As the Chair of the Get Berkshire Active Board of Trustees, finding the right Chief Executive is clearly crucial to the on-going success and future growth of the organisation.

GET BERKSHIRE ACTIVE – THE COUNTY SPORTS PARTNERSHIP FOR BERKSHIRE
The administrative county sports partnership area covered by Get Berkshire Active comprises the following local authorities:

§ Royal Borough of Windsor & Maidenhead.

Get Berkshire Active area: local authorities and main towns
Get Berkshire Active (GBA) is a company limited by guarantee and since 14th January 2013, a registered charity. GBA works to encourage local authorities, NGBs, schools, FEIs and HEIs, voluntary, third and private sector organisations to work together to create, develop, maintain and promote opportunities for sport and physical activity across Berkshire.
The Get Berkshire Active vision is to:
‘ Get more people, more active, enjoying the benefits of more and better sport in Berkshire’.
GBA seeks to deliver its vision through its role:
‘To support, enable and improve the work of organisations developing and delivering sport and physical activity in Berkshire.
The incoming chief executive will be expected to oversee the process of embedding and building upon the growing reputation of Get Berkshire Active, developing and taking forward the relationships, systems and processes necessary for the organisation to succeed.
Working closely with the Board Members, the CEO will have the opportunity to develop the organisation in order to best meet the needs of Berkshire residents. The organisation is currently regarded as relatively lean and fiscally efficient and the new CEO will be asked to maintain and develop a range of methods of ‘getting the job done’ which currently include direct employment of staff, commissioning, secondments and shared service type approaches. The incoming CEO will have the chance to shape and develop a ‘fit for purpose’ organisation geared to effective delivery against Sport England’s core contract specification but also developing new areas of activity that build GBA’s role, profile and significance to partners for the longer term.
Current objectives
Get Berkshire Active currently describes its work under three headings:
Making Sport Happen – we encourage and develop partnerships that deliver results.
Making Sport Better – we provide a range of services that support the development of organisations and individuals involved in sport and physical activity.
Getting More People Involved – we deliver projects and programmes that increase participation in sport and physical activity.
Our current strategic objectives are to:
· Enable and support organisations involved in sport and physical activity in Berkshire to work together better
· Enhance funding support with expertise, advice, contacts, promotion and advocacy
· Generate new investment in sport and physical activity in Berkshire
· Embed an improvement culture across the county
· Encourage greater involvement by new and different organisations e.g. Public Health, FE and HE and workplaces
· To equip our people with the skills, knowledge, systems and resources to deliver our strategic objectives.

Job purpose
3 To provide the strategic management and leadership of/for Get Berkshire Active.
3 To lead, manage and coordinate Get Berkshire Active services to ensure that they meet the objectives and aspirations of the organisation and its funders.
3 To be responsible to the Board of Trustees for the management of all aspects of Get Berkshire Active.
3 In collaboration with colleagues, with the Chair and members of the Board take a leadership role on policy, practice and in the growth of the organisation, both in the context of delivery of services and influencing the work of other agencies across Berkshire.
3 To ensure that Get Berkshire Active services, organisational strategy, objectives and policies take account of national, regional and local political environments and organisational vision.
3 To provide high-level advice in key areas of responsibility to the Board and strategic partners.
3 To represent and/or deputise for the Board as required
3 To ensure good governance processes and meet the requirements of relevant regulatory bodies
Main duties
Strategic planning & management
3 To operate Get Berkshire Active as an effective registered charity and plan for the future growth and sustainability of the organisation.
3 To lead and drive a strategic approach to sport and physical activity in the Berkshire area.
3 To develop, extend and maintain strategic sustainable sports networks in Berkshire.
3 To further define and deliver key outcomes for sport and physical activity in the County, involving key partners.
3 To positively influence the strategic planning processes and policies of key partner agencies ensuring the relevance and profile of sport and physical activity in the context of driving/supporting achievement of key outcomes.
3 To develop, monitor and review annual business plans for Get Berkshire Active’s operation.
3 To service, and report to, the Board of Trustees and through it to other partner agencies and stakeholders.
3 To support the development, promotion and achievement of inter local authority co-operation.
3 To look at and pursue business opportunities for Get Berkshire Active that are consistent with its charitable objects, core aims and mission.
3 To work effectively within the Berkshire area to promote cohesion across teams, the Board and themed work areas to achieve shared outcomes and added value.
3 To ensure that all services meet funders requirements, particularly those of Sport England in respect of service planning, performance management and financial management enabling managers and Board members to act on the basis of facts.
3 To report to the Board on all aspects of management of Get Berkshire Active strategic services, including legislative requirements, national and local developments, targets and achievements in service delivery, policy development and service improvement.
Resource procurement and management
3 To work with the Finance Director to manage Get Berkshire Active budgets and finance effectively.
3 To fulfil duties assigned within Get Berkshire Active policies and procedures and scheme of delegations (e.g., health and safety, discipline, capability and grievance, harassment, complaints etc.).
3 To negotiate high level funding agreements on behalf of Get Berkshire Active.
3 To effectively manage Get Berkshire Active human resources.
3 To maximise resource to support development of sport and physical activity by:
• Generating/sustaining partnerships with key agencies (e.g., NGBs, economic development and regeneration agencies, health delivery and commissioning agencies, trusts, private and 3rd sector agencies, schools, FEIs and HEIs).
• Preparing and/or supporting partnership applications to Sport England and other appropriate funding sources.
• Influencing spatial and facility strategy planning processes across the Berkshire area.
• Generating sponsorship/access to funding streams from a range of sources.
3 To develop support services which promote leadership, management and coaching skills for people working in the Berkshire area.
3 To develop the skills and competencies of the people and agencies in the Partnership with/through which Get Berkshire Active will work to deliver its objectives.
Advocacy, marketing & communications
3 To build Get Berkshire Active’s profile as a strategic, dynamic, flexible, progressive CSP supporting/ guiding programmes to develop sport and physical activity in the Berkshire area.
3 To, via development and implementation of effective working relationships and a robust communications strategy:
• Continually communicate (internally and externally), to all partners, the benefits of Get Berkshire Active, its policies and programmes and the partnership approach advocated.
• Market Get Berkshire Active and foster productive contact and partnership with all key partners.
• Ensure that ‘ownership’ of Get Berkshire Active is fostered among partner agencies via active involvement/inclusion in decision-making and operational transparency.
Performance measurement
3 With partners, to develop benchmarking and collective performance measurement to prove the value/relevance of sport in its widest form.
3 To enable ongoing assessment by key partners of the impact, and contribution of sport and the relevance of work undertaken in their geographic/work areas.
3 To secure core funding and develop/deliver a service level agreement with Sport England.
3 To establish/support rigorous monitoring and evaluation processes enabling:
• Effective internal performance appraisal.
• External scrutiny of the workings and achievements of Get Berkshire Active.
• An evidence based platform for the promotion of Get Berkshire Active value and benefit and the generation of positive working relationships with partner agencies.
Sports equity
§ To ensure that Get Berkshire Active and its members, partners and stakeholders adopt and implement proactive comprehensive equity policies and targets.
§ To ensure that programmes delivered include and measure the impact of positive action for disadvantaged groups/individuals.
Knowledge, experience and training
The post requires an exceptional individual with high levels of skill in tackling complex issues, partnership matters and development. S/he will need to demonstrate excellent strategic development skills and diplomacy.
