I.  EXECUTIVE SUMMARY

The Palau Public Utilities Corporation (PPUC) is soliciting companies for the Replace / Repair of Existing APP Roof. Interested contractors can submit sealed proposals beginning March 21, 2014 and no later than April 21, 2014 at 4:00pm Palau time. Sealed proposals will be accepted at address [P.O. II.  BACKGROUND

The Republic of Palau comprises of 350 tropical islands and islets located in the westernmost part of Micronesia about 600 miles (960 kilometers) East of Mindanao, Philippines and some 800 miles (1,280 kilometers) southwest of Guam. Palau lies between 8°10’N/3°N Latitude and 132°45’/134°25’E Longitude. The main group of Palau Islands is dominated by the 150 square mile (390 square kilometers) island of Babeldaob—Palau’s largest land mass.

Aimeliik Power Plant (APP) building was built in 1984, since then it was in full operation supplying electric power to the whole Republic of Palau until it got burned last November 2011. On December 13, 2011 GK2 Inc., a civil and structural consulting firm, conducted Structural Inspection of said power plant building (APP). Based on his report all the structural column and beams are all structurally stable however GK2 Inc. recommends that roof purlins and metal roofing which is badly affected by the fire should be removed and replaced in kind so as to reinstate capacity that existed prior to the fire

III.  SCOPE OF WORK

Repair / Replace the roof of existing old APP.

·  Replace all roof damage by fire with the same type as the existing and install new fiber glass roof (see sketch plan for location).

·  Replace all Z- purlins and others roof support damage by fire with the same type as the existing.

·  Replace all “Gutters, ridge Cap, Flashing, etc., damage by fire with the same type as the existing.

·  Clean and repaint all (old and new roofing support) like but not limited to purlins, pipes, and other roofing structures.

·  All roofs and other materials removed from the existing roof should be stored properly on location approved by the owner.

·  All construction works shall be all conform to PPUC safety rules and regulations.

Additional Requirements After Contract Execution:

·  Contractor shall submit a detailed construction schedule.

·  Contractor shall submit a safety plan prior to any commencement of work.

·  Contractor shall responsible for securing the required permits and clearances for the work ( EQPB, Historical, Building Permit etc.). Site work shall not commence without the required permits submitted to PPUC.

·  The contractor shall be required to submit within ten (10) calendar days the schedule of values of each work item to PPUC after the issuance of a Notice To Proceed (NTP).

·  The contractor must submit sample, brochures or test certification (MILL) of the materials to be used in the project for PPUC approval prior to the procurement of the same. Material/s delivered to the site without prior PPUC approval shall not be accepted for use in the project and shall be withdrawn from the site at the contractor’s expense.

IV.  PROPOSAL DETAILS:

To facilitate review of the proposals, the PPUC is asking each Offeror to submit its proposal(s) in conformance with the following:

A. Format of proposals

1.  A cover page with a table of contents

2.  An executive summary page that identifies:.

·  Proposed time to start and how long it will finish the work, including all submittals required on this RFP.

·  Pricing Concepts summary

·  Payment Terms

3.  Corporate Bio and history of technical expertise.

·  Key personnel

·  Personnel to be assign to the project

4.  Other Proposal features which are unique and will contribute to the overall value of the offer or proposal.

B.  Proposal Addendums

1.  Capability and Qualifications

·  Provide annual reports that contain performance data that demonstrate Offeror’s ability to fulfill the terms of the proposal.

·  Provide organizational chart, and qualification of key personnel.

2.  Reference list and contact information.

IV.  PAYMENT TERMS

A.  Payment terms shall be determined as follows:

a.  After evaluation per proposal

b.  After negotiations with the winning offeror.

c.  All payments shall be made after receipt of original invoice from contractor for each work phase, certified by a duly authorized PPUC representative

V.  EVALUATION AND SELECTION PROCESS

All proposals received shall be evaluated by a specially convened committee. The following criteria (NOT Necessarily in Order) will be used to evaluate proposals:

1.  Proposed Project Time-Frame

2.  Proposed Project Cost

3.  Compliance with specifications stated in this RFP

4.  Part quality and authenticity assurance certificates.

5.  Other details including but not limited to added-value packages and warranty provisions

Selections will be made and announced within 45 days after Bid Closing Date.

VI.  GENERAL CONDITIONS

A.  Vendors are required to submit their proposals based upon the conditions expressed in these instructions

i.  Assignment of Contract: The contract shall not be assigned to any party without prior written consent from PPUC.

ii.  RFP Modification: This RFP does not commit PPUC to award a contract, to pay any costs incurred in the preparation of the proposal under this request, or to procure or contract for services. PPUC also reserves the right to accept or reject any or all proposals received under this request, to negotiate with qualified offeror, or to cancel in whole or in part this RFP, if it is in the best interest of PPUC to do so. Offerors under this RFP may be required to participate in negotiations and to submit any price, or technical revisions to their proposals as may result from the negotiation process.

  1. Performance Bond: PPUC requires that all contractors with contracts in excess of $50,000 should acquire performance and payment bonds tendered in a manner and through a surety acceptable to the PPUC General Manager, which guarantees satisfactory completion of a project. The performance and payment bonds shall be in an amount equal to the total price specified in the contract.

iv.  Transfer of property: All proposals shall become PPUC property.

v. Conformity: The PPUC procurement regulations shall apply to all proposals and bids and all winning bidders and contractors shall be bound by them.

vi.  All proposals shall be submitted in the following format:

1.  A cover page with a table of contents

2.  An executive summary page that summarizes the corporate history, contractor’s ability to satisfy the requirements of this RFP, project cost and a synopsis of salient details required in this RFP.

3.  The proposals shall be sealed in a package and should include:

a.  The Contractors information (i.e., Name, Address, and Contact) on the outside package

b.  The RFP# on the outside of the package that should be submitted NO LATER THAN 4:00 PM of CLOSING DATE-Palau Time.

[Note: The RFP # should be in big fonts.]

  1. The sealed package should include the original plus five (5) copies of the proposal.
