Minutes of a meeting of the PLANNING AND HIGHWAYS COMMITTEE held in the

Council Chamber on Monday 10 October 2016 at 6.45 p.m.

Planning Application 15/4770/FUL: Three members of the public spoke regarding the above

application and raised the following points:

·  Previous plans were rejected due to inadequate access and the amended plans showed

no change to the access arrangements.

·  The shared access fell short of the “Estate Roads in Somerset” design guidance

document which stated that roads must have a pavement on one side.

·  The developers did not have access onto the property of 49 North Street, with the result

that the wall on the northern boundary would be built within the curtilage of the lane,

thus reducing the width further.

·  Concern was raised about the wall being built so close to the adjacent property.

·  Outline planning permission was granted for 24 homes on the basis that the access

road was developed fully prior to the dwellings becoming occupied.

42 TO CONFIRM THE MINUTES OF THE PREVIOUS MEETING

It was AGREED that the minutes of the meeting of the Planning and Highways

Committee held on Monday 12 September 2016 be APPROVED.

43 TO RECEIVE THE DEPUTY CLERK’S UPDATE REPORT

Following Cllr Best’s request a letter had been sent to County Highways which highlighted

the dangerous junction at South Street and Market Street. The Deputy Clerk had received a response; County Highways were not aware of a safety audit carried out at this junction and

agreed to a site meeting to look again at issues and make a firm recommendation on action.

Cllrs. Hodgson and Pailthorpe expressed an interest in being involved in the site meeting.

The Deputy Clerk confirmed that the new Post Office in Crewkerne was opening on

Tuesday 11 October, with an official opening on Saturday 22 October 2016.

44 TO CONSIDER PLANNING APPLICATIONS

15/4770/FUL Amended Plans/Additional Information

The erection of 44 No. dwellings and associated works including access improvements onto North Street, parking for Ashlands School and footpath link to Westover Lane.

RECOMMEND REFUSAL. It was noted that the latest version of the plans had not made any changes to the access arrangements. As such Council’s previous comments on the unsuitable access remained valid. Further, Council stressed their concerns about the safety implications of shared space access and also vehicle movement from a busy narrow main highway (North Street) onto a narrow shared space.

16/03114/OUT Demolition of existing church and the erection of 8 No. dwelling houses (outline).

RECOMMEND REFUSAL on the grounds of inadequate parking. Council also considered vehicular movement onto Furland road unsafe due to a high level of on street parking.

·  Cllr. Mrs Singleton requested that another letter be written to Somerset County Council Highways regarding the drains in Church Street as complaints had been received that they were blocked with vegetation. It was agreed that a letter would be sent.

·  Cllr. Mrs Allman had previously requested that Somerset County Highways be made aware of the poor condition of the pavement along North Street to Ashlands Court, which she considered dangerous for prams, pushchairs and wheelchair users. A response had been received from Highways to confirm they had noted the problem and that it would be added to their list of works, but that it would not be a high priority. Cllr. Mrs Allman stated that she was not satisfied with this answer and wished to follow up the matter with Highways. The Deputy Clerk and

Cllr. Mrs Allman would formulate a response.

·  Cllr. Mrs Head noted that there were 3 streetlights out between Court Barton and 12 Church Street. The Deputy Clerk would follow up.
