COMMUNITY SERVICE AND SELF-SUFFICIENCY PROGRAMS (REVISED)

It is the policy of the Anytown Housing Authority to comply with the requirements of section 12(c) of the U.S. Housing Act of 1937 and now found at 24 CFR Part 960, Subpart F as part of the “Changes to Admission and Occupancy Requirements in the Public Housing and Section 8 Housing Assistance Programs; Final Rule” in March 29, 2000, Federal Register. (Suspended FY 2002 HUD/VA Appropriations Act; reinstated FY 2003 HUD/VA Appropriations Act signed on February 21, 2003).

The Anytown Housing Authority will require any resident who is not 62 years or older to participate in eight hours of community service and/or economic self-sufficiency activities per month. Those who are handicapped/disabled and can certify, “because of this disability they are unable to comply with the service provisions due to their disability” are exempt. Those who are employed are exempt if they work at least 30 hours per week. Fulltime students (12 credits or more per semester) are exempt.

The Anytown Housing Authority will require any resident who is not 62 years or older to provide proof of volunteer activities or to certify their exemption and the reason for their exemption. If you are not 62 or older you will receive a certification form. If you are not exempt, you will receive this form monthly for updated verification of your community service activities. The form must be signed and dated by the person and/or agency that the tenant is doing volunteer work for. The form must indicate the number of volunteer hours contributed for the month. For tenants who are exempt, the form must be returned to the office for our records. A copy will be kept in the tenant file.

Volunteer activities may include, but are not limited to, volunteer activities with schools, Head Start, nursing homes, churches, scouting, outreach programs, elderly assistance, Meals-On-Wheels, Senior Companions, etc. If you are not sure if your activity meets this requirement, please contact the office for assistance.

At a regular meeting of the Anytown Housing Authority held on August 18, 2003, the Board of Commissioners unanimously voted to approved this policy on a motion by ______and seconded by ______.
