1.0Objective

Procure customized on-site training sessions and customized training documents for the PI System by OSIsoft, Inc. This training will support site-customized training, site-customized training manuals, and on-the-job training of a Tank Operating Contractor (TOC) employed trainer (software instructor). The individual performing the work is subject to controls, processes, and procedures established by TOC.

2.0Background/Introduction

This work provides administrative or program support functions only. No hands-on field work activities will be performed.

This is the result of efforts to update or upgrade the Surveillance Analysis Computer System (SACS HISI #242) and Surveillance Data Display System (SDDS HISI #1147) applications. The current deployment of SACS and SDDS has exceeded the original expectations and design of the individual systems. The OSISoft PI Software was originally procured via WRPS contract number 51603 which was released in July 2013, utilizing support from OSISoft, Inc.

The number of data sources and interfaces integrated into the TOC installation of the PI System has increased and retirement of the SACS and SDDS systems is anticipated to be within the next calendar year. OSISoft, Inc. provided on-the-site training for a small number of TOC employees in the spring of 2014 as a pilot of the software. The 2014 training session was also intended to be a pilot of OSISoft, Inc. training of TOC employees with low or no computer skills. One Lesson Learned from that training was that the training, although good, would have been more relevant to the employees and would have been more beneficial to the employees if it had included examples and references relevant to the TOC Tank Farm environment. Therefore, TOC desires the subcontractor to update or modify the OSISoft “Visualizing PI System Data” Training Manual and the OSISoft “Visualizing PI System Data” Instructor’s Training Manual to produce site-customized training manuals based on the TOC Tank Farms environment. These site-customized training manuals are intended to support site-customized on-the-site training.

3.0Scope

The scope for this work is broken down into six different tasks as identified below. Training class size will be approximately 15 people in each class, with up to four classes being held, for an estimated number of 60 employees taking the training. It is anticipated that the final class would be taught by a TOC representative trained by the subcontractor to become PI Client Trainers/Subject Matter Experts, mentored by the subcontractor.

3.1Task 1 – Training Manual Modification Plan

Subcontractor shall supply a plan or white paper detailing the proposed methods for customizing the “Visualizing PI System Data” manual for the TOC Tank Farm environment, including the proposed and recommended modifications. Examples of site-customized content include but should not be limited to: PI tag names, PI tag identifiers, PI server names, system paths, Software Quality Assurance standards and processes, images, graphics, tables, plots, trends, examples, demonstrations, instructional labs, and/or hands-on portions of the training.

The Training Manual Modification Plan shall be submitted to TOC for review and shall be accepted when it is approved by TOC Process Software Engineering.

3.2Task 2 – Site-Customized Training Manual:

Subcontractor shall supply a PI System Client Training Manual (modified or custom version of the “Visualizing PI System Data” manual) that has been customized for the Hanford Tank Farms and the TOC implementation of the PI System. At the subcontractor’s request, TOC shall supply examples of the customized content for the subcontractor to use when customizing the Training Manual.

The site-customized PI Client Training Manual shall be submitted to TOC for review and shall be accepted when it is released using the TOC Document Control Process.

In addition to the electronic submission of the site-customized PI Client Training Manual, the subcontractor shall supply bound copies of the training manual to students for use during training sessions. The bound copies are not required until after acceptance of the electronic version by WRPS. The students shall retain their copies for mark-up, note taking, and future reference

3.3Task 3 – Site Customized Instructor’s Manual:

Subcontractor shall supply a PI System Client Training Instructor’s Manual (modified or custom version of the “Visualizing PI System Data” Instructor’s Manual) that has been customized for the Hanford Tank Farms and the TOC implementation of the PI System. At the subcontractor’s request, TOC shall supply examples of desired displays for the subcontractor to use when customizing the Instructor’s Training Manual.

The site-customized PI Client Instructor’s Training Manual shall be submitted to TOC for review and shall be accepted when it is released using the TOC Document Control Process.

3.4Task 4 –Site Customized Training Lesson Plan:

Subcontractor shall complete a PI System Client Training Lesson Plan, utilizing the TOC Lesson Plan Approval Form (A-6006-861).

Subcontractor site-customized PI Client Training Lesson Plan shall be submitted to TOC for review and shall be accepted when it is approved by the TOC Training Department Manager and released in the TOC Records Repository (Integrated Document Management System).

3.5Task 5 – Site Customized PI Client Training:

Subcontractor shall supply site-customized PI Client user training at a location on or nearby the Hanford Site, the training location shall be provided by TOC. It is anticipated that attendance will not exceed more than 60 TOC and/or Hanford representatives. The class size is not to exceed 15 students, therefore four classes will be required. The total class time length is expected to be up to three (3) days. The students shall attend the customized two-day training class and then develop, with the assistance and support of the subcontractor’s trainer(s), a customized display relevant to the TOC or Hanford representative’s (employee’s) current job duties. As an example, if the TOC representative is a Tank Design Authority then the representative is likely to create an element relative PI Process Book display for the Tank Farm for which the representative is the Design Authority.

The site-customized PI Client Training Sessions will be accepted when all selected TOC representatives have satisfactorily completed the training course. Satisfactory completion shall be defined as the student developing a display that is relevant and usable in their current TOC role in addition to the typical completion criteria defined by the subcontractor.

3.6Task 6 – Site Customized Instructor Training:

Subcontractor will conduct up to four classes for the Hanford TOC. The subcontractor shall train a TOC representative as a PI Client Trainer through on-the-job training. The TOC representative shall be qualified as an Instructor or Subject Matter Expert Instructor through the first three classes, then present the fourth class, with the mentoring of the subcontractor. The selected TOC representative shall conduct, at minimum, one training session under the supervision of the subcontractor.

The training of the WRPS representative as a PI Client Trainer shall be accepted upon satisfactory completion of the training. Satisfactory completion shall be defined as the WRPS representative conducting at least one training session under the supervision of the subcontractor’s representative.

4.0Submittals

In support of the work scope established in Section 3.0 above, submittals are listed on the Master Submittal Register (MSR).

Submittals shall be provided using the TOC Incoming Letter of Transmittal (form A-6005-315). All transmittal subject headings shall contain, at a minimum, the subcontract number, submittal number, and submittal description.

Submittals shall be provided in electronic format unless available only as a hard copy. Electronic submittals may be sent to or delivered via a WRPS designated File Transfer Protocol (FTP) site. Electronic formats must be non-password protected in one of the following formats:

5.0Acceptance Criteria

The subcontractor will provide all training materials for the course before the course start date. They will submit class rosters to the TOC Training representative after each training day. Following the course, they will provide lessons learned and updated training materials needed for both past classes and future classes. The WRPS Course identification number is 350843.

6.0Configuration Management and Standards

6.1Configuration Management Requirements

Configuration management requirements for this Release are based upon the types of engineering services being procured and include the TOC standards listed in Section 6.2 Applicable Standards and the statements below.

New or revised Technical Documents shall be prepared in accordance with TFC-BSM-AD-STD-02, Editorial Standards for Technical Documents and meet the document release criteria found in Table 3 of TFC-ENG-DESIGN-C-25, Technical Document Control.

7.0ESH&Q Requirements

7.1Quality Assurance Requirements

The Subcontractor shall follow standard commercial quality practices.

7.2Price-Anderson Amendments Act Requirements

This 7.2 section and the General Provisions Article 2.11 entitled, Price-Anderson Amendments Act (PAAA), are both determined to be N/A.

7.3Special ESH&Q Requirements

Access to the Hanford Site is required for delivery of items only.

Preliminary hazard assessment PHA ID: 31 is to be used for general office duties performed in TOC-controlled office facilities only. Prior to performing any activities outside of the office facility, a job hazard analysis (JHA) must be completed to cover the activities to be performed. The JHA must be approved by a TOC Safety Representative.

8.0Verification/Hold Points

Hold point for review and acceptance of the items listed on the MSR.

Verification determined for compliance with Section 5.0.

10.0Work Location/Potential Access Requirements

The scope of this work is anticipated to be completed at one of the following locations depending on availability when it is time to begin the training; 1) the HAMMER training facility computer based training room, 2) 200E/2752 Tank Operations Contractor Training Facility, 3) the Hanford Training Center computer lab in 1816 Terminal Drive. Other alternative training locations may be evaluated if necessary.

11.0Training

There is no Hanford Site training requirement.

12.0Qualifications

Subcontractor shall supply documentation demonstrating (e.g. certifications, qualifications, and/or experience) that support personnel have experience in classroom-based and computer-based training at NQA-1 certified environments or equivalent nuclear, chemical, or safety critical facility experience.

Subcontractor shall supply documentation demonstrating experience and expertise with the OSISoft PI System. TOC desires evidence specific to the Client-Side applications demonstrating an expert level familiarity with each of the applications.

13.0Special Requirements

Use of Government Vehicles

There is no anticipated need for any Subcontractor employees to use a Government-furnished vehicle in the performance of this statement of work. The Subcontractor’s employees, therefore, are specifically prohibited from driving any Government-furnished vehicles under the performance of this statement of work unless this statement of work is formally so modified by the parties and the employee(s) will present a valid driver’s license to the BTR for review.

14.0Reporting/Administration

  1. A lessons learned review will be held between each training session. Any lessons learned will be incorporated into the next training session. At the end of all training sessions the lessons learned will be consolidated and incorporated into the site-customized PI Client Training Manual and site-customized PI Client Instructor’s Training Manual.
  1. Subcontractor will provide weekly updates to WRPS Process Software Engineering manager. Report will include progress status and any issues and problems that arise, as well as the solutions to any issues or problems.
  1. Key review points will be submitted as identified on the MSR in accordance with section 4.0 above.
  1. Rosters to verify classroom attendance as stated in section 5.0 are required.
