Justification: Why should this be done?
(20 points) / Accreditation, matriculation and the integrity of the COD curriculum between institutions is at stake without properly and fully addressing the articulation function which has evolved into multiple areas . Centralizing the office and its diverse components should ease the access to the curriculum and articulation inquiries and developments.

(30 points) / “Enhance Student Learning and Student Achievement” Students will have increased assurances of the transferability of their courses reflected in both ease in transferring into and out of COD.
“Ensure Resources are Conducive to Improving Student Learning” Having adequate focus on articulation activities will provide coordinated information, collaboration across the college, for our students and with our partners in delivering and assuring the integrity of our courses. Students will be assured of their programs of study to reach their desired outcomes and goals
“Foster the professional development of all college staff to support student learning” A fulltime Articulation Officer will be able to interact more frequently and comprehensively with faculty in meeting the needs of articulating their courses with 4yr institutions as well as with K-12 and economic development partners.
“Foster Efforts that Address the Educational Needs of the Community At-Large” A fulltime Articulation Officer, coordinating an Office with staff on campus of all articulation efforts and activities, will provide the community-at-large with a direct link to information they seek and provide an individual with whom they can collaborate in seeking identification and/or development of courses that meet community needs.

Will this proposal benefit other areas of the college? / Yes: All instructional and student service areas will be able to conduct their advising, curricular developments, transfer and entry matriculation processes with this increased and centralized service. Community members will have the benefit of a resource to assist them with identifying/developing articulated courses for economic development as well as transferable coursework.
Will this proposal impact or require accommodations from other areas? / The creation of an Articulation Office will coordinate staff functions from multiple areas of Instruction, Student Services, Applied Sciences and Training and Development divisions into one Office of services.

Assessment process: How will you determine that your proposal has been successful? / Compare the number of successful transfer agreements and the amount of time available to faculty; student services; high school, UC & CSU counterparts, community coordinators now and after the Articulation Office is centralized and has a fulltime officer. Measure again in one year.

1. Accreditation recommendations from the 2005 Commission report

Recommendation #4:
The college must, with urgency, review the counseling and advising functions to ensure effective academic advising, general counseling services, and articulation.”

In response, the College created and filled the position of Director of Matriculation & Articulation spring 2006 through mid-spring 2008. With the vacating of the position this spring, the leadership position was re-evaluated. The articulation function was proposed to be best served by a fulltime position and at the faculty level. This fulltime position will more ably assist the college and ensure the integrity of the transferability of courses with the increased demands for articulation with the district high schools and in the changing needs of the CSU system, in particular. This position will report to the Director of Counseling Services.

2. Matriculation: Through the Counseling and Advising component of Matriculation requirements, inferred assurances of the integrity of COD courses for transferability are essential. Title V, sections 55520-55525
