Positions Primary Function:

This position is responsible for overseeing all aspects of the bid and proposal process in pursuing new business or rebidding current Request for Proposals (RFPs) as well as engaging in financial analysis in such areas as forecasting, budgeting, pricing, engaging in cost reduction analysis, and reviewing operational performance. Managing both financial and proposal supporting personnel as assigned. Keep supervisor apprised of unique situations and possible solutions.

Essential Responsibilities:

1.  Manage Budget Analyst position including work assignment and mentorship as necessary. May interface with customers and clients to provide information and assistance as necessary.

2.  Read and analyze RFP. Prepare and manage proposal directive material, including outlines, schedules, kick-off presentations, etc. Identify personnel and delegate responsibilities.

3.  Manages the process of gathering, reviewing and submitting RFP EN clarification questions.

4.  Identifies writers for proposal sections. Manages writing and editing process. Assembles and review the efforts of team members. Manages publishing, printing and storing of materials.

5.  Ensure consistency and accuracy for win themes and key messages throughout the proposal.

6.  Review and edit proposal sections for compliance, completeness and readability.

7.  Review proposal draft and final versions for responsiveness, thoroughness, accuracy, staffing, financial considerations, quality and effective design and layout of the RFP.

8.  Manage additional proposal and contract personnel as required to ensure the proper execution and storage of proposal materials.

9.  Prepare, review, and analyze monthly P/L projections to include direct and indirect cost projections, and provide detail to executive management.

10.  Compile actuals, ETCs, and EACs for different companies and forecast revenue.

11.  Generate yearly financials.

12.  Manage the preparation of the company’s budget.

13.  Provide pricing support for various contracts and projects in support of pricing strategic, imperatives.

14.  Perform government and commercial pricing including development of labor rates, overhead rates, and G&A rates.

15.  Provide analytics and strategic recommendations for pricing complex contracts.

16.  Familiarity with various contracting types to include fixed price, cost plus, and time and material.

17.  Perform Ad Hoc reporting and analysis, as required, utilizing custom and standard query tools, including SQL and Excel.

18.  Create budgets and EACs for new contracts.

19.  Report to management on variances from the established budget, and the reasons for those variances.

20.  Engage in cost reduction analyses in all areas of the company.

21.  Assist management in the formulation of its overall strategic direction.

22.  Compile key business metrics and report on them to management.

23.  Create additional analyses and reports as requested by management.

24.  Forecast cash flow positions, related borrowing needs, and available funds for investment.

25.  Work as a member of a team with the ability to effectively communicate ideas and strategies.

26.  Perform other duties as assigned.

Work Conditions:

Employee will be working within an office environment. Employee may be expected to travel on occasion to locations where specific attire is necessary.

Job Requirements:

Minimum Requirements:

·  Bachelor’s Degree preferably in Business Management, Finance, Accounting or similar or combination of education and experience.

·  2-3 years experience managing proposal process.

·  Minimum of 2-3 years’ experience related to budgeting or finance.

·  Minimum of 3-5 years’ of government contracting experience.

·  Strong organization skills, good oral and written communication skills with attention to detail

·  Proficient in Microsoft Office to include, Excel, Word and Outlook. Must possess good analytical skills.

·  Able to learn new custom systems and software used by Long Wave.

·  Able to work collaboratively with executive management, program managers and other departmental staff, as well as take on projects and responsibilities individually.

·  Accuracy and attention to detail.
