENERGY REDUCTION PROGRAMME (Street Lights)

NYCC is currently consulting with Town and Parish Councils on a proposal to switch off some (not all) street lights in the Parish between midnight and 5.00 a.m. Areas NOT affected include lights near Schools, traffic calming and junctions. Maps are available to view by appointment at Barlby Library Community Hub.

There will also be a Public Consultation so please respond and make sure your views count.

TOUR de YORKSHIRE

Selby to York – Saturday 2nd May 2015

The Tour commences in Selby at 11.20 a.m. with the ceremonial route passing through the Parish soon after. The race commences at 11.45 a.m. when the riders reach the Market Weighton Road.

Flags, to wave when riders pass through Barlby Bridge and Barlby Village, will be available from Barlby Library and Community Hub, local shops and Schools.

There are 2 prizes of a fantastic weekend break, courtesy of Cober Hill Hotel for the best decorated flag and the best decorated house in the Parish. Decorating the house could include painting an old bicycle yellow for the event !

A flyer will be delivered during April to give more information on the event and prizes.
