TWO ACTIVE MEMBERS INCLUDING LEADER OF “SHAMSHER MEWATI” GANG ARRESTED : COUNTRY MADE LOADED PISTOL ALONGWITH LIVE CARTRIDGES, 8 LUXURY STOLEN CARS AND MASTER KEYS RECOVERED TILL NOW

South District Police has busted an interstate ‘SHAMSHER MEWATI’ gang of autolifters involved in several cases of Motor Vehicle Thefts and other heinous crimes in various areas of Delhi and NCR and arrested two active members including leader of this gang. Leader of the Gang Shamsher tried to shot at the police party by pulling out country made pistol, but he was overpowered by the brave members of the police team. One country made loaded pistol along with two live cartridges, 8 stolen luxury cars including one Honda Civic, one Honda City, one Bolero, three Indigo and two Santro cars and two special master keys made with the help of screw driver have been recovered so far.

INCIDENT, TEAM & ARREST:

In the recent past, several auto lifting cases of luxury cars were reported in various parts of Delhi and NCR. In order to prevent these incidents and to nab the criminals involved in these cases, several teams were constituted in South District. A special police team of Special Staff, South District consisting of SI Gyanender, ASIs Ashok, Shiv Kumar, Phool Singh, Hcs Vijay, Manoj, Bir Singh, Surender, Ashok, Constables Vijay, Ashish, Sachin and Vivek under the supervision of Inspector Aishvir Singh, Special Staff and Sh. Kulwant Singh, ACP/Operations was formed to collect information and arrest the criminals involved in these incidents.

The team so formed worked relentlessly and collected details of several criminals with similar modus-operandi and activated their secret informers to collect the information about the gangs involved in such cases. The hard work of police team bore results and specific information was received on 16.04.2011 that members of Shamsher Mewati gang would come in the area of Savitri Nagar, Malviya Nagar in order to commit a crime. As per information, the team without wasting any time laid a trap in the evening of 16.04.2011 near AndolanPark, Savitri Nagar and started checking of vehicles by putting up barricades. At around 5.10 P.M., one white colour Indigo Car No.DL-10-C-0131 coming from Outer Ring Road side was signaled to stop. But driver of the car instead of stopping accelerated the speed of the car and tried to drive away. HC Surender and other members of the team, without caring for their lives, immediately stopped the car by putting barricades in front of the car. The person sitting aside the driver immediately came out of the car and after pulling out country made pistol tried to shot at the police party. But HC Mahender and other members of the team acted swiftly and overpowered him by displaying high sense of bravery and valour. The driver of the car was also apprehended by the police team. The driver of the car was identified as Hashim whereas the person who tried to shot at police party was identified as Shamsher. One country made loaded pistol along with two live cartridges were found from the possession of accused Shamsher. On verification, the recovered Indigo car was found to be stolen from the area of PS Ambedkar Nagar vide FIR No.342/10 u/s 379 IPC P.S. Kasna, Gautam Budh Nagar, U.P. Accordingly, a case vide FIR No. 152/11 u/s 411/34 IPC and 25/27/59 Arms Act was registered at Police Station Malviya Nagar and both the accused were arrested.

INTERROGATION, MODUS-OPERANDI & PROFILE:

During sustained interrogation of both the accused, it was revealed that accused Shamsher is the leader of this gang. He in association with Hashim and other members of the gang had committed more than 30 cases of M.V. Thefts and other heinous crimes in various parts of Delhi, NCR, Rajasthan, Haryana and U.P. Shamsher had purchased the country made pistol and cartridges from one Pappu r/o Agra and on 16.04.2011 had come to the area of Savitri Nagar along with Hashim in order to dispose off the stolen Indigo car to one Saleem and commit another crime. But before they could dispose off the stolen car and commit another crime, they were apprehended by the South District Police.

At their instance, seven more stolen cars including one Honda Civic, one Honda City, two Indigo. One Bolero and two Santro cars stolen from the areas of Ambedkar Nagar, Vasant Kunj North, Malviya Nagar, New Friends Colony, East Pahar Ganj and Gautam Budh Nagar have also been recovered.

  • Members of this gang used to come in a group of 5-6 criminals in a stolen vehicle and commit vehicle thefts.
  • In case they failed to find any vehicle to be stolen, they used to commit other heinous crimes including robbery, cow-lifting etc.
  • They used to open the door-lock and start the targeted car with the help of a special master key made of screw driver.
  • Members of this gang are so desperate that in the event of police chase, they used to indulge in pelting stones and even firing at the police party. In the past, they had fired at the police team in the area of East Delhi. In the present case too, the leader of this gang Shamsher had tried to shot at the team of Special Staff, South District.

Accused Shamsher has studied up to 8th class. Earlier, he used to work as a car mechanic and met Haneef. In order to meet expenses on various indulgences, they both started committing vehicle thefts. 4-5 years ago, he was arrested by Mathura Police for his involvement in vehicle theft and was sent to judicial custody. In the jail, he met notorious auto lifter Ahmed Mewati and after coming out from jail he started committing vehicle thefts and other crimes in association with Ahmed Mewati, Jaipal, Daya Chand, Wahid, Saleem, Lalli, Shabir, Saddam and others in various parts of the country.

Accused Hashim has studied up to 7th class. Earlier, he used to work as a motor mechanic, where he met accused Shamsher and started committing crimes with him. In January 2011, he was arrested by Delhi Police for his involvement in a case of vehicle theft and had spent one month’s time in jail.

Beside recovery of above mentioned 8 stolen cars, one country made loaded pistol along with two live cartridges and two special master keys made with the help of screw drivers have also been recovered from them.

Further investigation is in progress and efforts are being made to effect more recoveries and to arrest their other associates.

Whereas a large number of commercial places/shops have come up in North-East Distt., Delhi which are popularly known as Cyber Cafes and a large number of people visit them to use the facilities available in such places including e-mail facility.

2) And whereas it has come to notice that certain criminal anti-social elements/terrorists are using these facilities to mislead the security/investigating agencies, create panic in the public, endanger the security of VVIPs and Govt. Institutions help in the terrorist activities directly affecting the security of the State.

3) And whereas it is necessary to take speedy measures in this behalf to prevent danger to human life of safety, to thwart/prevent terrorist activities, which may affect the security of the State and disturbance of public order and tranquility.

4) Now, therefore, I Ram Singh, Asstt. Commissioner of Police,Sub-Division Gokul Puri, North East District, Delhi in exercise of the power conferred upon me under section 144 Cr. P.C. 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, and Notification No. U-11036/1/2010-UTL, dated 09.09.2010 do hereby make this written order for strict compliance by the owners of such Cyber Cafes in the entire Sub Division Gokul Puri ,North-East District, Delhi.

(a)Prohibiting the use of Cyber Café by unknown person and whose identity has not been established by the owner of Café.

(b)Maintaining a register for identity of the visitor/user.

(c)Make an entry in the handwriting of the visitor/user mentioning name, address telephone number and identity proof. The visitor/user shall also sign the register kept for this purpose.

(d)The identity of the visitor/user shall be established through identity card, voter card, ration card, driving license, passport and photo credit card (any one of them).

(e)Activity server log should be preserved in main server and its record should be preserved for at least six months.

(f)If and activity of the visit is of a suspicious nature the owner of Cyber Café will immediately inform the police station

(g)Record be maintained about the specific computer used by the person, and

(h)Make sure that the users of Cyber Café are photographed on continuous basis and a record of the same is being maintained properly.

5) This order shall come into force with effect from 26.04.2011 and shall remain in force for a period of 15 days i.e. upto 10.05.2011 (both days inclusive) unless withdrawn earlier.

6) Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code.

7) As the notice cannot be served individually on all concerned, the order is passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the Notice Board of the offices of all Districts, Police Stations concerned and the offices of the MCD, NDMC, PWD, DDA, DMs, FC, Tehsildar etc.

2 rackets of black marketing of IPL tickets busted.

3 persons arrested.

119 Tickets recovered.

A team of officers of Crime Branch led by Insp. Rajesh Kumar and consisting of SI Devender, SI Virender, SI Rajiv Kakkar, HC Jaswinder, HC Harvinder, HC Raja Ram, HC Virender, HC Surender, Ct. Ajeet, Ct. Swaraj, Ct. Surender, Ct. Jai Baba and Ct. Rasid Khan under the supervision of Addl. DCP/Crime Sanjay Bhatiahave busted two rackets of black-marketing of IPL Tickets for the Saturday match between Delhi Daredevils and KingsXI Punjab at the Ferozshah Kotla Stadium. 3 persons have been arrested. 119 IPL tickets have been recovered.

One of the rackets involved sending of bulk SMSs purported to have been sent from LM-IPL which read as “IPL Great season of cricket. Few tickets available for Delhi Match on Saturday. First come first serve. Call- 99999770007”. On receipt of the SMS, the telephone number mentioned in the SMS was contacted. A deal was then fixed for purchase of 14 tickets of Rs. 750/- denomination at the rate of Rs.1400/- each ticket. A trap was laid at Arakashan Road, Pahar Ganj and one person was apprehended who was identified as Sushil Thukral (aged 26 years) s/o Surender Thukral r/o Paharganj, Delhi. 14 tickets were recovered. Mobile phone and the sim card having number 99999770007 have been seized.

Further on specific information, a raid was also conducted near the petrol pump at Ferozshah Stadium, where two persons were apprehended selling each IPL ticket of Rs.500/- for Rs.1000/-. They were apprehended and were identified as i) Sajid (aged 28 years) s/o Abdul Rasid r/o Jamia Nagar, Delhi and Ladley (aged 19 years) s/o Mohd. Bikku r/o Jamia Nagar, Delhi. 105 tickets were recovered.

Cases under the appropriate sections of the law have been registered.

TWO ROBBERS ARRESTED, ROBBED ARTICLES ALONG WITH WEAPON OF OFFENCE RECOVERED

With the arrest of two criminals namely Sarvar Bhati s/o Ali Hasan Bhati r/o Gali No. 5, Near Neelam Factory, Rajeev Garden, Loni, Ghaziabad, UP aged 26 years and Ankush @ Sakora s/o Nand Kishore r/o B-95, Param Hans Vihar, Loni, Ghaziabad, UP aged 22 years, the North East District police has busted a gang of robbers, who used to allure public for giving lift and then rob them. With their arrest, one knife, one air pistol and robbed mobile & cash recovered.

INCIDENT:-

To put a check on the incidents of snatching & robberies especially during early morning hours, extensive drive of vehicles checking has been initiated. Emphasis is being given to foot/group patrolling as well as by m/cycles round the clock. Sincere efforts are also being made for criminal intelligence through eyes and ears scheme. During this exercise, various suspects are being interrogated and listed criminals of same modus operandi are being grilled. As a result, notorious criminals i.e. burglars, auto lifters, knifers and robbers have been apprehended by the district police.

INCIDENT:-

On 22/04/2011, complainant Vijay Kumar Awasthi s/o Radhey Shyam Awasthi r/o 1/2181, East Ram Nagar, Shahdara, Delhi was standing near Ambedkar College, Loni Road, Delhi in early morning and seeing for vehicle to go for his job. Then two persons on a motor cycle came to him and offered him a lift. As he was in hurry, and sat on the motor cycle. After that they took him in an isolated place near Ganda Nala, Gokal Puri. When he objected for the same as he had to go on Wazirabad road, they showed him knife and dummy pistol and asked to give money and mobile to them. He resisted for the same, they forcefully robbed him and took away his mobile along with money and other articles. When he shouted and started running behind them, the patrolling staff of PS Gokal Puri reached there and caught both the robbers. They also tried to assault on police party, but they overpowered them. During their search, one knife, one dummy pistol and robbed mobile & cash from the complainant were recovered. Their identity was established as Sarvar Bhati and Ankush @ Sakora as above.

INTERROGATION:-

During sustained examination of both the accused persons, it revealed that both of them have criminal background. Their modus operandi is that they used to target those people, who were in need of lift in odd hours in order to reach their destination. After giving them lift, they used to take them in isolated places and after that rob the people by showing knife and air pistol.
