Number and ages of children / According to the Small Area Population Forecast from 2012 – 2015 the population of children 0-4 years is continuing to increase in Test Valley.

Housing Developments / Within the borough of Test Valley, major housing growth is taking place at three main locations, East Anton, Picket Twenty, and Cupernham. Within the new housing plans Whitenap and North Baddesley wards have also been identified.

Availability of places

According to the data sets provided there is a gain of 56 childcare places within this reporting period. The 55 full day care places opened within this quarter in the Anna ward in north Andover. Childminding closures have also slowed down over this quarter and there are no new settings within the other provide types.

The data sets for this reporting period have highlighted that 4 Childminders have closed with a loss of 13 childcare places. However the gain of childminding places balances the loss for this quarter.

There are currently 49 settings approved to take two year old funded children and 58 EYE Childminders. Applications for two year funding are continuing to be processed and the majority of referrals continue to be from the North Test Valley wards.

Development of provision for Special Needs

Statement of Inclusion

Hampshire SfYC Inclusion Team is committed to ensuring that all eligible children are able to attend an early years or childcare setting irrelevant of any disability or additional support need. Ideally we would see this happening in the child’s local setting or parents choice of setting, however where a child’s needs cannot be met by this provider we will work with the CFIT team to support the identification of an appropriate alternative.

The Inclusion Team will use a range of resources to ensure that all settings are able to provide quality care for all children. This comprises of direct support from the Area Inco team, support from the Portage Service or support from Portage Outreach, training or support groups. ChIF is only available to settings with no financial reserves when supporting children with severe/profound support needs.

Service impacts & trends
Transitions – a high percentage of the children Portage, outreach and Area InCo ‘caseload’ are due to start school in September 2014 which will mean a high number of children/settings will require IPA/ transition support
Outreach – TV outreach hours provided by Portage are coming to an end – need to appoint 14 hour E grade or 19 hour D grade post over the coming months
Portage initial visit waiting list – 15 families waiting for an initial visit or allocation of a Portage home visitor (PHV)
SEN 2 year old criteria change –Due in September this increase to the eligibility criteria of 2 years olds with DLA at any level will have an impact on settings and as a consequence Area InCos, Outreach and Portage services.
SEN Code of Practice (Local Offer) – roll out of this new initiative will have impact on InCos workload but this is difficult to estimate
FSOWs – recently recruited and now in induction period in post
Early Help Hub – meets every Thursday 1pm – 3pm – already identified one child who will be eligible for 2 year funding from August and possibly identified one child who may have missed out on an early years entitlement place – group shows real potential

Development of Childminder Networks

Early Years (EYE) childminder provision has increased to 62 approved childminders this quarter with another six childminders working towards becoming an EYE provider. 58 childminders are also approved to take funded two year olds alongside the three and four year old funded children. Within Test Valley there are 4 childminders resigned within this quarter, although the loss of places has been balanced out this quarter. The district have a total of 166 registered childminders with 17 of these awaiting their first Ofsted inspection. There are 73% of all childminders within the district have achieved a good or outstanding grade from their Ofsted inspection and PACEY are continuing to offer training support to all childminders through a variety of ways.

Development of out of school/holiday provision

There has been a demand for Out of school places within the Cupernham and Knightwood areas of Test Valley.

Parental demand

There has been a huge increase in referrals through the brokerage service and demand for two year old places in the north Test Valley wards.

Conclusion

According to the data sets provided there is an overall gain of 56 childcare places within this reporting period. The majority of new places are set within a new day nursery within the Anna ward which has also helped to meet the shortfall of two year old places within the north of Test Valley.

Priority areas remain Picket Twenty and East Anton and Cupernham who all require additional childcare places, with the onset of the new housing taking place. New housing plans have also highlighted new housing in the south Test Valley wards of North Baddesley and Whitenap. Whitenap,is still in the early stages of development and in its draft Core Strategy (January 2012), the Council proposed allocating land for a new neighbourhood of approximately 1,500 dwellings.
