Glen Alpine Board of Alderman

Regular Meeting: June 7, 2016

Present: Alderman R. Cox, E. Peters, J. Falls, M. Lewis, M. Pitts. Mayor: J. Wakeford.

-Public Hearing on Budget

2016-2017 Budget – no public comments. Jack Falls discussed new budget details. Mayor Wakeford stated that the new clerk has found ways to save town money and that we are looking forward to paying off current loans to save interest.

-Public Comments-

Steven Fox-Helser – We were annexed in 2011, asking for water to be provided by Glen Alpine. Alderman Falls explained that we do not set the rules, the City of Morganton does. Mr. Fox-Helser stated that the time frame the town had to provide water was three years. Attorney Denton stated that he is not aware of any statute that states this.

Carrie Fox – Is there anything that Glen Alpine can do? Mayor Wakeford explained that we are looking in to grant money. Mr. Fox-Helser stated that he would rather pursue de-annexation from Glen Alpine. Also, wants to discuss items that are blocking the view of road where Lail Road meets Powerhouse Road. Jerry Causby advised that the NCDOT would have to be contacted.

Melissa Lalonde – Praise Assembly of God is moving into new church building across form Chambers Chapel Road. Maloney Avenue is the current location, which is in Glen Alpine. Has anyone contacted Glen Alpine in regards to turning this into a rehab center for drug and alcohol rehabilitation? Jerry Causby stated that current zoning will not allow for this to be done.

Roger and Wanda Fox – We are also concerned about rehab center coming to this location.

-Old Business:

1.  Signs for business owners – Mayor Wakeford is to be picking up wood from Alderman Peters.

2.  110 Linville St. trip hazard – Tommy Helms reported that this has been fixed.

3.  Parking Lot – Jerry Causby stated that surveyor will be here on Thursday.

-New Business:

1.  Burke County Commissioners Meeting: July 5 @ 3:00PM

2.  Fire Department Grant – Chief Woodard stated that we were approved, but at this time we do not need to accept the 50/50 grant.

3.  Budget Presentation – No presentation given. June 28th will be adoption date.

-Items for Decision:

1.  Budget Adoption Date - June 28th Meeting, no vote needed

2.  Mowing Ordinance Admin Costs, Fines and Liens and Legal Fees process – Motion made to pursue ordinance violators by Cox, Passed 5-0.

3.  4th of July Parade – Line up 9:00am, start 10:00am – Motion made to line up at 9:00am and start at 10:00am by Falls, Passed 5-0.

4.  Donation to Shriner’s Club – Motion made to raise awareness that Shriners will be in parade by Cox, Passed 5-0.

-Motion made by Peters to go into closed session. Passed 5-0.

-Motion made by Lewis to go into open session, Passed 5-0.

-Motion made by Cox to adjourn, Passed 5-0.
